Pamahalaang Lalawigan ng Sorsogon pasado sa Gawad sa Mahusay na Pamamahala

LUNGSOD NG SORSOGON, Pebrero 2 (PIA) – Sa pagpasok ng taong 2012, sinalubong kaagad ng magandang balita ang pamahalaang lalawigan ng Sorsogon matapos na matanggap nito ang impormasyon mula sa Department of Interior and Local Government (DILG) na nagsasabing nakapasa ito sa Seal of Good Housekeeping o Gawad sa Mahusay na Pamamahala.

Sa liham na pirmado ni DILG Sorsogon Provincial Director Ruben Baldeo, ipinapaabot nito ang pagbati sa pamahalaang probinsyal ng Sorsogon sa pagkakapasa nito sa Seal of Good Housekeeping at sa pagiging kwalipikado nito bilang benepisyaryo ng P15 milyon mula sa Local Government Support Fund.

Ayon kay Baldeo, ang nasabing halaga ay gagamitin bilang kapital at pandagdag sa aprubadong 2012 Annual Investment Program (AIP) para sa pagpapatupad ng alinman o kumbinasyon ng alinman sa mga sumusunod na proyekto: pagpapailaw sa mga barangay, paggawa ng mga kalsadang kokonekta sa mga pambansang lansangan at mga pangunahing farm-to-market road at mga tulay, local economic enterprise, flood control at drainage, at upang suportahan ang mga prayoridad na programa ng pamahalaang nasyunal.

Kabilang sa mga prayoridad na programa na ito ay ang Millennium Development Goal (MDG) kung saan nakapaloob dito ang pagtatayo ng mga pre-school, kindergarten school o day care center, paggawa ng water supply at drainage system, pagbili ng mga kagamitang medikal, pagtatayo o pag-aayos ng mga rural health unit at birthing center.

Kasama din sa prayoridad na programa ang Philippine Disaster Risk Reduction and Management Act of 2010 na kinapapalooban naman ng rehabilitasyon at paggawang muli ng mga nasirang gusali ng paaralan, irrigation system, flood control, kalsada at mga tulay sa lugar na naapektuhan ng kalamidad, basic emergency response equipment at pagbibigay tulong sa mga nabiktima ng kalamidad.

Prayoridad na programa din ang Solid Waste Management Act of 2000 na kinapapalooban ng pagtatayo, rehabilitasyon at pagpapalawak pa ng Material Recovery Facility (MRF), subalit hindi kasama dito ang pagbili ng mga trak na ginagamit sa paghakot ng mga basura.

Ayon kay Sorsogon Provincial Management Office Executive Director Sally A. Lee, matapos nilang matanggap ang liham ay agad silang nagsumite ng iba pang mga dokumentong hiningi ng DILG upang tuluyan nang maibigay sa pamahalaang panlalawigan ang benepisyong nauukol dito kaugnay ng pagkakapasa nito sa Seal of Good Housekeeping.

Tiniyak din niyang higit pang paghuhusayan ng pamahalaang lalawigan ng Sorsogon ang maayos na pamamahala lalo na’t nakikita nila ang buong suporta ng iba’t-ibang mga departamento ng provincial government, mga ahensya ng pamahalaan dito, at maging ng mga non-government organization. The Philippine Information Agency (PIA) launches today the PIA new website and PIA Art Gallery as part of its 25th year anniversary. The activity was graced by no less than President Benigno S. Aquino III. PIA was created by virtue of Executive Order No. 100 which was signed by then President Corazon C. Aquino on the 24th day of December, 1986.

Sangguniang Panlalawigan buo ang suporta sa ginagawang barangay CBDRMT

Lungsod ng Sorsogon, Pebrero 1 (PIA) – Inihayag ni Sorsogon Vice Governor Antonio Escudero na buo ang suporta ng Sangguniang Panlalawigan (SP) sa mga isinasagawang Community Based Disaster Risk Management Training (CBDRMT) ng Sorsogon Provincial Management Office (SPMO) sa mga munisipyo at barangay sa buong lalawigan ng Sorsogon.

Sa isinagawang committee hearing ng Sangguniang Panlalawigan kamakailan, sinabi ni Escudero na ang naganap sa mga lalawigan ng Iligan at Cagayan de Oro ay maaaring maganap kahit saan sa bansa at nawa’y magsilbi umano itong hudyat para sa lalawigan ng Sorsogon na maihanda sa lahat ng pagkakataon ang mga rekurso, mga tao at istratehiya sa Disaster Risk Reduction and Management (DRRM) na siya ngayong pinagtutuunan ng pansin ng konseho ng SP.

Ayon sa bise gobernador, dapat lamang na magkaroon ng magandang relasyon sa pagitan ng mga sangkot na ahensya habang bumabangon mula sa mga epektong dala ng mga kalamidad at makita rin ang kapasidad sa pondo ng bawat Local Government Unit (LGU) kasama na rin ang pagsuri sa kalantaran ng mga komunidad sa panganib ng mga pagbaha tulad na lamang umano ng Our Lady’s Village sa Pangpang, Sorsogon City.

Sinabi pa ni Escudero na dapat na maisulong ang mga natatangi at magagandang nagawa ng mga lokal na pamahalaan sa Sorsogon. Dapat din umanong maging alerto at bukas ang LGU sa mga pumapasok na oportunidad mula sa iba’t-ibang mga funding agency at ang patuloy na pakikipagkawing sa mga organisasyon at paghanap ng pondo sa labas ng lalawigan ay malaking tulong din sa pagtugon sa kakulangan ng nakararaming LGU ng sapat na pondo.

Ayon naman kay Board Member Angel Escandor dapat na handa at nagagamit ang mga contingency plan at epektibong napapakinabangan ang Juban Synoptic (PAGASA) Weather Station.

Iminungkahi naman ni Board Member Neson Maraña na dapat na magkaroon ng hands-on sa mga rain gauges ang bawat LGU lalo na ngayong pabago-bago ang kondisyon ng pag-uulan at panahon.

Iminungkahi din ni Board Member Benito Doma ang pagtatayo ng isang “state-of-the art” multi-purpose evacuation center sa isang ligtas na lugar at pagkakaroon ng mobile water filter.

Samantala, inihayag naman ni SPDRMO Planning and Operations Division Officer Dante Bonos na handa na ang pinag-isang contingency plan na ginawa ng mga LGU matapos ang ginawang CBDRMT ng mga municipal at city action officer. Tiniyak din niyang ang lahat ng mga hakbang na ginagawa ngayon ng pamahalaang probinsyal ng Sorsogon ay naaayon sa mandato ng Republic Act 10121 na nakatuon sa kahandaan at pagbabawas ng epekto ng mga panganib na dala ng kalamidad. Mag-aaral, OSY, tsuper at mga manggagawa hinikayat na sumali sa Nationwide E-Trike Contest ng DoE

Lungsod ng Sorsogon, Pebrero 1 (PIA) – Hinikayat ni Philippine Information Agency (PIA) Sorsogon information Center Manager Irma Guhit ang mga Sorsoganon partikular yaong may mga talento at kakayahang makagawa ng 2D at 3D computer-aided drawing ng Philippine E-Trike (AutoCAD) na sumali sa Nationwide E-Trike Contest ng Department of Energy (DoE).

Sa ginawang paglilibot ng PIA Sorsogon sa mga radyo at paaralan, ipinaliwanag ni Guhit ang layunin ng patimpalak at benepisyo nito para sa bayan at kung papaanong magagamit ito sa pagsusulong ng “It’s more fun in the Philippines” promotion ng bansa.

Suporta umano ito sa programa at proyektong Bio-Energy ng pamahalaan sa ilalim ng administrasyong Aquino na naglalayong makatipid sa paggamit ng enerhiya at mapangalagaan ang berde at malinis na kapaligiran ng bansa.Tinalakay din ni Guhit ang mechanics ng nasabing patimpalak at iba pang mga mahahalagang rekisitos upang makasali sa e-trike contest.

Aniya, sakaling maipatupad ang paggamit ng tinatawag na energy efficient electric tricycles gamit ang bateryang lithium ion, higit na makakatipid sa paggamit ng petrolyo at mas lalaki pa ang kita ng mga tsuper ng e-trike sapagkat mas maraming pasahero ang maiaangkas nila sa isang pasada.

Inanyayahan din ang mga mag-aaral sa kolehiyo dito, mga manggagawa ng lokal na pamahalaan, tsuper at mga out-of-school youth na sumali at isulong ang electric tricycle at ang paggamit ng alternative fuel technology para sa mas environmental friendly public transport sa bansa.

Ang Nationwide E-trike Design Contest ay nagsimula na noong ika-19 ng Enero at matatapos sa ika-17 ng Pebrero, 2012 sa ilalim ng temang: “Bright Now! Do Right. Be Bright. Go E-trike!”

Maaaring maglog-on ang mga interesado sa website ng DoE na www.doe.gov.ph o sa website ng PIA na www.pia.gov.ph para sa mas detalyadong paraan ng patimpalak at upang makapag-download ng entry form.

Sorsogon gearing for economic high this 2012

SORSOGON CITY, Feb. 1 (PIA).....The new changes in infrastructure landscape of the province of Sorsogon has been observed by almost all of those who have resided here for quite a time.

Sorsogon province now have  well paved road components, new added basic tourism amenities, new buildings constructed and being constructed, additional banks situated in the city and in some municipalities and with the new terminal now on going construction, this shows that the province kicks up to high gear this 2012.

From the service provider of electricity, Sorsogon Electric Cooperative II (SORECO)   its new three-story building stands tall at Monreal St. with its very striking red and blue color now to open to serve its clientele this Feb. 1

On the other hand, the Sorsogon City Water District (SCWD) had also done its share of upgrading its facilities and equipments  with the Variable Frequency Drive (VFD) providing 24/7 water supply  and an add on gym of the  Gender and Development (GAD) Fitness Center  to provide opportunities for healthy life style to its employees.

Meanwhile, last year an additional one big supermarket opened up last December with two more big supermarkets on going construction and soon to open on the first semester of this year, here business opportunities are felt now in the province.

According to Leah Pagao, provincial director of the Department of Trade and Industry (DTI) Sorsogon has now become a trade center here in the region with people from down Masbate coming to the province via Bulan and Pilar ports to purchase goods in bulk and do trading.

Several eateries have also sprung up from small and medium carenderias, to fast food chains and restaurants catering to the big number of students here studying in the city and people doing business and other economic activities..

The one-stop shop of the city of Sorsogon has recorded a 17% mark up in tax collection compared to the previous year even if there was an increase in tax due to the imposition of the new city tax code according to retired General Ireneo Manaois, Sorsogon City administrator.

It has also been observed that the influx of tourists here in the province have increased due to tourism marketing strategies of the provincial and municipal tourism offices involving the participation of private partners who have build new hotels and add on bed and breakfast inns.

The road improvements made and the newly constructed roads leading Mt. Bulusan in the second district of the province have improved so much and have created a fast link to several tourism destinations here particularly to both land and island travelers as implemented by the Department of Public Works and Highways following the new standardized directive of the said agency.

Local government initiatives in terms of improving the services of the municipal and provincial employment offices have also made a significant mark in employment not only globally but also locally with the opening of the new eateries, supermarkets and banks as recorded by the provincial and municipal employment officers here.

According to Pagao, Sorsogon has gained impact on the global market not only because of its natural tourism destinations but also because of its local products like pili, abaca, karagumoy, moras now locally produced and assisted in terms of development  by the two representatives from the first and second districts through the small and medium enterprise development initiatives as reflected in their congressional fund allocations.

With the new thrust of the national government under President Benigno Simeon C. Aquino's administration implementation of the Philippine Development Plan, Sorsogon has now become according to most observers here a hub of economic opportunities, its location being the gateway to the south and to the north.( IAG/PIA-Sorsogon)

Guidelines

DESIGN CONTEST OBJECTIVES:

• Generate 2D and 3D computer-aided drawings of the best aesthetic and functional design for the future Philippine E-trike look (AutoCAD).

• Showcase modern tricycle innovation.

• Adopt the winning E-trike designs in the implementation of the E-Trike Project.

DESIGN CONTEST THEME:

Bright Now! Do Right. Be Bright. Go E-trike!

BASIC DESIGN PARAMETERS:

·         Maximum of six (6) passengers excluding the driver.

·         Must be a three (3)-wheeled electric vehicle. Examples of three-wheeled electric

Vehicles can be viewed at DOE website, www.doe.gov.ph. These three-wheeled electric

Vehicles are deployed in some LGUs and are shown to provide easy reference to the design contestants. However, please note that for the design contest, all designs to be submitted must be original, new and have not been used for commercial or demonstration purposes.

ELIGIBILITY:

• Open to all Filipino citizens of legal age (18 years old and above), whether individual or group residing in the Philippines.

MECHANICS:

1.   Eligible participant must:

a.    Fill-up completely the Official Registration Form. The form can be downloaded at DOE website www.doe.gov.ph or at PIA website www.pia.gov.ph

b.    Produce 2D and 3D CAD drawings of the E-trike design using AutoCAD software with corresponding design description.

c.    Submit entry in both CD and hardcopy (A3 size) and enclose in a sealed envelope.

d.   Personally submit or send by courier the design entry, accompanied by completely filled-up Official Registration Form and duly notarized Oath of Ownership of the submitted design, not later than 4 pm of February 17, 2012, to:

e.    Submit only one (1) entry.

2.   The design entry must be original and new and have not been used for commercial or demonstration purposes.

3.   The design entry must not have the name or logo or similar markings, of the participating individual, school or establishment.

4.   All entries submitted to and received by the DOE-Energy Utilization Management Bureau within the submission period are considered final.

5.   All submitted entries will be coded for anonymity and impartiality during the evaluation.

6.   All employees of the DOE, members of the selection and judging committees and their relatives up to the 2nd degree of consanguinity or affinity are disqualified from joining the contest.

7.   Final judging will be on February 24, 2012 at the DOE Head Office located at Energy Center, Merritt Road, Fort Bonifacio, Taguig City.

8.   Top 10 winners will be notified either through telephone, email or registered mail.

9.   The top 3 winning entries will automatically become the exclusive property of DOE and may be used, copied, reproduced and/or printed by DOE into any size or medium for exhibition, advertising, promotion or any other purpose.

10.    Winners are required to attend the awarding ceremony on a date and venue to be announced later.

11.    Winners must present the following documents to be able to claim their prize: any two valid original I.D. (birth certificate, passport, driver’s license or SSS/GSIS ID), and DOE notification letter. All prizes are non-transferable.

12.    All prizes not claimed after sixty (60) days from receipt of notification letter shall be forfeited.

SELECTION OF WINNERS:

• All design entries shall be screened and evaluated based on conformity with the Official Contest Rules.

• Top Ten entries shall be shortlisted for further evaluation by the Board of Judges.

• The decision of the Board of Judges is final and non-appealable.

CRITERIA FOR JUDGING:

50 % - Aesthetics/Creativity

20 % - Originality/Innovation

20% - Safety & Functionality (LTO to provide a simplified safety checklist)

10 % - Ergonomics (Ease of passenger entry- accessibility, space requirements, total passenger comfort)

PRIZES:

There will be ten (10) awardees to be chosen:

· Top three (3) winners will:

·         Receive P 200,000 each

·         Be acknowledged at the DOE official website www.doe.gov.ph

·         Have their designs for possible adoption in the E-Trike Project of the DOE.

· Seven (7) consolation prizes to receive P50,000 each
