Pagbubukas ng Kasanggayahan Festival 2013 ginanap kahapon

LUNGSOD NG SORSOGON, Oktubre 18 (PIA) – Hindi nakahadlang ang naging pag-uulan kahapon upang dagsain ng libong mga manonood ang opisyal na pagbubukas ng Kasanggayahan Festival 2013 kahapon, Oktubre 17.

Sa umaga ay isang press conference ang ginanap na sa kauna-unahang pagkakataon ay dinaluhan ng mga local at national press at photographers. Naroroon din sa press conference ang mga opisyal at kinatawan ng Department of Tourism, Sangguniang Panlalawigan ng Albay at mga kinatawan ni Albay Governor Joey Salceda.

Sa nasabing press conference ay sinagot ni Sorsogon City Mayor Sally A. Lee at Ginoong Melo Naval, ang Tourism at Economic Affairs consultant ng lalawigan ng Sorsogon ang mga katanungan ng media. Umapela din si Mayor Lee sa mga naroroong media na matulungan ang Sorsogon sa promosyon ng re-branding ng Sorsogon bilang tanging lugar na pinagdausan ng unang misa sa Luzon at maipakita sa labas ng Sorsogon ang mga natatanging yaman ng lalawigan.

Re-enactment: First Mass in Luzon
Naging tampok naman sa pagbubukas ang paggunita sa kauna-unahang misa sa Luzon noong 1569 na naging daan ng Kristyanismo sa Kabikulan. Naging atraksyon sa mga manonood ang mga Higantes na sumimbolo sa komunidad ng Sitio Gibalon, Brgy. Siuton, Magallanes, Sorsogon kung saan unang ginanap ang kauna-unahang misa sa Luzon. May mga ipinarada ding Higantes na mga Espanyol at paring prayle. 

Sa pamamagitan ng sayaw ng mga kasapi ng Community Based Theater Group (CBTG) ay naipakita ang kasaysayan at mayamang kultura ng mga Sorsoganon partikular na ang mga taga-Magallanes.

Aasahan naman ngayong araw ang isa na namang major activity ng Kasanggayahan Festival, ang Pantomina sa Tinampo. Lalahukan ito ng daan-daang mga mananayaw mula sa iba’t-ibang mga sektor ng komunidad. Gagawin ang Pantomina sa Tinampo sa kahabaan ng Rizal at Magsaysay St sa lungsod ng Sorsogon.

Sisimulan din ngayong araw ang Tour at Photo Exhibit sa Museo ng Sorsogon at ang kinagiliwang Carabao Ride na iikot sa Capitol Park at sa Kasanggayahan Vilage kug saan makikita ang iba-ibang mga produktong ipinagmamalaki ng Sorsogon.

Tampok din ang Culinaria o Food Festival kung saan ipapakita ng mga kusinero ang kanilang galing sa pagluluto ng mga sangkap na natatangi sa Sorsogon tulad ng pili at baluko.

Alas otso mamayang gabi ay gaganapin naman ang Bida Ka Sorsoganon Street Art Fashion Competition na gagawin sa Rompeolas. Dito ay ipapakita ng mga kalahok sa pamamagitan ng pag-arte ang iba-ibang karakter na bida sa mga kasabihan at kwentong Bikolnon.

Samantala, iniimbitahan naman ang publiko na makiisa at sumabay sa gagawing taunang Pilgrimage to Gibalon sa Brgy Siuton, Magallanes, Sorsogon kung saan doon orihinal na naganap ang Kauna-unahang Misa sa isla ng Luzon. (BARecebido, PIA Sorsogon)

BFP assistance: Kasanggayahan Festival 2013


SORSOGON CITY, Oct 16 (PIA) – In line with the celebration of 119th Foundation Anniversary of Sorsogon Province, Theme: “Kasanggayahan 2013: Agrikultura nan Turismo, Dalan sa Pag-uswag san Sorsogon”, the Bureau of Fire Protection (BFP) Sorsogon City spearheaded by the City Fire Marshal Senior Inspector Walter Badong Marcial shows its support to the Local Government’s program as one of the committees in security and safety by directing his operation and EMS (Emergency Medical Service) personnel to render an assistance during the weeklong activities of the said event starting on October 17, 2013.

“This undertaking aims to show our (firefighters) readiness to provide safety services and render medical and rescue assistance to the public who will be joining in the different activities as well as to the spectators of the said event”, SINSP Marcial said as he instructed his men during the Troops Information and Education meeting to activate their strategic plan in this event in which the influx of people are anticipated. In addition, SINSP Marcial advised his operation and EMS personnel to proceed to their designated area. “There will be firemen and fire truck visibility in the area where they can approach in case they need help/assistance”, added SINSP Marcial as he appealed to the public to be more cautious and vigilant.

Moreover, the BFP had also coordinated with the local government unit to realize this kind of undertaking which aims to promote public safety as well as to avoid any untoward incidents during the weeklong celebration of Kasanggayahan Festival. Sorsogon celebrates Kasanggayahan Festival, Oct. 17-23

SORSOGON CITY, Oct 10 (PIA) – Its all system go for the Kasanggayahan Festival 2013 that reels off Thursday, October 17, marking the 119th foundation anniversary of the province of Sorsogon. 

The opening day will be highlighted by the re-enactment of the first Holy Mass in mainland Luzon wherein history points to the small fishing village at Gibalon in the town of Magallanes as the site of the religious activity. The re-enactment depicts a progressive dramatization of Sorsogon's crucial role in the Christianization of the country. Papier-mâché "Higantes" and costumed participants will lend color to the parade which will be held along Sorsogon's commercial district.

This year’s week-long celebration will also evolve around Agriculture and Tourism with the theme: “Kasanggayahan 2013: Agrikultura nan Turismo, Dalan sa Pag-uswag san Sorsogon” (Agriculture and Tourism, the Path towards the Development of Sorsogon).

“When the fields are green and the grains are golden; when the machines work well and all business prosper; when the birds in the sky chirp freely and men on earth are peacefully happy ; in Bikol, it is KASANGGAYAHAN, meaning, a life of prosperity”.

This is how Rev Fr. Jose Ofracio describes Sorsogon, the Land of Kasanggayahan, which captures the provincial picture of the province as a bountiful green land with golden grains, environmentally vibrant with fun-loving people and rich both in agricultural and marine products.

Kasanggayahan Festival is celebrated annually in the month of October, which was first staged in 1974, and acclaimed as the biggest annual provincial festivities of Sorsogon demonstrating the profound gratitude of Sorsoganons to God for His unrelenting guidance and blessings instilling awareness to the public of the richness of the province’s religiosity, culture and heritage, skills and services, agricultural products, skills and services, local crafts, cuisines, tourism and people. The festival is basically a colorful re-telling of Sorsogon’s story as a province.

Sorsogon public information officer Von Andre Labalan said the province, being part of the Amasor (Albay, Masbate, Sorsogon) tourism cluster is launching a new brand that will distinguish Sorsogon different from other provinces and any other place in the country.

“Albay has its Mayon Volcano, Masbate has Rodeo, and for Sorsogon, the first Mass in mainland Luzon will be its trademark or tourism icon that will truly distinguish its own identity as a province,” he added.

October 18 will be highlighted by the famous purely-Sorsoganon wedding dance “Pantomina sa Tinampo” along Magsaysay and Rizal streets. It is also a tradition that Pantomina revelers partake of the native delicacies to be given after the street performance.

On the same day, a Culinary Fest where chefs and restaurateurs will try to outdo each other as they weave their culinary magic on ingredients indigenous to Sorsogon. This will create awareness of and open markets for Sorsogon's agricultural bounty, such as Pili and “Baluko” (pen shell), and other seafoods. Food bloggers and writers are invited to help better promote Sorsogon and its cuisine.

Another activity is the “Bida ka Sorsoganon”, A Street Art Fashion Competition at the Rompeolas. This is inspired by mimes that have elevated mimicry into an art-form. The street art competition hopes to bring back local lore to the consciousness of today's youth. The contestants will act-out scenes/characters culled from Bikolano Folklore.

The Blessing of the newly face-lifted Kasanggayahan Village and Capitol Park will also take place on the same date.

Kasanggayahan Festival will not be complete without the annual Pilgrimage to Gibalon Historical Shrine in Brgy. Siuton, Magallanes, Sorsogon were Christianity in Luzon started. This will be held on Oct 19 where devotees, visitors and the public generally flock in Brgy Siuton for the Commemorative Mass.

Other activities on this day include “Historya kan Sorsogon”, a photo contest and exhibit where photographers and hobbyists will capture the different facets of Sorsogon,  and their entries will be displayed in an exhibit at the newly-renovated Capitol Park; “Pasaling Sorsoganon sa Kasanggayahan” where the Sorsogon Community-Based Theater Group (CBTG), the ambassador for Culture and Arts for the Province, will perform original dances and song adaptations based from Bicol's traditions and practices.

“Sorsogon's bountiful waters take center-stage at the “Burugsayan sa Rompeolas” on Oct 20. This is a rowing competition which is also a show of grace and skill. This will be held at the Baywalk, a popular promenade that offers a captivating view of Bulusan Volcano and spectacular sunset,” said Mr. JR Dimaano, one of the promoters of Kasanggayahan Festival activities.

Mr. Dimaano further added that on the same day, the first Color Run in Bicol region will be held which promises a spectacular and one of a kind experience. It has five stations where powder of different colors will be showered to the runners wearing white shirts and together coming up with a rainbow color as they arrive at the finish line. 

Other activities lined up is the four-night street concert at Rompeolas to add vibe and spice up the nightlife of Sorsogon; Provincial Environmental Summit; Sports Race; Academic Activities; Sunrise Ecumenical Praise and Worship; Bisita Museo; and Carabao Ride at the Capitol, among others.

Seguridad at maayos na daloy ng trapiko para sa Kasanggayahan Festival 2013 prayoridad ng pamahalaang lokal ng Sorsogon

LUNGSOD NG SORSOGON, Oktubre 15 (PIA) – Handa na ang mga awtoridad sa Sorsogon para sa pagpapanatili ng seguridad at maayos na daloy ng trapiko kaugnay ng gagawing mga aktibidad ng Kasanggayahan Festival ngayong taon.

Sa isinagawang pagpupulong ng Incident Management Team, inilatag ang mga planong pangseguridad kasama na ang mga lokasyon kung saan itatalaga ang Incident Command Post, First Aid at Emergy Location, Staging Area at iba pang mahahalagang lokasyong makatutulong sa maayos na pagdiriwang ng Kasanggayahan Festival.

Malinaw ding iprinisinta ang mga rutang gagamitin para sa mga pangunahing aktibidad mula Oktubre 17 hanggang Oktubre 23 kung kaya’t abiso sa mga motorista na makipag-ugnayan sa mga awtoridad upang hindi malito sa mga isasara at bubuksang mga kalsada.

Opisyal na magsisimula ang Kasanggayahan Festival sa Oktubre 17 kung saan tampok ang Pagsasadula ng Unang Misa sa Luzon na gaganapin sa kahabaan ng Rizal at Magsaysay Street alas kwatro ng hapon. Isasara ang mga kalyeng nabanggit simula alas-dos ng hapon at muli namang ibabalik sa normal ang daloy ng trapiko alas sais ng gabi.

Sarado din ang Magsaysay at Rizal St. mula alas-dose y medya ng hapon sa mga petsang Oktubre 18 para sa Pantomina sa Tinampo at Oktubre 23 para sa Pintakai nin mga Pintakasi o “Festival of Festivals”, at muling ibabalik sa normal ang trapiko alas syete ng gabi.

Sa Oktubre 20 ay magkakaroon naman ng Color Run mula alas singko hanggang alas otso ng umaga at mayroon ding mga isasaradong ruta. Ang Color Fun Run ay magsisimula sa Sorsogon City Pier patungong City Hall sa Brgy. Cabid-an, Sorsogon City.

Sa mga motoristang manggaling sa Albay patungong katimugan at yaong mula sa ikalawang distrito ng Sorsogon patungo naman sa hilaga, ipinapayong dumaan na lamang sa Diversion Road upang hindi maantala.

Participatory Governance palalakasin sa Sorsogon City katuwang ang CSOs

LUNGSOD NG SORSOGON, OKtubre 15 (PIA) – Sinuportahan ng Department of Interior and Local Government (DILG) at ng pamahalaang lungsod ng Sorsogon ang ginanap na kauna-unahang pagtitipon ng 27 mga kasapi ng iba’t-ibang Civil Society Organization (CSOs) noong Oktubre 11 hanggang Oktubre 12, 2013.

Pinangunahan ito ng Integrated Rural Development Foundation (IRDF), Inc. kung saan nilayon nitong himukin ang mga CSOs na patuloy na palakasin ang buong pwersa upang tuloy-tuloy na mapaigting ang kanilang partisipasyon sa lokal na pamamahala.

Sa pamamagitan ng mga workshops ay nailatag ang estado ng mga CSO sa Sorsogon sa kasalukuyan. Sa ilalaim ng tinalakay na “opportunities”, natukoy ang malakas na suporta ng city government sa pangunguna ni Mayor Sally Lee sa mga adhikain ng CSOs lalung-lalo na sa isinusulong nitong participatory governance kung saan isa ang CSOs sa may mahalagang naitutulong.

Ayon kay Mayor Lee, nais niyang maging katuwang ang mga CSO sa pagtaguyod ng kaunlaran sa lungsod sa pagpapatupad niya ng participatory at shared governance.

Sa kabilang banda naman, ang pagpapa-accredit ang lumitaw na isa sa malaking “weakness” o kahinaan ng kalahatan ng mga CSO dahil sa kakulangan ng impormasyon patungkol dito at kakulangan ng pondo para sa accreditation fee na limandaang piso.
           
Samantala. sa isa pang workshop, nabuo ang CSO agenda na nahahati sa iba’t-ibang sektor na kinabibilangan ng mga sumusunod: farmers at fisherfolk, economic, disaster risk reduction, urban poor, youth and children, women, at persons with disabilities. Comelec muling nagpaalala sa pagsusumite ng CoC, ilang mahalagang isyu nilinaw


LUNGSOD NG SORSOGON, Oktubre 14 (PIA) – Nagpaalala si Provincial Election Supervisor Atty Calixto Aquino sa mga balak kumandidato ngayong darating na halalan sa barangay na hanggang sa Huwebes, Oktubre 17, na lamang sila maaring magsumite ng kanilang Certificate of Candidacy (CoC).

Aniya, mas makabubuting huwag na nilang hintayin pa ang huling araw ng pagsusumite ng CoC upang maiwasan ang anumang mga pagkakaantala o di kaya’y pagsisiksikan sa loob ng tanggapan ng Comelec.

Sinabi din ni Atty. Aquino na bukas ang kanilang tanggapan mula alas-otso hanggang alas-singko ng hapon kahit sa araw na deklaradong pista opisyal. Sa lalawigan ng Sorsogon dalawang pista opisyal ang natapat sa itinakdang pagsusumite ng CoC, ang Oktubre 15 para sa pagdiriwang ng Eidul Adha at sa Oktubre 17 para sa paggunita ng ika-119 na anibersaryo ng Sorsogon bilang hiwalay na lalawigan sa Albay, subalit malinaw na sinabi ni Atty. Aquino na hindi ito makakahadlang sa pagsusumite ng CoC ng mga nais kumandidato para sa halalang pambarangay.

Maayos din umano ang daloy ng mga gawain sa lahat ng tanggapan ng Comelec sa kasulukuyan, subalit patuloy pa rin silang nanawagan na maging disiplinado ang mga kakandidato upang walang aberyang maganap at mga suliraning kaharapin hanggang sa matapos ito.

Nilinaw din ni Atty. Aquino ang ilang mga isyung hindi gaanong naunawaan tulad ng paghingi ng balidong Identification Card sa mga nagsusumite ng CoC sa Sorsogon City. Aniya, kung ang kakandidato ay may dala nang notaryadong CoC ay hindi na ito hihingian pa ng valid ID, subalit kung hindi pa ito notaryado, ay maari nang mismong sa election officer na abogado na lamang ito manumpa para sa notaryo, dangan nga lamang at kailangang magpakita ito ng valid ID para sa opisyal na pagkakakilanlan ng manunumpang kandidato. BFP Sorsogon City Activities

The Bureau of Fire Protection Sorsogon City headed by Senior Inspector Walter B. Marcial conducted Fire Safety Seminar, First Aid Training and Fire Drill to the employees of Peter Paul Philippines Corp, a coco plant operating in Sorsogon City just recently. Said activity was divided into two sessions – morning and afternoon shifts.The morning shift was participated by more or less fifty (50) employees while the afternoon shift had almost two hundred (200) participants. Among the topics discussed were the BFP legal mandates emphasizing the public’s common perception towards BFP’s function as firefighters and the role of the community as first responder; RA 9514 also known as the Fire Code of the Philippines; proper handling and maintenance of fire extinguisher; fire behavior, fire triangle fire classification, fire and earthquake drill; and basic first aid which includes soft tissue injury management, AR-CPR application, emergency rescue transport, spine board management, splinting and bandaging; There was also an orientation on the phases of earthquake drill and a fire drill where employees experienced extinguishing the fire using their available first aid fire protection appliance and the company’s standpipe.

The activity aims to encourage the employees to practice fire safety particularly in their workplace to avoid any untoward incidents. “The awareness brought to them will surely mold them to become a responsible individual and be part of the country’s progress” said City Fire Marshal SInsp Marcial. (BAR,PIA-5/Sorsogon/ BFP City)

In connection with the Occupational Health and Safety Practices of Bachelor of Technical Teacher Education (BTTE), the BFP Sorsogon City also conducted seminar on fire safety and first aid administration to the Institute of Future Technology Educators (IFTE) at Sorsogon State College (SSC), Sorsogon City Campus on September 3, 2013.Eighty nine (89) students actively participated in the conduct of the activity. SInsp Marcial welcomed the participants and gave the opening remarks as well as brief introduction to fire service. He pointed out the importance of the fire seminar in relation to their chosen course for them to be more vigilant not only during fire incident but also during emergency related cases. Following the lectures was the actual execution of fire and earthquake drill. Participants felt fulfilled as they expressed their gratitude to the fire lecturers for giving them the opportunity to apply the theory taught to them as they extinguished the fire from the LPG tank using the available first aid fire protection appliance. The main objective of the activity is to provide fire safety information and first aid training to the students which are deemed useful particularly on their chosen career as future educators. (BAR,PIA-5/Sorsogon/ BFP City)

The barangays that are now part of Camarines Norte are Kagtalaba, San Pedro, Plaridel, Cabuluan, Guital, Maulawin, Don Tomas, Patag Ilaya/Ibaba and Tabugon. In November 1989, the Supreme Court upheld the 1922 decision by the Chief of the Executive Bureau delineating and describing that said land area of approximately 8,762 hectares belong to Camarines Norte not to Quezon Province.
