ORDINANSANG MAGPAPATUPAD NG EFFECTIVE SOLID WASTE MANAGEMENT ISINUSULONG
SORSOGON PROVINCE (February 3) – Isa sa mga naging resulta ng isinagawang review ng Republic Act 9003 o mas kilala bilang Solid Waste Management Act of 2000 ay ang pagsusulong ng isang ordinansang magtitibay at magsasakatuparan ng mga mekanismong makatutulong upang epektibong maipatupad ang sistematiko at komprehensibong pamamahala ng mga itinatapong basura.
Kaugnay nito, pinag-aaralan ngayon ng Sangguniang Panlalawigan sa pangunguna ni Provincial Board Member Arze Glipo, chair Committee on Agriculture and Fisheries ang pagsusulong ng isang ordinansang magmamaximize sa land use plan ng mga pamahalaang bayan at pamahalaang lungsod dito sa lalawigan.
Tampok sa isinusulong na provincial ordinance ang inter-local government unit cooperation, clustering mechanism at gender equality kaugnay ng solid waste management.
Ayon kay Glipo, iminungkahi ng Provincial Government sa pamamagitan ng Provincial Solid Waste Management Board ang clustering o pagsasama-sama ng mga munisipyo upang makapagpatayo ng sanitary landfill, material recovery facility, alternative technologies at iba pang mga kaugnay na pasilidad upang makaya ng mga ito ang malaking halagang gugugulin sa pagpapatayo ng mga ito.
Ipinaliwanag ni Glipo na apat na cluster ang iminumungkahi alinsunod sa geographical location at magkakatulad na pangangailangan sa solid waste management.
Kabilang sa Cluster 1 ang mga bayan ng Bulan, Irosin, Matnog at Sta. Magdalena; sa Cluster 2 ay ang mga bayan ng Castilla, Donsol at Pilar; sa Cluster 3 naman ang Casiguran, Juban at Sorsogon City habang sa Cluster 4 naman nakabilang ang Barcelona, Bulusan, Gubat at Prieto Diaz.
Sinabi ni Glipo na maliban sa clustering ay isaalang-alang din ang pangangailangan at pananaw ng mga kababaihan sa usapin ng solid waste management lalo na’t lahat ng gawaing kaugnay ng pag-unlad ay may gender impact at mahalagang mabiyayaan dito ng pantay ang lalaki at babae.
"Kung kaya’t dapat lamang na maunawaan ng mga waste managers ang tinatawag na gender relation upang makapagdisenyo sila ng isang gender sensitive solid waste program sapagkat mas malaki ang tsansa nito pagdating sa sustainability," pahayag pa ng opisyal.
Dagdag pa niya na malaki din ang maiaambag ng hakbang na ito sa pagbibigay solusyon sa suliranin sa Climate Change kung kaya’t umaasa siyang buong-buong susuportahan ito ng mga kasamahan niya at maging ng publiko. (Bennie A> Recebido, PIA Sorsogon)

DALAWANG KAMPUS NG SORSOGON STATE COLLEGE TINAGURIANG PROV’L INSTITUTES FOR AGRI-FISHERIES
SORSOGON PROVINCE (February 1)– Konsiderado na ngayong Provincial Institutes for Agri-Fisheries ang dalawang kampus ng Sorsogon State College (SSC) dito sa lalawigan ng Sorsogon.
Ito ay matapos na bigyang akreditasyon ng Commission on Higher Education (CHED) ang SSC campus sa bayan ng Castilla at Magallanes ng provincial institute status bago magtapos ang tumalikod na taong 2009.
Ayon kay SSC President Antonio Fuentes sa pamamagitan ng Programs and Standards Office ng CHED, nagsagawa ito ng field evaluation and validation sa mga campus ng Castilla at Magallanes noong mga unang buwan ng 2009 alinsunod na rin sa mga mahahalagang probisyon sa ilalim ng Republic Act (RA) No. 7722, o mas kilala sa tawag na “Higher Education Act of 1994”.
Layunin nitong isulong at pataasin ang kalidad ng edukasyon ng mga paaralang pangkolehiyo na nagbibigay ng mga kursong may kaugnayan sa agrikultura at pangisdaan sa bansa tulad na nga nitong mga kampus ng Sorsogon State College sa Castilla at sa Magallanes.
Matapos itong ideklara bilang Provincial Institutes for Agri-Fisheries, ang Castilla at Magallanes campus ay kapwa nakatanggap ng grant na nagkakahalaga ng kalahating milyon na magmumula sa General Appropriations Act fund upang pondohan ang taunang priority projects nito.
Samantala, tatlong programa ng Castilla campus ang binigyan ng akreditasyon ng Accrediting Agency of Chartered Colleges and Universities of the Philippines (AACCUP).
Ang tatlong programa o kursong ito ay ang Bachelor in Agricultural Technology, Bachelor of Science in Agricultural Development, and Bachelor of Science in Veterinary Technology na nakakuha ng status na may bisa mula July 16, 2009 hanggang July 15, 2011 sa isinagawang preliminary survey ng AACCUP.
Una na rito ay binisita na ng AACCUP, early 2009 ang Castilla campus at dahilan sa impressive performance ng tatlong programang nabanggit ay nakuha nito ang nasabing akreditasyon.

SPPO’S PNCO CITED AS OUTSTANDING POLICEWOMAN OF THE PHILIPPINES
SORSOGON PROVINCE – One Police Non-Commissioned Officer (PNCO) of the Sorsogon Police Provincial Office (SPPO) made it to the 8th search of the Ten Outstanding Police Women of the Year (TOPWP) 2009.
Police Officer 3 Judith Daria – Olbes is the first lady law enforcer in this province that was feted with said award where she along with the other awardees received a TOPWP Kabalikat Awards trophy and cash prize from ZONTA Club of Makati Paseo de Roxas Foundation, a gift certificate from the Arms Corporation Philippines (ARMSCOR) and Outstanding Achievement Medal from the Philippine National Police (PNP).
PNP Provincial Director PSSupt. Heriberto Olitoquit said that among the hundreds of contenders from the Police Commissioned and Non – Commissioned Officers who submitted their papers, twenty-eight made it to the finals reducing it to the deserving ten outstanding police women of the country.
“Olbes indeed deserves this kind of high recognition considering her dedication and exemplary work significantly contributing to the cause of peace and order in the community of Sorsogon,” said Olitoquit.
It can be recalled that Olbes was part of the successful implementation of PNP programs that bridged the gap between the police and the community such as the Expanded Community Orienting Polishing System (ECOPS) which focused on the promotion of public’s health, “Kampo ng Bayan sa Lawasnon” that underscores sports development, as well as the maintenance of heightened security at the Sorsogon Baywalk.
Likewise, through the able assistance of then PNP Provincial Director PSSupt. Henry Rañola, Olbes initiated the “Malusog na Bata, Malusog na Bansa” program targeting children in the remote barangays to be their feeding program recepients, the “Konting Tulong ni Mama at Aleng Pulis” where they chipped-in certain amount from their own pocket and used this to realize the “Kaarawang Handog ni Mama at Aleng Pulis” and the distribution of slippers, food and school supplies to children.
Olbes who is currently the SPPO’s Family Juvenile and Gender and Development PNCO is an active officer of Sorsogon Women’s Network and Development (SWND) and Visayan Forum Foundation respectively working on women and children’s welfare.
In an interview, Olbes, though didn ‘t expect she can really make it to the top, extends her utmost gratitude to the past Provincial Directors of SPPO including PSSupt Joel Regondola, PSSupt Henry Rañola and to PSSupt Heriberto Olitoquit, the present PD. “I am also grateful to PSupt Edgardo Ardales, Deputy Prov’l Director PSupt Elmer Ferreras and to the Non-Uniformed Personnel as well as the Police Non-Commissioned and Commissioned officers of SPPO,” she added.

PNRC – SORSOGON CALLS FOR FUND DRIVE SUPPORT
SORSOGON PROVINCE– The Philippine National Red Cross (PNRC) Sorsogon Chapter calls on support from the public of their recent fund raising campaign through the display of PNRC emblem stickers with corresponding fix value/amount.
Conceptualized by Philippine Information Agency (PIA) Manager and PNRC – Sorsogon board member Irma Guhit, the P2-M fund drive will become a provincial fund campaign strategy and will be used to respond to the needs of those affected by natural disasters across the province.
“The fund drive which will run from January 2010 and in the next succeeding years, will showcase the PNRC emblem in all visible places within the province, including business/commercial establishments, public and private vehicles and buildings/offices, media outlets and other areas that will make the PNRC emblem a community landscape signage statement,” said Guhit.
Stickers will bear the “I am a regular PNRC member” or “This establishment is a PNRC supporter” statement. Members/supporters may choose from the three enrolment membership emblem worth P1,000.00 for gold, P500.00 for silver and P100.00 for regular sticker.
The PNRC Sorsogon Chapter launched this fund campaign strategy primarily to create heightened awareness on the significance of the organization as one of the proactive partners in the development as well as in institutionalizing and mainstreaming Disaster Risk Reduction.
PNRC – Sorsogon Chapter Manager Salvacion Abotanatin said that Sorsogon, is one of the highly vulnerable areas to natural calamities, thus, PNRC Sorsogon has to become relentless on its quest to fulfill its mandate to serve the most vulnerable through its provision of life-changing services, and its efforts to alleviate human suffering in times of catastrophes and disasters.
“However, it has also to create measures that would heighten community awareness on the significance of the organization as a sustainable partner for development and a responsive entity during disasters and natural calamities, hence, the organization’s board of directors turn up on a consensus launching another fund campaign strategy,” said Abotanatin.
“With our intense desire to serve the community better, we hope that the public would be one with us by supporting us in this endeavor,” she added.
