SORSOGON CITY, NOVEMBER 28 (PIA)….. The Philippine Center for Civic Education and Democracy (PCCED) under the Agencia Espanola de Cooperacion International para el Desarollo (AECID) have funded and provided assistance to the just concluded one-day capacity building enhancement training for barangay secretaries conducted here this week at Villa Isabel Hotel.
Dr. Librada Esplana, regional coordinator of PCEED said that the training is in keeping with the desire of the provincial government, through governor Raul R. Lee and in partnership with this funding agencies to provide barangay secretaries and gain knowledge on their basic responsibilities as barangay and lupon secretary especially their role as administrator in the Katarungan Pambarangay System.
According to Dr Librada the training also provided the participants the necessary skills on the proper documentation of arbitration and mediation procedures and preparation of legal forms and eventually as barangay administrators gain the right attitude in exploring ideas to promote peace and justice in the community.
The PCEED is a non-stock , non- profit organization dedicated to the effective promotion of good citizenship in a democracy through education.
Sorsogon province according to Joseph Emmanuel Lansang , program manager of PCEED and has been conducting series of activities through capability enhancement under their Project Citizen Program.
According to him this training for barangay and lupon secretaries is under their Barangay Rule of Law Program which intends to capacitate barangay officials in the effective implementation of the barangay justice system.
A total of 87 participants were provided knowledge on the topics: Overview of the Katarungan Pambarangay, Roles, Duties and Responsibilities of Barangay Secretaries, Roles , Duties of Barangay Secretaries in the Katarungangan Pambarangay System, The Katarungan Pambarangay Forms and Proper Documentation of Arbitration and Mediation Proceedings.
Roque de los Santos, Sorsogon City Director of the Department of the Interior and Local Government served as the speaker on these topics.
“Let us promote democratic values in the barangays and as barangay administrators, barangay secretaries should be well-equipped with skills, knowledge and the right attitude to promote these values,” de los Santos expressed as he congratulated the participants and closed the activity.(PIA-SORSOGON)
