Flordeliza Corcuera, Manager of the Department of Land Reform Employees’ Cooperative otherwise known as DELARECO, and some officers, with Roseller R. Olayres, Provincial Agrarian Reform Officer II of Sorsogon received the cheque amounting One Hundred Seventy Six Thousand Pesos loan insurance from the PCIC after a coop member with an outstanding loan balance passed away. This only proves that DELARECO is indeed a strong cooperative and it ensures the welfare of not only the members but the member’s family as well. Thus, the family of the DELARECO member who passed away need not to worry about their beloved’s loan balance because PCIC has paid it fully. (AJA, DAR/PIA Sorsogon)

Officers of four (4) Farmers’ organizations and Roseller R. Olayres, Provincial Agrarian Reform Officer II signed the Memorandum of Agreement (MOA) for the implementation of ARCCESS (Agrarian Reform Communities Connectivity and Economic Support Services) in the province of Sorsogon. These four organizations includes MBUFA (Mt. Bulusan Upland Farmers’ Association) of Bulusan, Sorsogon chaired by Natividad L. Lavarez who signed for the Geotextile Production Processing and Marketing; BAMUCO (Bangate Multipurpose Cooperative) of Barcelona, Sorsogon chaired by Manuel F. Gabitan Sr.; DARBA (Del Rosario Agrarian Reform Beneficiaries’ Association) of Pilar, Sorsogon chaired by Rufino B. Balayo Jr.; and MADECO (Maharlika Development Cooperative) of Bacon, Sorsogon City chaired by Pablo Buetre signed for the Vegetable Production Processing and Marketing. With the MOA Signing, DAR’s duty to them are the provision of common services facilities; professional service providers and technical assistance to the Agrarian Reform Beneficiaries’ Organizations (ARBOs). DAR Sosogon’s BDCD conducted a conference for the Technical Personnel (TP) and PMEU to present the result of the recent ALDA (Agrarian Reform Communities’ Level of Development Assessment) and to make plans for their next ALDA activities. Roseller R. Olayres, PARO II of Sorsogon reminded the (TP) that while there are many important activities to be made under the Program Beneficiaries’ Development (PBD), they should not forget that they also have equally important and urgent activity under the Land Tenure Improvement (LTI), “I understand your dilemma, I don’t know how you’re going to divide your time on both important things,” he said. Meanwhile, the result of the latest ALDA reveals that from 2010 to 2011 there are three (3) Agrarian Reform Communities (ARCs) from level 5 that goes down, contradictory to ARBs’ Organizations wherein there are three (3) which have been joined to level 5. According to CARPO Lucy Vitug, it doesn’t mean that because an ARC or an organization has maintained its level, it’s index is still the same. There are times that it goes down or it goes up but still belongs to the same bracket, that’s the reason why there’s no change in level. However, there are Municipal Agrarian Reform Officers (MAROs) who questioned the presented ALDA result especially those low-rating. CARPO Vitug explained that those low rates might be the result of random sampling wherein Agrarian Reform Beneficiaries (ARBs) which are weak are the one who were captured in the survey and not those strong one. Other BDCD Staff said that there are farmers who do not tell their real income, thus it affect the result of the survey. (AJA, DAR/PIA Sorsogon)
