Pagdiriwang ng Buwan ng mga Kababihan opisyal na magsisimula ngayon; PGADC pangungunahan ang mga aktibidad

LUNGSOD NG SORSOGON, Marso 1 (PIA) – Muling pangungunahan ng Provincial Gender Advocacy and Development Council (PGADC) ang mga aktibidad na gagawin ngayong Marso kaugnay ng pagdiriwang ng Buwan ng mga Kababaihan sa ilalim ng temang “Women Weathering Climate Change, Governance and Accountability: Everyone’s Responsibility.”

            

Ayon kay Sangguniang Panlalawigan Board Member at Committee on Women and Children Welfare Chair Rebecca DL Aquino, itatampok sa pagdiriwang ang buhay, pagkatao at kasaysayan ng mga kababaihang magbibigay ng inspirasyon sa makabagong panahon at kung papaanong nakapagbigay-ambag ito sa pag-unlad ng kanilang komunidad. Isasagawa din ang mga aktibidad na tutuon sa pagpapatupad ng mga hakbang upang mabawasan ang epektong dala ng pagbabago ng panahon.

Sa pagbubukas ng selebrasyon ngayong araw, isang misa at simpleng programa ang ginanap kaninang umaga sa Provincial Gymnasium.

Ipinakita din sa publiko ang isang video documentary presentation ng simple at mahirap na buhay ng mga kababaihan sa kanayunan subalit nakapagbigay ng malaking inspirasyon sa mga pamilya at komunidad, at kung paano silang nagsikap na mabigyang dignidad ang iba’t-ibang mukha ng mga kababaihan.

Dagdag pa ni Aquino na nakatakda rin silang magsagawa ng pagbisita sa mga istasyon ng lokal na telebisyon at radyo upang talakayin ang mga paksa ukol sa climate change, responsible parenthood at mga isyung pangkababaihan at pangkabataan. Bibisitahin din nila ang Home for the Boys kung saan naroroon ang ilang mga kabataang biktima ng mga pang-aabuso upang magsagawa ng pakikipagdayalogo at counseling sa mga ito.

May kanya-kanya din umanong mga aktibidad na gagawin tuwing Martes at Huwebes ang mga Municipal Gender Advocacy and Development Council sa mga munisipyo dito alinsunod sa napagkasunduan nilang mga plano.

Sa Marso 16, malawakang tree planting activity ang gagawin ng mga kababaihan sa bayan ng Casiguran habang nakatakda namang magsagawa ng Fun Day na tatawaging “Women Pampering Day” sa Marso 12 kung saan sa tulong ng  Technical Educational Skills and Development Authority (TESDA) ay sasanayin ang mga kababaihan at bibigyan din ito ng libreng manicure, pedicure, spa, at body massage. Isasailalim din ang mga ito sa lecture na may kaugnayan sa kalusugan, mga beauty tips at paksang may kaugnayan sa pagpapaunlad pa ng kanilang personalidad.

Pagsasanay naman na magbibigay sa mga kababaihan ng oportunidad pangkabuhayan ang ibabahagi ng Department of Trade and Industry (DTI).

Sinabi pa ni Aquino na bahagi din ng pagsusulong niya sa kapakanan ng mga kababaihan ay ang paghahain niya ng isang resolusyon sa Sangguniang Panlalawigan na magdedeklara sa ika-8 ng Marso bilang special non-working day para sa mga kababaihan sa Sorsogon.

Samantala, matatandaang naging basehang legal ng pagdiriwang ng National Women’s Day at National Women’s Month ang pagkakapasa ng sumusunod na mga batas noong panahon ni Pangulong Corazon Aquino, ang kauna-unahang babaeng naging Pangulo ng Pilipinas:

Proclamation No. 224 na nagdedeklara ng unang linggo ng Marso ng bawat taon bilang Linggo ng mga Kababaihan at ang ika-8 ng Marso bawat taon bilang Araw ng Karapatan ng mga Kababaihan at Araw ng Pang-internasyunal na Kapayapaan na nilagdaan noong unang araw ng Marso taong 1988.

Proclamation No, 227 na nagbibigay pagkakataon upang alalahanin sa buwan ng Marso ang papel ng mga kababaihan sa kasaysayan na nilagdaan noong ika-17 ng Marso, 1988.

Republic Act 6949 na nagdedeklara sa ika-8 ng Marso bawat taon bilang working special holiday na tatawaging Pambansang Araw ng mga Kababaihan na nilagdaan noong ika-10 ng Abril, 1990. (BARecebido, PIA Sorsogon)

CBFM continues to benefit upland farmers

LEGAZPI CITY, FEBRUARY 29 – The Community-Based Forest Management (CBFM) program of the Department of Environment and Natural Resources (DENR) continues to bring benefits to upland farmers through the implementation of livelihood and agro-forestry projects in the Bicol Region.

In its 2011 report, the Forest Management Service (FMS) disclosed that thirty-three (33) CBFM projects had been implemented regionwide with seven already turned over to the Regional Office and the others are on its project phase. The CBFM project in the region covers a total of 1,849 hectares benefitting 1,884 upland farmers.

With poverty alleviation and hunger mitigation as its core objectives, the
CBFM, since 2007, has provided financial assistance from the Agrarian Reform Fund (ARF) under the Comprehensive Agrarian Reform Program (CARP) to support the upland development initiatives in Bicol. The projects under CBFM are carried out to: improve the productivity of upland communities by generating additional income; and to promote food security.

Among the project’s accomplishments are: establishment of agroforestry plantations -Agroforestry farm development is the planting of forest trees combined with agricultural crops; establishment of nursery, propagation and composting; and purchase and distribution of carabaos to members of organized groups.

“These multi-faceted goals and results espoused by the CBFM-CARP program have enticed more People’s Organizations (PO) to join the project and become forest stewards” DENR Bicol Regional Executive Director Joselin Marcus Fragada said.

Foresters involved in the CBFM-CARP program said that in 2012 they are expecting to add more projects as more POs have signified intent to enter into an agreement with the DENR.

The CBFM program was adopted in the Bicol Region in 1994 pursuant to Executive Order No. 263 adopting CBFM as a national strategy to ensure the sustainable development of the country’s forest resources. On October 10, 1996, DENR Administrative Order 96-29 was issued to implement the CBFM strategy.

The objective of CBFM is to empower and train people or communities to become effective partners of DENR in the sustainable management of forest resources. The DENR also seeks partnership with Local Government Units (LGUs), NGOs, and other groups in the implementation of CBFM program.

CBFM applies to all areas classified as forest lands, including allowable zones within protected areas not covered by prior vested rights.

Participants in the program are people actually residing within or adjacent to forest lands. They could actually be tilling portions of the area or traditionally using the forest resources for livelihood. The participants are organized into people’s organization which represents the interest of the members, protect and maintain forest land entrusted to their stewardship. The DENR and LGU identify CBFM areas, and organize and prepare CBFM communities.

In the Bicol region, there are now 117 Community-Based Forest Management Agreements (CBFMAs) covering 49,140.33 ha with 117 people’s organization, and benefiting  9,327  individual household members from the provinces of Albay, Camarines Norte, Camarines Sur, Catanduanes, Masbate, and Sorsogon. Sorsogon PGADC to celebrate women's month activities with significance and fun

SORSOGON CITY, Feb. 29 (PIA)..... "Women Weathering Climate Change, Governance and Accountability: Everyone's Responsibility", is this year's theme of the  Women's Month celebration here in the province of Sorsogon to be celebrated with significance and fun.

It will showcase activities that will promote the inspiring lives of women, their person, their significance and what they have contributed to the development of their basic communities.

the celebration will also include planned activities that they will focus particularly in the implementation of measures to adapt and mitigate effects of climate change.

This March 2012, a month-long celebration of the Women's Month will kick off with a symbolic activity on March 1 during the opening program starting with a Thanksgiving Mass.

It will be highlighted with a video documentary presentation of simple and marginalized women in the countryside, their inspiring lives in bringing up their family, contribution in their community and how they struggle and strive to put dignity into the human face of women empowerment.

A radio hopping /tv guesting will also be conducted with the support of the different radio stations and with topics that will deal on climate change, responsible parenthood, women issues and concerns on juvenile problems scheduled with assigned knowledgeable discussants.

In keeping with the celebration province wide , all Municipal Gender Advocacy and Development Councils will also have their opening activities in their own municipalities highlighting inter-municipality dialogues with the participation of other agencies presenting certain issues and concerns that will focus also on the given topics.

These planned activities will be conducted every Tuesday and Thursday within the month of March.

A massive tree planting will be conducted at the municipality of Casiguran enjoining women organizations here in the province on March 16 to signify the care for the environment and love for Mother Earth.

A fun day, dubbed "Women Pampering Day" where women will be treated to skills on spa, manicure, pedicure, body massage, lectures on health, beauty tips and personality development will be conducted on March 12 with the assistance of the Technical Educational Skills and Development Authority (TESDA) while training on livelihood opportunities will be shared by the Department of Trade and Industry tht will provide livelihood opportunities for women to become entreprenuers

A visit to the Home for Boys, a center for abused children will also form part of the activity to conduct dialogue and provide them the needed counseling.

Sangguniang Panlalawigan board member ,Rebecca DL Aquino, chair the Committee on Women and Children Welfare and the women's month celebration, have also proposed though an SP Resolution to declare March 8, Women's Day as a special non-working day for women here in the province.

She said that this day would mean some rest for them in the very tedious role that they do everyday and should be a fun day where they can relax and feel their significance as one individual who have much contributed to society.

The culminating activity will be dubbed a "Night for a Cause" where GAD implementers will be awarded plaques of appreciation for sustaining the GAD programs and attendees will be serenaded by the Himig Kapitolyo and a ballroom dancing will follow with more surprises.

Meanwhile with all the activities ready, BM Aquino expressed her appreciation to the focal persons of the PGADC and the members of the technical working team for coming up with activities that will highlight the value of women in society.(PIA-SORSOGON)

TOPCOP Refresher Seminar pinangunahan ng DOT R-5

Lungsod ng Sorsogon, Pebrero 29 (PIA) – Sa pangunguna ng Department of Tourism Regional Office 5 (DOT R-5), matagumpay na naisagawa ang isang refresher seminar para sa mga tauhan ng Tourist Oriented Police for Community Order and Protection (TOPCOP) sa pamumuno ni Officer-In-Charge Police Senior Inspector Diosdado O. Melitante na nakabase sa Brgy Dancalan, Donsol, Sorsogon.

Ayon kay Police Senior Inspector Romeo M. Gallinera, hepe ng Police Community Relations at Public Information Officer ng Sorsogon Police Provincial Office, kabilang sa mga lumahok sa isang araw na seminar ay ang mga tauhan ng Coast Guard at mga tauhan ng Donsol Municipal Police Station. Ginanap ito sa loob ng TOPCOP Tourist Assistance Center sa Brgy. Dancalan sa bayan ng Donsol noong ika-26 ng Pebrero 2012.

Naging bisita si Binibining Amelia Z. Detera mula sa tanggapan ng Supervising Tourism Operation ng Department of Tourism Regional Office 5 at naging panauhing tagapagsalita naman si Ginoong Danilo Intong, ang Tourism Consultant ng DOT, RO 5.

Tinalakay ni Intong ang industriya ng turismo sa rehiyon ng Bikol at ipinaliwanag din niya ang kahulugan ng turismo na aniya’y isang paglalakbay ng isang indibidwal o grupo ng mga indibidwal mula sa lugar na kanilang pinagmulan upang bisitahin ang iba pang lugar at makakuha ng panibagong karanasan o kaalaman na maaari niyang madala sa kanyang pagbabalik sa kanyang pinagmulan, sa halip na mahikayat na isangkot ang sarili sa negosyo o di kaya’y magtrabaho sa binisitang lugar.

Binigyang diin din niya ang kahalagahan ng pagtutulungan ng pamahalaan at pribadong sektor sa pag-asenso ng isang lugar o destinasyong panturismo at nagagalak umano ang Department of Tourism sa Donsol TOPCOP dahilan sa malaking ambag nito sa pagpapaangat ng imahe ng mga kapulisan partikular sa ipinapakita nilang magandang pamamaraan ng pakikitungo sa mga turistang bumibisita sa bayan ng Donsol na nais makakita at makisalamuha sa pamosong Butanding. Iba’t-ibang mga aktibidad tampok sa pagdiriwang ng Civil Registration Month

Lungsod ng Sorsogon, Pebrero 29 (PIA) – Matapos ang ginawang paglilibot sa mga paaralan ng mga tauhan ng National Statistics Office (NSO) Sorsogon upang magsagawa ng mga symposium at lecture-orientation, isang patimpalak sa paggawa ng poster ang naghudyat ng pagtatapos ng pagdiriwang ng Civil Registration Month dito. Ito ay upang maipaabot sa mga mag-aaral at mga guro ang kahalagahan sa pamahalaan ng pagpaparehistro ng kapanganakan, kasal at pagkamatay ng isang indibidwal.

Ayon kay NSO Sorsogon Provincial Statistic Officer Elvira Apongol inimbitahan nila ang mga mag-aaral sa pampubliko at pribadong paaralan sa lungsod at ilan pang mga paaralan sa iba pang munisipalidad ng Sorsogon kung saan tig-dadalawang mga mag-aaral ang lumahok bilang mga kinatawan ng kanilang paaralan.

Matatandaang sa bisa ng Presidential Proclamation Bilang 682 na nilagdaan ng noo’y Pangulong Corazon C. Aquino, idineklara ang Pebrero bawat taon bilang Civil Registration Month. Una nang sinimulan ang sistema ng pagpaparehistro sa bansa noong ika-27 ng Pebrero 1931 sa bisa ng Batas 3753 na nag-aatas sa patuloy at kumpulsaryong pagtatala ng mga kapanganakan, kasal, pagkamatay at iba pang mga pangyayaring may kaugnayan sa estadong sibil ng isang indibidwal.

Naging tema ng pagdiriwang ngayong taon ang “Ang Tamang Rehistro, Pananagutan ng Bawat Pilipino,” na nagsisilbing paalala sa lahat ng mga Pilipino na dapat na iparehistro ang kapanganakan, kasal at pagkamatay ng isang indibidwal at ang kahalagahan ng pagbibigay ng tamang datos sa kanilang rehistro upang naiiwasan ang anumang mga pagkakamaling maaring makasagabal sa personal na pag-unlad at sa mga benepisyong maaaring makuha ng mga ito sa hinaharap.

Maliban sa paglilibot sa mga paaralan at pagsagawa ng patimpalak, nagkaroon din ng kasalang-bayan sa Prieto Diaz, Magallanes at Bulan at pinangunahan din ng mga Municipal Statistics Office ang mobile registration sa kani-kanilang mga nasasakupang bayan.

Dagdag pa ni Apongol na may mga nakatakda rin silang aktibidad kaugnay ng pagdiriwang ng Buwan ng Kababaihan ngayong Marso 2012 at patuloy din nilang pinaiigting ang pakikipagtulungan sa iba pang mga ahensya ng pamahalaan at mga non-government organization upang maipatupad nila nang lubos ang mga programa ng National Statistics Office.
