I.
RATIONALE
To honor the late
Secretary Jesse Robredo’s exemplary governance as mayor of Naga City and head
of the Department of Interior and Local Government, an essay writing
competition was proposed to be held in the Bicol Region.
Dubbed as the “Bicol
2012 Essay Writing Competition on the Living Legacy of Secretary Jesse
Robredo.” is very timely to recognize the late secretary, who inspires many
local leaders in the country, as such various sectors of the society had
considered him as one good man in the public service.
The contest, with
the theme “The living Legacy of Secretary Jesse Robredo," aims to honor Sec.
Robredo for his achievements in service.
It also aims to
attract youth participants to motivate them to choose the right path.
II.
PROJECT
OBJECTIVES
1.
To highlight the exemplary service of the
late Jesse Robredo as Mayor of Naga City and chief of the DILG.
2.
To inspire local leaders in the Bicol
Region and country as well to advocate for good governance.
3.
To inculcate in the minds of the youth
Jesse Robredo’s legacy as a good public servant and leader.
4.
To train the youth in their skills in
writing.
III.
MECHANICS
1.
The contest is on-the-spot essay writing
focusing on the theme “The living legacy of the late Sec. Jesse M. Robredo” in
English.
2.
The competition has two categories:
Category I-High School (3rd to 4th year HS) and category
II- College level (1st to 5th year) both in private and
public schools in the Bicol Region.
3.
There should be one participant in each
school/college (secondary/tertiary) endorsed by the school administration.
4.
The endorsed participant must fill-up an
entry form available at the Philippine Information Agency (PIA) V office in
Legazpi City, Department of Interior and Local Government (DILG) provincial
offices, Commission on Higher Education (CHED) and Department of
Education-provincial and city division Offices.
5.
Deadline of submission of entry form
together with the endorsement of school head is on or before the scheduled
provincial elimination as follows:

6.
During the provincial and regional
competition, students are required to wear their school identification card and
prescribed school uniform.
7.
The contest will be good for three (3)
hours.
8.
The entries for the secondary level must
contain not less than 800 and not more than 1000 words while for the tertiary
level, all entries must contain not less than 1000 words and not more than 1500
words using English as official language and in cursive form.
9.
The organizers will draw a common topic for
the secondary and tertiary category during the provincial and regional
screening.
10. Contest
sheets will be provided by the DepEd for the secondary, while for the
tertiary/college contestants will be provided by the CHED. No other sheets will
be allowed.
11. The
provincial elimination will be handled by the DepEd, CHED, PIA, DILG and Kaya
Natin Movement and supported by the provincial government concerned. Judges
will come from the said stakeholders.
The DepEd representative will serve as the chairperson of the provincial
elimination while the DILG representative will serve as word counter. Winners will be informed a week before the
regional competition. The awarding of the provincial winners will be on
December 8, 2012 during the regional competition.
12. The
suggested program of activities for the provincial elimination will be- in the
morning (Cam. Norte, Albay, Catanduanes and Masbate) the registration will
start at 7:30am and ends at 8:00am, while in the afternoon (Cam. Sur and
Sorsogon), starts at 12:30pm and ends at 1:00pm. The program consists of –
preliminaries, opening remarks, video presentation- life of Jesse M. Robredo,
intermission number c/o DepEd, and mechanics presentation.
13. The
winners (Rank 1) in Category I and II in the provincial screening will compete
at the regional competition slated on December 8, 2012, 8:00 am at the SM Naga.
Five (5) sub-topics will be given during the regional competition from the main
theme such as but not limited to- “Tsinelas” Leadership, Religious Life,
Transparent Life-Full Disclosure, Seal of Good Housekeeping, and
Empowerment. The Department of Education
(DepEd) is the concerned agency for the identification of the sub-topics.
14. This will be followed by the awarding of
winners at the said venue.
15. The
Regional competition will be handled by the DepEd, CHED, PIA, DILG and the city
government of Naga. Regional Judges include: DepEd, CHED, Kaya Natin Movement,
City Govt. Of Naga, DILG, PIA and Atty. Leni Robredo. Grace Padaca and Bam Aquino will be invited
also as other members of the regional judges.
16. Winning
essay will be published at the Bicol Harvest Magazine.

Participants and coaches at the provincial and
regional level will receive certificate of participation.
Judges
at the provincial and regional level will receive certificate of participation
and tokens.
V.Criteria
for Judging:
The
essay must be written in English during the on-the-spot essay writing
competition. It must contain a minimum of 800 words and a maximum of 1,000
words for High School and 1,000 to 1,500 words for college.
The
entries shall be judge on the basis of the following criteria:
a. Substance,
content, originality, analysis and adherence to the essay theme- 60%.
b. Logic,
organization and coherence- 20%
c. Style
and presentation- 20%
All decisions of the organizers, judges,
related to the contest, the selection process and the selection of winners,
shall be final and unappealable.
