P30-M pondo inilaan para sa mga benepisyaryo ng PaMaNa program

Lungsod ng Sorsogon, October 6 (PIA) – Isang Memorandum of Agreement sa pagitan ng Office of the Presidential Adviser for the Peace Process (OPAPP), Lokal na Pamahalaan ng Sorsogon at pitong mga bayan sa lalawigan na benepisyaryo ng mga programa at proyekto sa ilalim ng Payapa at Masaganang Pamayanan (PaMaNa) ang binuo upang matiyak na maipatutupad nang maayos ang programang magsusulong ng kapayapaan sa lalawigan.

Nagsanib pwersa din ang mga ahensya ng pamahalaan upang mabuo ang Sorsogon PaMaNa Convergence Unit (SPCU) ang gagawa ng mga inisyatibang pangkapayapaan sa lalawigan na tutulong sa mga komunidad na apektado ng karahasan upang patatagin ito.

Tatlumpong milyong piso sa kabuuan ang ibibigay sa Sorsogon sa pamamagitan ng mga ahensyang magpapatupad ng mga proyekto ng PaMaNa ngayong taon.

Kabilang sa mga bayang mabibiyayaan ng proyekto sa ilalim ng PaMaNa ay ang Casiguran, Irosin, Pto.Diaz, Magallanes, Juban, Barcelona at Gubat.

Ilan sa mga proyektong ipapatupad sa mga abyang ito ang farm to market road, eco-tourism center, pagpapasemento ng mga kalsada, pagsasaayos pa ng Marine Reserve Sanctuary at iba pa.

May iminungkahi ring proyektong pangkabuhayan para sa buong lalawigan na popodohan ng P3.7M upang maisulong ang turismo at ang paggawa ng bayong lalo na ng mga out-of-school youth at mga hikahos na sector ng Sorsogon.(PIA Sorsogon)









Pagkakaroon ng sea ambulance a mga kostales na lugar isinusulong

Lungsod ng Sorsogon, October 6 (PIA) – Isinusulong ngayon sa Sangguniang Panlalawigan ang pagkakaroon ng sea ambulance sa mga kostales na barangay sa lalawigan ng Sorsogon.

Ito ngayon ang pinagsisikapan ni Sangguniang Panlalawigan Board Member Benito Doma nang sa gayon umano ay magiging madali para sa mga residente sa mga lugar na ito na makaakses sa mga pangunahing serbisyo sakaling nahaharap sila sa mga kagipitan.

Ayon kay Doma, matagal na umanong nais ng lokal na pamahalaan ng Sorsogon sa ilalim ng pamumuno ni Governor Raul R. Lee na mabigyan ng pantay na oportunidad ang mga Sorsoganon partikular yaong mga nasa malalayo at kostal na lugar o mga nasa isla pagdating sa serbisyong pangkalusugan kung kaya’t malaki umanong kaginhawahan kung may mailalagay na sea ambulance dito.

Agad namang inayunan ng konseho ang mungkahi ni Doma kung kaya ipinarerepaso na ng Sangguniang Panlalawigan sa budget officer kung may pondong maaaring magamit para dito.(HBinaya/PIA Sorsogon)

Sorsogon Pamana Convergence Unit reviews framework draft policy , presents programs and projects for implementation

SORSOGON CITY, OCTOBER 5 (PIA)…  Aileen P. Jose, coordinator for Luzon of the Office of the Presidential Advisory for the Peace Process (OPAPP) in a meeting held here yesterday at the Sorsogon Provincial Management Office (SPMO) presented the Payapa at Masaganang  Pamayanan (PaMaNa) Sorsogon Convergence Unit  Framework  Draft Policy and presented the programs and projects under this program, an agenda for peace and development of the province, specifically for the members to review comment and finalize.

Former governor Sally Ante-Lee in the briefing, enjoined all the members of the regional technical working group composed of the identified member agencies together with its provincial counterpart to become a convergent group who will provide the essence and synergy for the implementation of the projects and programs converging their mandated functions.

National Economic Development Authority RO V representative Rosemarie O. Buan, presented the Regional Development Council (RDC) Resolution No. 26, S of 2011, drafted last August 26, 2011 at Legaspi City during the RDC meeting creating  a  Sorsogon  PaMaNa  Convergence Unit (SPCU) as the peace building initiative of the province , serve as development arm for conflict affected areas and to develop resilient communities.

According to Buan, the RDC sees the need for convergence interventions of the different agencies in environment, agriculture, agrarian reform, social welfare, peace and security agencies to effectively complement and harness services and funds in the implementation of the peace agenda of the government.
Through the resolution, OPAPP and the Provincial Government of Sorsogon have entered into a Memorandum of Agreement (MOA) together with the seven identified municipalities namely: Pto. Diaz, Gubat, Barcelona, Irosin, Juban, Magallanes and Casiguran ,recipients of the programs and projects under the PaMaNa to insure its effective implementation.

The SPCU according to Col. Felix Castro, Jr. of the 903rd Infantry Brigade of the Philippine Army will hopefully become a model for peace and development building strategy in conflict affected areas and ensure that programs and projects under the peace keeping efforts of government be properly implemented.

Under the draft policy of the SPCU, beneficiaries should be better served and assisted. Converging agencies identified under the program should complement, cooperate and facilitate for the easy implementation of the programs and projects with OPAPP to serve as the team leader.

A total of P30M will be released to the province through the different identified agencies implementing the program for the PaMaNa 2011 projects.

For  Casiguran , approved project under  PaMaNa is the improvement of the Farm to Market Road (FMR) in far flung barangays considered critical areas with 1,000 m concrete paving to cover the Bgys. Of Tiris, Bactolan, San Ramon and Burgos to be implemented by the Casiguran LGU. Department of Agriculture , Departement of Agrarian Reform(DAR) and the Department of Public Works and Highways in the amount of P3M.

For the local government of Irosin is the Establishment of Eco-tourism Center costing  P2M and the concreting of the Buenavista-San Isidro Batang Road in the amount of P2.5M to be implemented by Irosin LGU, Department of Tourism(DOT) and DPWH.

For Magallanes will be the Improvement of the Parola Beach, Improvement of Bucal-Bucalan Spring, improvement of Sta. Lourdes Grotto costing P5M to be implemented by the LGU of Magallanes, DOT and DPWH.

Juban will receive P4M for the Marine Reserve Sanctuary Development Project,(PhaseI) and the concrete paving of Brgy. Tublijon-Sipaya road.

Pto Diaz will receive P3M for the concreting of the 560M x4M FMR for Bry. Cogon to San Rafael to be implemented by DA, DPWH and the local government of Pto. Diaz.

For the LGU of Barcelona a P2.8M of the FMR  for Brgy. San Isidro will also be implemented through the DPWH, DA and Barcelona LGU.

The LGU of Gubat will also receive a P4M for the FMR, a tourism building to be implemented by the DOT,DPWH and the LGU of Gubat.

A proposed livelihood project for the whole province is still being considered in the amount of P3.7 to benefit the tourism development and Bayong making project specially for the out of school youth and identified  marginalized sectors in the province. (PIA-Sorsogon)

Kasanggayahan Festival 2011 opens with a big bang

 SORSOGON CITY, OCTOBER 4 (PIA)….. Senator Joseph Francis ”Chiz” G. Escudero, a Sorsogueno and pride of the province of Sorsogon , served as the keynote speaker during the grand opening of this year’s 117th Kasanggayahan Festival 2011 last October 1 , here at the newly renovated Balogo Sports Complex .

The event kicked off with the longest foot parade that started from 1:00PM and ended at almost 3:00PM participated in by almost all sectors of society in the province led by the public officials of the 15 local government of Sorsogon, government employees, the academe, the Philippine National Police, Armed Forces of the Philippines, business sector, students, bands, drum and lyre corpse of the different schools and invited guests.

Teeming with thousands of people who attended the grand opening at the complex, Senator Escudero lauded the Kasanggayahan Foundation Incorporated (KFI) through Msgr. Francisco P. Monje , its president for partnering with the private sector headed by Michael Sulit president of the Sorsoganon Kami Inc. for taking the initiative to volunteer in spearheading and taking the lead in this year’s celebration.

The Senator also congratulated Governor Raul R. Lee, all the local officials, the private sector , business establishments and all those who supported the event and specially those who were present in the occasion making the grand opening an event of solidarity, and an expression of the spirit of the Sorsoganons.
Escudero said that the Kasanggayahan Festival should be the moving spirit for every Sorsoganon to show one’s commitment in involving oneself contribute to the development of the province and should be celebrated through this festival.

He expressed that as a Sorsoganon, he takes pride in the unified participation shown by the constituents of the province and the leadership of the officials as manifested in this year’s festival.

Meanwhile Maria “Nini” O. Ravanilla, regional director, Department of Tourism, ROV in her message underscored the value of tourism. She said that the effort to make tourism as the most viable economic base for livelihood and development in the countryside is one of the banner thrusts of the PNoy administration .

“All assistance to improve tourism here in the province here is being provided from accessibility in form of roads. Bulusan concreting is in the amount of P90 M and P2M Ecotourism project for the development of the Buenavista Tourism Center in Irosin and the construction of a tourism building for Gubat,” Ravanilla said.
She profoundly stated the richness of the province in terms of destinations, attractions and the Kasanggayahan Festival as the cultural strategy to mainstream tourism as a way of life of the province engaging local communities and local officials to provide the support systems like roads, improved amenities and planned year round events that should be a come on for tourists.

Former governor Sally Ante-Lee, delivered a message for and in behalf of the governor extending appreciation to the whole constituency for the very active participation and support to this year’s festival.
She stressed the need for continued coordination and complementation of programs and projects so that the desire of the province to boost tourism and propel economic development be realized as the language and deeper meaning of Kasanggayahan.

The local version of the Pantomina, “Sinakiki” interpreted by the dancers of the local government of Gubat wowed the audience in their very lively performance and colorful costumes and festive participation.
Stalls of the LGUs and other participating business enterprises selling different produce and products were also inaugurated after the opening program.

A dinner was tendered to the visitors, local officials and other invited personalities before the evening show. The whole complex was for the first time in so many years a venue of the evening wait of people to watch the display of fireworks that was donated by the DOT RO V and was started at 8:00PM. Ordinansang nagbabawal sa pagsasakay ng mga bata sa motorsiklo isinusulong sa Sangguniang Panlalawigan

Lungsod ng Sorsogon, October 5 (PIA) – Isang ordinansang magbabawal sa pagsasakay ng mga bata sa single motorcycle vehicle ang isinusulong ngayon ni Sorsogon 2nd District Board Member Vladimir Ramon Frivaldo sa Sangguniang Panlalawigan.

Ayon kay Frivaldo isinusulong nya ang pagpasa ng ordinansang ito upang matiyak ang kaligtasan ng mga bata lalo na yaong pitong taong gulang pababa na kadalasang makikitang isinasakay sa mga motorsiklo.

Dagdag pa ni Frivaldo na hangad nitong maiiwas ang mga bata sa anumang aksidente at magiyahan din ang mga magulang nito na maintindihan ang kanilang responsibilidad sa kanilang mga anak.

Inisa-isa din ni Frivaldo ang mga kadahilanan sa pagsusulong niya ng nasabing ordinansa para sa mas malinaw at epektibong pagpapatupad sakaling maipasa na ito ng tuluyan.

Umaasa din ang opisyal na mabibigyan ito ng kaukulang atensyon ng Sangguniang Panlalawigan para na rin sa ikabubuti ng mga mamamayan ng lalawigan ng Sorsogon. (HBinaya/PIA Sorsogon)



Tamang pangangalaga sa kapaligiran at likas na yaman ng Sorsogon sentro ng usapin sa Sangguniang Panlalawigan

Lungsod ng Sorsogon, October 5 (PIA) – Dahilan sa mga naranasang epekto ng nagdaang mga kalamidad sa Sorsogon, naging laman ng mensahe ni Sangguniang Panlalawigan Board Member Renato Guban ang kanyang pagmamalasakit sa kapaligiran at adbokasiya sa mga likas na yaman.

Sa kanyang privilege speech, binigyang-diin ni Guban na ang kanyang karanasan sa Brgy. San Isidro, Bulan, Sorsogon ay isa sa mga konkretong indikasyon na kailangang magkaroon ng tamang pamamahala sa mga kabundukan at mantinihin ang pagkakaroon ng balanseng ecosystem.

Matatandaang sa tuwing nagkakaroon ng malalakas na mga pag-uulan, may bagyo man o wala, ay kapansin-pansin ang pagtaas ng tubig na ikinababahaladi lamang ng mga residente ng Brgy. San Isidro, Bulan, kundi maging ng mga kalapit na barangay na naaapektuhan din nito.

Sinabi rin ni Guban na hindi man sya geology expert, naniniwala siya na may nagaganap na pagkasira sa mga bundok, talampas, sapa at ilog hindi lamang sa bayan ng Bulan kundi maging sa iba pang mga lugar sa lalawigan.

Kaugnay nito, iminungkahi ni Guban sa mga kinauukulan sa lalawigan na bigyang-pansin ang mga nagaganap na exploitation at pagkakasira ng mga likas na yamang nagbibigay ng mga produktong agrikultural at pangisdaan dito sa Sorsogon at maging ang pagkakaroon ng komprehensibong kamalayan sa kasalukuyang mga kaganapan at kalagayan ng mga likas na yaman dito.

Nais din ni Guban na magsagawa ang Sangguniang Panlalawigan ng imbentaryo ng mga “flora” at “fauna” na tanging dito lamang sa Sorsogon matatagpuan.

Buo naman ang ipinakitang suporta ng konseho sa mungkahi ni Guban kung kaya’t balak nitong imbitahin ang mga eksperto ng University of the Philippines, Los Banos, Laguna upang siyang magsagawa ng nasabing imbentaryo. (HBinaya/PIA Sorsogon)
