Sorsogon City to implement synchronized barangay patrol system

SORSOGON CITY, January 5 (PIA) – Sorsogon City Police Chief PSupt Edgardo Ardales said that the city police is now on the process of synchronizing the barangay patrol system among barangay tanods and the Philippine National Police (PNP) force to ensure peace, order and security in all barangays here.

“The responsibility of ensuring peace and security in the barangay lies primarily on barangay officials and barangay police (tanod), and men of PNP is at all time available to render service to the general public according to their mandate and ensure that the whole community is secured and free from all forms of harm.

Ardales bared that among his plans and priorities for 2012 is to hold dialogue with all barangay officials across the city to discuss with them some crime mitigation efforts and forge partnership with them in order to make sure that the efforts as planned and implemented will not be put to waste.

“I am planning of entering into an agreement with barangay officials and tanods in terms of a systematic implementation of a patrol system where tanods and policemen assigned in the area will take turns ensuring that no areas will be left unattended to,” the official said.

He also specifically mentioned that electrification in dark areas and the visibility of barangay tanods through the assistance of PNP personnel in the area are a must in all barangays.

He likewise said he wanted to know the difficulties experienced by the barangay police in patrolling or conducting rounds especially that reports have reached his office that some barangays in the city do not really have existing barangay tanods.

Ardales said that majority of the eighty four (84) active policemen and twenty(20) rookies of their force are assigned in sub-station 1 and sub-station 2 at the heart of Sorsogon City, this is why he also appealed to business owners to hire security that would protect their respective establishments and not to fully give to the PNP personnel all the responsibility of safeguarding their lives and properties since that aside from peace and order situation, they also have other responsibilities to attend to and that he admitted they cannot also keep an eye on the residents here individually.

“However in December last year, just after I assumed into office, I have immediately issued directives to my men to ensure that peace and order situation will be sustained not only in times of celebration but also during ordinary days,” he said. (BRecebido/PIA Sorsogon)

SORECO II implements no power bill collector policy

SORSOGON CITY, JANUARY 4 (PIA)…. There will be no more SORECO II power bill collectors, the management of the Sorsogon Electric Cooperative  (SORECO) II here issued this policy starting this year, 2012 to consumers on the wake of streamlining its manpower and other  expenditures cost and to better its collection efficiency.

This new scheme was implemented by SORECO management in order to increase their collection efficiency especially this year since consumers will be the one to proceed to the SORECO II paying centers, pay their monthly electric bills and no request for extension will be made.

According to management which before, consumers would always or can request from their collectors to just return or beg off to pay that sometimes even two months electric bill consumption are provided an extension.

This time, it will be different since non -payment on said due date of monthly electric consumption as stipulated in their power bill for the month will mean automatic disconnection according to management.

It was also learned that with the implementation of this new scheme, the consumers have become more aware of their responsibility in settling their electric consumption and have personally go to the paying center for payment.

It was also noticed according to management that their collection efficiency had increased.

Member-owner consumers are now more aware in paying on time their electric bills as now observed even for the first few days only of this month

SORECO II believes that they are creating empowerment and savings as cost in the percentage payment that goes to the collectors will be saved and will also be definitely used for improving the services of the electric cooperative

.

Consumer’s monthly electric  payments due will  only be  given a 48 - hour - notice or a two day grace period to settle their account otherwise  implementation of automatic disconnection will be imposed. (PIA –SORSOGON)

Magkatuwang na pagpapatrulya ng pulis at tanod ipatutupad sa Sorsogon City

LUNGSOD NG SORSOGON, January 4 (PIA) – Inihayag ni Sorsogon City Police Chief PSupt Edgardo Ardales na inaayos na nila ngayon ang magkatuwang na pagpapatrulya ng mga barangay tanod at pulis upang matiyak ang seguridad at kapayapaan sa mga barangay sa buong lungsod ng Sorsogon.

Ayon kay Ardales, pangunahing nakaatang sa balikat ng mga opisyal at tanod sa barangay ang pagmantini sa seguridad at kaayusan ng kani-kanilang mga lugar at sa tuwina’y nakahanda ang hanay ng mga kapulisan na magbigay serbisyo at tiyaking ligtas ang buong komunidad laban sa mga masasamang elemento alinsunod na rin sa mandato nito.

Inihayag ni Ardales na kabilang sa kanyang mga plano at prayoridad ngayong 2012 ang pakikipagdayalogo sa mga opisyal ng barangay sa lungsod upang talakayin ang ilang mga hakbang upang maiwasan ang mga kriminalidad saan man sa lungsod.

Isa na umano dito ang pagpapailaw sa mga madidilim na lugar at pagtatalaga ng mga regular na magrorondang mga tanod katuwang ang mga kapulisan upang matiyak na mamamantini ang kaayusan ay kapayapaan sa mga barangay.

Nais din umano niyang malaman ang mga hirap ng tanod sa pagpapatrulya sa barangay lalo na’t napag-alaman din niya na may ilang mga barangay na wala talagang tumatayong mga barangay tanod.

Balak din niyang magkaroon ng kasunduan ang mga opisyal, tanod at pulis ukol sa sistema ng pagpapatrulya o pagroronda kung saan sa panahong nagpapatrulya ang mga pulis ay nagpapahinga naman ang mga tanod at sa panahon ng pagpapahinga ng mga itinalagang pulis sa barangay ay mayroon namang mga tanod na roronda kapalit nila.

Sinabi din ng opisyal na karamihan sa 84 na aktibong pulis at 20 rookie ng kanilang pwersa ay nakatalaga sa sub-station 1 at sub-station 2 sa kabisera ng lungsod kung kaya’t umapela din ito lalo sa mga business establishment na kumuha ng sarili nilang bantay sa kanilang mga establisimyento at huwag iasa nang lubusan sa mga pulis ang pagbabantay dahilan sa marami pa rin itong ibang mga obligasyong dapat gawin at talagang hindi makakayanang mabantayan nang isa-isa ang mga residente ng lungsod. One-stop shop sa pagkuha ng business permit at lisensya magtatagal hanggang sa Enero 22

LUNGSOD NG SORSOGON, January 4 (PIA) – Nagpapatuloy ang panawagan ng pamahalaang panlungsod sa mga Sorsoganon na nais kumuha o i-renew ang kanilang mga permit at lisensya sa negosyo na tangkilikin ang one-stop shop ng city government upang mapadali ang pagpoproseso nito.

Tinaguriang Business Operators Service System (BOSS), sinabi ni Sorsogon City Mayor Leovic R. Dioneda na taunan nilang binubuksan ito sa mga taga-lungsod upang gawing sistematiko ang pagpoproseso sa mga inaaplay na permit at lisensya ng mga negosyante nang sa gayon ay hindi na mahirapan ang mga ito sa pagpaparoo’t-parito mula sa isang tanggapan patungo sa isa pang tanggapan upang mapunan ang mga kinakailangan nilang rekisitos.

Ilan sa mga tanggapang nakatalaga sa one-stop shop ang Bureau of Internal Revenue, Department of Trade and Industry, Bureau of Fire Protection, City Permit and Licensing, City Treasure’s Office at iba pa.

May libre din umanong kape para sa mga kliyente at may mga palabas ding mapapanood ukol sa iba’t-ibang mga programang ipinatutupad ng city government na mapapanood partikular ang tungkol sa tamang pamamahala ng mga basura, climate change adaptation at tamang paghahanda sa mga sakuna at kalamidad.

Nilinaw din nito na matapos ang dalawampung araw na one-stop shop program na ito ay papatawan na ng 25% penalty ang mga negosyanteng mahuhuli sa pag-aplay ng kanilang mga business permit at lisensya.

Sorsogon City one-stop shop for business operators service system operationalised

SORSOGON CITY, JANUARY 4 (PIA).... Dubbed as "BOSS", Business Operators Service System has been made again operational by the Sorsogon City government this January  2012 to be opened for 20 days  to give way to a systematized procedure of renewing and applying for business permits and licenses..

According to Sorsogon City mayor Leovic R. Deoneda, this procedure has been implemented for several years now during his term as a mechanism to create facilitation in the renewal and new application of permits and licenses.

All departments in the city involved in the issuance of permits and licenses together with national agencies whose mandate is the same has been provided tables and personnel in the main hallway of the city hall so that people who are transacting business will be provided a fast, reliable  and accessible service.

The process on how they will go about in the system has been well disseminated to all business owners here in the city and orientation has also been provided to them especially with the different permits that has to be renewed or newly filed.

Personnel to attend to them were already posted in the different sections and the flow of transaction has been made operational so that access, facilitation and waiting time is made more easy.

Customers will also be treated to free coffee , some can read newspapers and others can watch television showing programs of the city government especially in the proper waste segregation management, manners on how to mitigate and adapt to climate change and better ways on how to gain resiliency in times of calamities.

The necessary needed papers in transacting the business has been made available to them already since last month so that when customers come they are already ready with what they need.

According to the city treasury office, there are different permits and licenses issued depending on their business and what agencies also provide certifications or needed documents so that no customer will be coming back and forth which is waste in time and resources.

Each permit is required to be accompanied with the new residence tax certificate of the owner and the proper assessment or value of the business together with their old permit and license, this is for those whose business were already established.

No permit or license can be issued to old business if the business owner of an establishment will not attach their previous permit and license together with their receipt of payment for the previous year.

The "BOSS will be opened 5 days a week and to include also two Saturdays starting last Monday, January 2 to end on the midnight of Jan. 22 .

The city government has also congratulated the first 5 business establishments  who were able to file last Monday as early as 8:00AM and who have been ready with all the required papers and have made their one time payment of dues.

A 25% interest will be charged to those who will be late in filing and paying their business license and according to the city treasury office, a one time paying regulation will be observed, that upon filing of permit and license, payment of required dues shall also be paid.

"Those who comply with the requirements is helping the city government better improve the services the local government as their taxes go to the national treasury some are retained here which also go to better the services we provide,"Dioneda explained.

"Our taxes will help also propel our economy and establish an improved service delivery of the national and local government,programs and projects ," he said. (PIA-SORSOGON)

Sorsogon Provincial Health Office provide free flu vaccine to indigent senior citizens

SORSOGON CITY, JANUARY 4 (PIA)….” Indigent senior citizens (SC) here in the province of Sorsogon are now provided free flu vaccines to address earlier most of the respiratory health problems brought about by old age. Indigent old people usually suffer respiratory diseases due to cold weather condition, poor living conditions and poor diet, “Dr. Liduvina D. Dorion informed the public in her regular radio program "Paalalang Pangkalusugan" yesterday.

Dorion informed all workers in the barangay health centers  here in the province to inform the local officials especially the barangay captains that free flu vaccine is available to the indigent senior citizens since according to the Department of Health (DOH) report, they are one of the most vulnerable age groups affected by influenza and pneumonia.

With the continuous rainy season and cold weather conditions now being felt here in the province, the provincial government and the DOH have joined forces and focused most of their health priorities to children and the old people who seem to have been most of the age groups confined in hospitals due to flu, fever and colds that if not properly treated or given early prevention like vaccination could lead to a more serious health problem.

Dorion said that those indigent SCs are most prone to this kind of sickness due also to low immune disease diffeciency as most are not well attended at homes and most also lack the proper nutrition and diet due to financial conditions.

She also explained that even some of these SCs still work, others are left to take care of some young family members left at home particularly if other members in the family are also at work.  

“Let us not forget that these SCs have their health rights to be attended to by their families and government as most of them also before have been part of the productive mainstream society, ”Dorion explained.

“Most have somehow have contributed also to their communities but because of financial constraints, mostly can not avail of the cost of medicines, particularly vaccines or are not given priority by some members of the household, she said.

“Today, the Code White program implementation of the DOH as a mitigating health strategy and as part of the disaster risk reduction management mechanism has seen to it that health is one of the priority concern provided early intervention so that mitigation for health concerns be addressed,” Dorion concluded.
