MARSO: BUWAN NG PAG-IWAS SA SUNOG (Fire Prevention Month)

Ang buwan ng Marso ay kilala bilang Buwan ng Pag-iwas sa Sunog o ang Fire Prevention Month sa Pilipinas. Ito ay isang kaganapan na nagpapaalala sa mga mamamayan na bagaman ang sunog ay isa sa unang teknolohikal na natuklasan ng tao, ito naman ay madaming nang kinitil na buhay, sinirang mga ari-arian at winasak na pangarap.

Ang Bureau of Fire Protection (BFP) ay naghanda ng pambahay at pangsagip-buhay na tips para sa mga mamamayan. Ito ay ang mga sumusunod:

1. Mga Kandila at Lampara

·         Ilayo sa mga bata ang mga posporo at lighter.

·         Ang mga lampara at kandila ay kinakailagang malayo sa mga kurtina. Huwag ito sindihan malapit sa bintana, electric fan, o kung saan malapit ang mga bata at mga alagang hayop dahil  madali nila itong mabagsak o matumba. Patayin ang apoy o ningas bago matulog.

2. Vehicular fires

·         Iwasang manigarilyo o gumamit ng kahit na anong apoy habang nagpapa-gasolina ng sasakyan o habang iniinspeksyon ang tanke ng gasolina, radiator o ang baterya.

·         Magkabit ng portable fire extinguisher sa loob ng sasakyan

·         Madalas suriiin ang wiring insulation ng sasakyan upang maiwasan ang pagkakaroon ng short circuit.

3. Mga Sigarilyo at Posporo

·         Huwag mag-iwan ng may sinding sigarilyo sapagkat ito ay maaring mahulog sa mga gamit na madaling umapoy.

·         Iwasang manigarilyo sa loob ng bahay lalo na sa may sofa o sa kama.

·         Siuraduhing may ashtray sa loob ng bahay.

·         Sundin ang "No Smoking" sign

·         Siguraduhing napitpit mabuti ang upos ng sigarilyo bago ito itapon.

4. Mga Kasangkapan at Kagamitang Elektrikal

·         Regular na suriin ang mga elektrikal na instilasyon at hayaang ayusin ng isang lisensyadong electrician ang mga sira at lumang kawad ng kuryente.

·         Huwag kargahan ng labis ang mga electrical circuits sa pamamagitan ng paglagay ng karagdagang ilaw at kasangkapan.

·         Ang mga sirang fuse ay hindi kinakailangang palitan o ihalili ang barya, kable o iba pang klase ng metal.

·         Siguraduhing nakahugot ang plug bago umalis ng bahay, ito din ay isang paraan upang makatipid sa bayad ng kuryente.

5. Kapag nasilaban ang damit

·         Huwag tumakbo. Ang apoy ay mas lalong lalaki dahil sa pagtakbo.

·         Dumapa sa sahig.

·         Magpaikot-ikot habang nakatakip ang mukha upang apulain ang apoy.

·         Ang apoy sa damit ng biktima ay maaring maapula sa pamamagitan ng paggamit ang telang gawa sa lana.

6. Iwasang magtago ng mga madaling lumiyab na materyales tulad ng gasolina, alkohol o pintura sa loob ng bahay.

7. Siguraduhing may pangunahing-lunas na madaling abutin at gamitin.

8. Maglagay ng kopya ng telephone number sa tabi ng telepono ng pinakamalapit na fire department.

9. Itapon ang mga bagay na madaling masunog tulad ng mga hindi na ginagamit na papel at madaling magliyab na materyales.

10. Kapag may sunog, manatiling kalmado at iwasang magitla, sa halip ay umaksyon at gumawa ng nararapat na kilos kapag may sunog.

SOME FIRE SAFETY TIPS WHICH COULD HELP PREVENT A FIRE IN YOUR HOME

·        Eliminate fire hazards through good housekeeping. Dispose waste papers, rubbish, and other flammable materials regularly.

·        Keep matches out of children’s reach.

·        Oil or gas lamps and candles should be placed away from curtains. Put out the flame before going to bed.

·        Do not keep flammable materials like gasoline, alcohol, and paint inside the house.

·        Regularly check your electrical installations, and have frayed wirings and electrical fixtures changed or repaired by a licensed electrician.

·        Do not overload electrical circuits by plugging additional lights and electrical appliances.

·        Blown fuses should not be replaced with wires or any metal.

·        Never leave a lit cigarette/cigar/pipe unattended-it may fall on flammable materials which could start a fire.

·        Always have a handy First-Aid Kit in the house.

GIZ, Sorsogon-LGU, and 2 other LGUs ink MOA for flood warning project

SORSOGON CITY, Feb 27 (PIA) – The Provincial Government of Sorsogon together with the Local Government Unit of Irosin and Juban and the Deutsche Gesellschaft Fur Internationale Zusammenarbeit (GIZ) or the German Agency for International Cooperation entered into a Memorandum of Agreement (MOA) on the Local Flood Early Warning System (LFEWS) Project for the Cadac-an River stretch from Irosin to Juban town.

Present during the MOA Signing held on February 28, 2013 at the Provincial Training Hall, Capitol Building in Sorsogon City were Mr. Olaf Neussner, Disaster Risk Management Sector Chief of GIZ; Governor Raul R. Lee; Juban Municipal Mayor Jimmy Fragata; and Irosin town Vice Mayor Medardo S. Futalan, Jr., who represented Mayor Eduardo Ong.

It was also witnessed by the representatives of government line agencies, the Department of Science and Technology (DOST), Philippine Atmospheric Geophysical Astronomical Services Administration (PAGASA), Philippine Volcanology and Seismology (PHIVOLCS), Philippine Information Agency (PIA) and some Sorsogon media.

According to Sorsogon Provincial Disaster Risk Reduction Management Office (SPDRRMO) Chief Raden Dimaano, the MOA seeks to empower local governments and communities in addressing flood disasters, enhancing their forecasting capacity and improving response capacity through early warning system.

Juban and Irosin towns topped the list of multiple hazard prone areas in Sorsogon with histories of flashflood and landslide episodes during intense rainfall. Aside from this, the two municipalities also experienced rigorous impact of Bulusan Volcano’s past activities such as lahar flows.

Mayor Fragata in his presentation said that 14 barangays with 18,990 populations along Cadacan River are affected by floods during tropical cyclones and heavy rainfall brought by Inter-Tropical Convergence Zone (ITCZ). Heavily damaged during floods is their agricultural sector which affects local food security. Irosin, meanwhile, has 16 barangays with more than 35,736 populations along Cadac-an River that are vulnerable to flooding.

Mayor Fragata is however optimistic that inspired by the success story of GIZ-LFWES in Leyte Province in 2008, the LFEWS that will be replicated in Juban will surely achieve an improved institutional performance of local governments and increasing public awareness in order to save lives and minimize damages to properties and injuries to people in times of devastating floods.

Mr. Neussner, meanwhile said the LFEWS recognizes that it is important to look at the whole watershed or river basin as a system to understand where all the water causing the flood comes from.

“It can reduce casualties and damages to moveable property substantially. Basically, LFEWS detects a flooding condition upstream and warns inhabitants downstream of the approaching flood,” he added.

Cadac-an River is the main river system that traverses the municipalities of Juban and Irosin. Cadac-an River is the biggest and longest river of the province and has four main tributaries and sixteen collateral feeders covering a length of 35 kilometers. This river originates from the slope of the Bulusan Volcano to the Maraot Banwa Mountain ranges and stretches to the valley floor of Irosin and Juban before it flows out to Sorsogon Bay.

Following the MOA signing was the media interaction. Ms. Gemma Ocon, Disaster Risk Management Senior Advisor of GIZ, solicited the help of the media in the communication advocacy component of the project.

In the afternoon, the GIZ representatives together with the members of the media present were toured by the Provincial Disaster Risk Reduction and Management Office (SPDRRMO) personnel headed by their chief Engr. Raden Dimaano together with Juban Municipal DRRMO Ms. Lispeth Nicolas in Brgy Gabao, Irosin and Brgy. Binanuahan in Juban showing both ends of the Cadac-an River and the devastations brought by the past typhoons and heavy flooding.

Governor Lee, meanwhile, stressed that it is imperative to strengthen the disaster preparedness and response efforts of all LGUs in the province. “Undeniably, there is a need to forge alliances with development partners like the GIZ to prevent untimely loss of life and further damage to properties,” the local chief executive also said.

The project is financially supported by the European Community under the Directorate General for Humanitarian Aid (ECHO) within the Disaster Preparedness Programme (DIPECHO) Action Plan 8, and the German Federal Ministry for Economic Development and Cooperation (BMZ).

PNP SorPPO joins PBN’s Fun Walk

SORSOGON CITY, March 4 –  PNP personnel from Sorsogon Police Provincial Office, SPPSC and Sorsogon CPS joined the Fun Walk dubbed as “Walk for Life, Walk for Love Year 2” spearheaded by the PBN Broadcasting Inc. and PBN Foundation Inc. thru its radio station DZMS A.M. on March 2, 2012 at  5:30 o’ clock in the morning.

The event aims to have an advocacy to support the attainment of an Honest, Orderly and Peaceful 2013 Local and National Elections (HOPE), Secured And Fair Election (SAFE) 2013 and for the rehabilitation efforts for the hapless victims of calamity in Mindanao.

The activity started with a Holy mass and the fun walk begins at Sorsogon Capitol Park and finished at Sorsogon City Hall Grounds.

It was participated in by Provincial and City government employees, national government agencies, academe, NGOs, members of the tri- media and the public.

PNP SorPPO joins the Red Cross Million Volunteer Run

SORSOGON CITY – PNP personnel from Sorsogon Police Provincial Office, Sorsogon Provincial Public Safety Company and Sorsogon City Police Station joined the Red Cross Million Volunteer Run organized and spearheaded by the Philippine Red Cross –Sorsogon Chapter on February 10, 2013 at 6:00 o’ clock in the morning.

The activity aims to awaken the spirit of volunteerism in every Filipino in the province of Sorsogon.

The event is a 5 Km fun run that started and finished at the Capitol Park, Sorsogon City. The event was also participated in by   government employees of Sorsogon, NGO’s, Academe and the public that ended at about 7:30 a.m of same date. (PInsp JBMoriones, CDO/PIA Sorsogon)
