Local DRRMCs on alert for “Oplan Kaluluwa” 2013

SORSOGON CITY, October 31, 2013 (PIA) – All concerned agencies have been alerted by Sorsogon Governor Raul R. Lee in view of the “Observance of All Saints and All Souls Day” on November 1 and 2.

In an unnumbered memorandum dated October 30, 2013, addressed to the provincial, city and municipal Disaster Risk Reduction Management Councils (DRRMCs), Gov. Lee directed all the council chairmen and members to implement the contingency plans and safety measures within their respective area of jurisdiction.

The directive is in order to pre-empt any public disturbance, chaos and incidents and maintain the solemnity and peaceful conduct of the celebration.

Since last week, additional force of the Philippine National Police (PNP) have already been deployed in different municipalities to augment the regular number of police due to barangay election and will continue until the observance of Nov. 1 and 2 activities is over. “

“Day after election, we already gave them their respective assignments in preparation for the traditional All Saints Day and All Souls Day. We also specifically deployed additional men in the three major ports of Sorsogon and in cemeteries located along the highway to maintain peace and order in the area,” said Sorsogon Police Provincial Office Public Information Officer PCInsp Nonito F. Marquez.

He added that there are also police assistance desks located in strategic areas most especially in Sorsogon City where big cemeteries are located to render assistance to the public.

Pursuant to Department Order No. 2012-01, the Coast Guard Station Sorsogon, meanwhile, will undertake proactive approach to ensure that sea travel during this period of time will be orderly, safe, convenient and secured.

Heightened alert status is observed and they have activated the Passenger Assistance Centers (PACs) in the ports of Matnog, Bulan and Pilar in anticipation of the heavy influx of passengers who will reunite with their families in commemorating the All Saints and All Souls Day and to pay homage to their departed loved ones.

The PAC is established as information, help, complaint and medical assistance help desks wherein the seafaring public could easily seek assistance on matters relative to sea travel. The PAC which is established since October 25 and will be demobilized on November 5, 2013 is strategically located in areas accessible to passengers.

“Coast Guard Station Sorsogon closely works with the local PNP, Armed Forces of the Philippines (AFP), Philippine Ports Authority (PPA) and shipping companies to emphasize integrated commitment to security and safety in water transport services and enforce safety standards and regulations such as inspection of baggage and implementation of security layer in ports and passenger terminals and at the same time ensure that there will be no overloading of passengers and cargoes,” said Station Commander Lieutenant Commander Philip Y. Soria

Sorsogon City Fire Marshal Senior Inspector Walter Badong Marcial said the Bureau of Fire Protection Sorsogon City will deploy three (3) fire trucks near the cemeteries of Bacon District and Sorsogon City on Nov. 1 and 2. “As part of our yearly activities, we deploy our fire trucks and personnel to render assistance in case the public needs our help”, SInsp Marcial said.

He also elaborated that considering the increasing number of people during this time, chances of any untoward incidents are foreseen. “In this time of year, it is anticipated that accidents are prone to happen in the cemetery as well as at home where some who cannot go to the cemetery prefer to light candles for their love ones, and so we once again remind the public to be more cautious and vigilant to avoid fire incidents and other related emergency cases due to negligence,” SInsp Marcial further said.

 Aside from deployment of fire truck, SInsp Marcial also ordered fireman visibility within the Sorsogon City cemeteries particularly at Sorsogon City Memorial Garden in Brgy. Bibincahan, Msgr. Barlin Street in Brgy. Sampaloc and at Bacon Catholic Cemetery in Bacon District.

“Along with this, BFP City personnel will also conduct information drive where leaflets with fire safety tips will be disseminated to the people in the area to prevent potential fire incidents to happen, thus, upholding fire safety among the public,” said SInsp Marcial.

He also added that one of the mandated functions of the BFP is to render immediate assistance to all persons who are in need of help in case of emergency. “Thus, the BFP persistently appeals for the cooperation of the public to ensure the safety of everyone,” he said.  (BARecebido, PIA-5/Sorsogon)

Sorsogon is Regional Nutrition Council's 2012 Best Performing Province


SORSOGON CITY, October 29 – The Province of Sorsogon was declared by the Regional Nutrition Committee (RNC) as “2012 BEST PERFORMING PROVINCE IN THE REGION” and received this recognition from the National Nutrition Committee Council at the 2013 Regional Nutrition Awarding Ceremony in Legaspi City.

Owing it to the kind of service and programs being provided for the Sorsoganons, for two consecutive years (2009 - 2010) the Province of Sorsogon, under the leadership and complete support of Honorable Governor Raul R. Lee, was adjudged as “Bicol Region’s Best Nutrition Implementer.”

Subsequently, during last year’s 3rd Salud Bicolnon Awards, Sorsogon was capped as “2011’s Top Ranking Province in the Bicol Region.”

Similarly at this year’s Regional Nutrition Awarding Ceremony, Barangays San Bernardo (Local Government Unit of Bulusan, Sorsogon) and Patag (Local Government Unit of Gubat) were given the honors as “2012 Top Performing Barangays in the Region” and LGUs Gubat and Casiguran, Sorsogon as two among the “Top 10 Municipalities With Low Prevalence of Malnutrition in 2012.”

Likewise, LGU Gubat for both “2012 Outstanding Municipality in the Province (2012 Green Banner Award)” and “2012 Outstanding Municipality in the Region (Regional Green Banner Award),” followed by LGU Bulusan (1st Runner-up).

Huwag natin kalimutan ang everyday problems ng mamamayan

Allan S. Cayetano (ASC): Well, napaka-importante na i-discuss at napaka-importante yung corruption issues lalo na yung pork barrel scam at Malampaya Scam. Lumabas lahat ng ito.

Pero habang lumalabas ang lahat ng issues, (naiiwan) yung pang-araw-araw na buhay ng ating kababayan at yung kakainin nila at pang matrikula . Halimbawa itong palengke, ang problema nila ay yung mga naglalakihang mall, so humihina ang kita nila.

So kailangang maipakita natin na inaasikaso natin ito at dapat ipakita natin na ang gobyerno ay pwede pa rin nilang pagkatiwalaan kahit maraming corruption issues.

Isa sa pinakamalaking mga issues na hinaharap ng ating mga kababayan ay yung “5-6” o kawalan ng kapital.

Kaya  ni-launch natin ito today,  malaki na rin ang halaga na ito sa atin. P250,000.

Pero malaking bagay kasi 20% ang interest ng 5-6 per month. Malaki ito para sa mga maliliit nating mga kababayan samantalang ang mga malalaking negosyo, napakababa ng mga interes sa mga bangko.

Isa itong paraan para ipakita natin sa mga kababayan natin na mamayan man, o kagawad, o senador ay natutugunan ang pangangailangan sa Presyo, Trabaho, Kita (PTK) o sa pang-araw-araw nilang pangangailangan.


Pagtulong possible pa rin kahit walang pork

ASC: Yes. None of these came from the pork barrel. This is not from the government.

Ang gusto nating patunayan na kahit walang pork barrel, kung may tiwala ang tao, may mga proyektong magagawa ang mga pulitiko.

We don't need discretionary funds or pork barrel for projects.

People will help kapag nakita nilang sincere o gumagana ang programa.

Si Ate Liway, natanggap nila ay 100,000 noon. Pinakita nila kaagad yung logbook nila para maipakita kung saan napupunta at tayo naman gusto nating mabuo ang tiwala ng donors.

ASC : That's one reason why I'm pushing for the donations through text.

Hinihiling ko na mag-meeting ang Globe, Smart, at Bangko Sentral para ang mga lugar na apektado ng kalamidad at direktang makatanggap ng tulong sa pamamgitan ng mga donasyon gamit ang text messaging.

Kung ito ay magwo-work, hindi lang ito gagana sa mga kalamidad kung hindi na rin sa iba pang proyekto tulad ng livelihood.

So imaginin mo, kung may kababayan tayong nanonood ngayon o abroad, pwede nang mag-donate.

Yung spirit ng bayanihan, nasa Pinoy 'yan. Pero kadalasan, ang donation ay napupunta sa bulsa ng pulitiko.

ASC: Unang una, ang focus ay yung hearing kay Napoles.

Ako ay 100% against na bigyan siya ng kahit anong immunity dahil wala na itong magiging silbi.

Unang una, kumpleto ang gobyerno ng ebidensya laban sa kanya. Pangalawa, it will send a wrong message para sa mga whistleblowers. Pangatlo, wala na tayong makukuhang bagong ebidensya sa kaniya na hindi pa natin nakukuha.

I still advice her to tell all. I still advice her para sa kanyang konsensya, para sa kanyang pamilya, para sa katahimikan ng kanyang puso't isipan, magsabi siya ng katotohanan.

Mga kaso dapat i-file na

ASC: Nakikita ko yung legal basis ng Justice (Secretary) sapagkat madalas nating sabihin sa gobyerno na aanhin pa ang damo kung patay na ang kabayo?

Pag hahabulin na ang pera, na-withdraw na sa bangko.

Pag hahabulin ang properties, naibenta na sa iba.

Kapag hahanapin na yung tao, nakatakas na.

So yung sinasabi niyang may threat sa national security dahil may kinalaman ito sa korapsyon, naiintindihan ko iyon.

Ang problema ay yung safeguards o guidelines na di popular at hindi pwedeng i-apply lang ito sa iba.

Kailangan ang batas ay laging applicable sa lahat. At hindi pa handa ang gobyerno na sabihing ang lahat ng may kaso sa graft ay dapat kanselahin ang passport.

So dapat pag-aralan ng kongreso kung paano habang pinag-aaralan pa lang ang kaso ay mapigilan nang umalis ng bansa.

Kung hindi, balewala rin. May mga batas nga tayong pinoprotektahan ang taong ma-harass pero yung may kaso, makakaalis kaagad.

Di ba yung mga Chief-of-Staff ng ibang senador, nakaalis na ng bansa.

Unawain natin na kailangan may proactive na paraan ang gobyerno.

So tanungin natin ang DOJ at ang DFA  sa legal basis ng kanilang balak gawin. ###

Cayetano files “e-Bayanihan” measure  for calamity victims


Senate Majority Leader Alan Peter S. Cayetano is asking two Senate panels to determine the viability of establishing a more permanent mechanism of enabling millions of Filipinos to send donations to calamity victims using the country’s text-messaging system.

Following up on his earlier proposal, Cayetano filed Resolution No. 319 which urges the Senate Committees on National Defense and Security and on Public Services to conduct such an inquiry, with the end view of institutionalizing a national donation transfer system for cellphone users.

“I believe that such a mechanism will allow every Filipino with a cellphone in hand to directly contribute and be a bayani  to those affected by disasters and calamities. Imagine how much we can raise for those who need help by simply sending a text message,” the Senate leader said.

“This new sense of empowerment will also stir up the bayanihan  spirit in all of us. I know most of us want to help. All we need is an easier way to do so.”

As most congressional inquiries are in aid of legislation, Cayetano said the Senate panels can also determine if legislation is needed to effect such a proposal.

“There is also a need to ensure that this system of making micro-donations continues to be convenient, reliable, and available at all times to all willing donors, whether based here or abroad, regardless of the size of operations and/or donations, without causing undue burden to the service providers,” he said in the resolution.

He recalled  that within a span of a month, three natural and man-made disasters have affected a significant number of Filipinos all over the country, citing the just-concluded Zamboanga City crisis, the destruction brought about by typhoon Santi and the recent earthquake that devastated Bohol and Cebu.

“We should enable those who offered prayers for the calamity victims to reinforce their compassion with action,” Cayetano expressed.

He also disclosed that he has already written to Commissioner Gamaliel Cordoba of the National Telecommunications Commission (NTC), urging the official to jumpstart discussions with the Bangko Sentral and mobile service money providers on how a text-based donations system can be established as soon as possible.

“The NTC and the BSP as regulators of mobile money service providers are in the best position to ensure that the system of sending micro-donations via text messages is institutionalized and that the necessary framework, regulations and incentives to promote the use of mobile money for charitable purposes are put in place,” Cayetano explained.
  
“In a country where mobile phones outnumber the population, every texter is a potentialbayani. It would empower every Filipino whose heart goes out to the calamity victims to actually make a difference even with their P1,” the senator earlier said.

He said with 100 million text messages – a small portion of the SMS traffic sent out by Filipinos on a daily basis – some P100 million can be raised through a “text-to-donate” type of system.

Aside from the simple SMS-based system of donating, Cayetano said telcos Smart and Globe have Smart Money and G-Cash, respectively, to facilitate fund transfers easily from one subscriber to another, thereby making donations easier and faster. ###

NPAs Sows election violence in Masbate

CASTILLA, SORSOGON – An election officer, a civilian and two policemen were wounded when the vehicle they were riding at was ambushed by an undetermined number of armed men believed to be members of the New People’s Army (NPA) while traversing along the national road at Palanas, Masbate at 11:18 in the morning, Oct. 27, 2013.

Based on initial reports, Mrs Merlinda F. Alvarez, the Municipal Election Officer of Palanas, Masbate together with a group of policemen from Palanas Municipal Police Station (MPS) led by Police Senior Inspector (PSI) Baltazar L. Valenzuela, were on their way back to Palanas MPS on board a mobile car from Barangay Parina of same municipality where they conducted election related duties when they were ambushed.

 The wounded policemen who sustained gunshot wounds in the upper right butt and left side of the stomach respectively were identified as PO1 Benito Lim Bailon and PO1 Wilbert D Pultino. Meanwhile, the civilian who was hit at his lower leg was identified as a certain Mr Joey Villareal.

Colonel Samuel Felipe, Commander of the Philippine Army Task Force Rodeo based in Milagros , Masbate strongly denounced the election related  violent incident  (ERVI) perpetrated by the communist terrorists (CT’s). “This violent incident is a clear manifestation of the CT’s blatant disrespect to a legal government process- the election. The CNN through their armed component, the NPA is desperate to sow fear at terror through violent activities during the Barangay elections in order to ensure that their fielded candidates will win”, Colonel Felipe said.

The Task Force “RODEO” Commander further stated that the Armed Forces of the Philippines (AFP) in partnership with the Philippine National Police (PNP) will do everything in their capacity, as deputized by the COMELEC to ensure the secured and peaceful conduct of Barangay elections tomorrow. Secretary Delos Reyes visits Sorsogon

SORSOGON CITY - DAR Sorsogon got a surprise visit from Secretary Virgilio R. Delos Reyes on a very busy Wednesday October 9, 2013.

Upon arrival, he proceeded to Agrarian Reform Beneficiaries’ Organizations (ARBOs), particularly to CABAMUCO (Capuy - Basud Multipurpose Cooperative) in Capuy, Sorsogon City. He was accompanied by Felix E. Fruto, OIC PARPO II; Lucia S. Vitug, OIC PARPO I / CARPO PBDD; and Ignacio Salandanan, ARPT. The farmers are drying palay when he got there. They show him their warehouse where he had a short but fruitful meeting with the CABAMUCO’s Officers. Particularly, he asked them how their production is and what support services they still need. According to the CABAMUCO members, the Secretary through the DAR will give them a project, they were asked to choose between thresher and tractor. But the BOD of CABAMUCO is suggesting the 2 kilometer Farm-to-Market-Road. On the other hand, the Secretary told them that whatever project they may be finalized, the ARBO has still equity to be shouldered.

“It’s better to see your actual situation than rely on papers. That’s why I’m here,” said Sec. Delos Reyes.

Afterwards, he proceeded to Sorsogon Coco Coir Producers Cooperative (formerly Sandigan ng mga Magsasaka)  in Bolos, Irosin, Sorsogon. The members are also busy doing their business. Some groups of women are doing the coco twine. According to them, each one receives Php75.00 for 30 pieces of 15-meter coco twine per day which is quite good than stay in the neighborhood idly. Somehow they can use this money for their school-children’s daily stipend. There are also 2 pairs of couple who weave the coco twine into geonet. Each pair is paid Php600.00 for 2 pieces of 50-meter geonet they made per day. Another member operates the machine to produce geotextile doormat while the rest do other jobs to run the production. All their produce are bought to them by DPWH to be use in their projects particularly in soil-erosion control. 

The Secretary was glad to see that DAR’s support services program is truly served to the farmers. DAR has already provided Fiber Dryer to this ARBO for their geotextiles processing which DAR Secretary wanted to see. Like what he did to CABAMUCO, he also talked to SCCPC’s officers to know how DAR can help them more. He had promised to them to provide three (3) more equipments: Decorticating machine, Baling machine, and Electrical Transformer because he saw that this ARBO deserve such support.

Before leaving the province, he meets the employees of DARPO Sorsogon and made some exchange of ideas with them. [AJ/PIA-5, Sorsogon]

-   Must complete at least one term or three continuous active military service (for EP)

Ø  Officer Preparatory Course (OPC)
If you are already an Army 2nd Lieutenant in the Reserved Force, AFP on inactive status, six-month OPC prepares you for active duty in the AFP.
-  Filipino citizen
-  Baccalaureate degree holder
-  Commissioned 2LT in the reserve force
-  Must pass the PA Aptitude Test Battery with a score of 100 or higher
-  Not more than 31 years old on the date of Call to Active Duty (CAD)
-  Must complete at least one term/three years continuous active military service for (EP)
-  Single/never been married and has no legal obligation to support a child at the time of CAD
-  At least 5 feet for both male and female
-  Physically and mentally fit
-  No pending case in any court

Ø  Candidate Soldier Course (CSC)
A six-month course which prepares an individual to become a combatant and non-commissioned officer of the Army. Upon graduation, you will be enlisted as a Private in the Regular Force, AFP.
-  Filipino citizen
-  Preferably 72 units in college
-  High school graduate will be accepted provided he has a certificate from TESDA or with special skills needed by the Philippine Army
-  Must pass the PA Aptitude Test Battery with a score of 80 or higher
-  18-26 years old but not be 27 years old at the convening date
-  Single/never been married and has no legal obligation to support a child
-  At least 5 feet for both male and female
-  Physically and mentally fit
-  No pending case in any court of law
