Sorsogon Province, Municipalities of Juban and Irosin are beneficiaries of LFEWS

SORSOGON CITY, April 13 (PIA) – On February 8, 2013, Sorsogon Governor Raul Lee, Vice Mayor Medardo S. Futala, Jr. representing Mayor Eduardo Ong, Jr. of Irosin, Juban Mayor Jimmy Fragata, and Mr. Olaf Neussner, representing Dr. Walter Salzer, of the German Development Cooperation (GIZ), signed the Memorandum of Agreement on the establishment of Local Flood Early Warning Systems (LFEWS) at the Provincial Capitol.  The MOA signing was witnessed by line agencies, the Department of Science and Technology (DOST), Philippine Atmospheric Geophysical Astronomical Services Administration (PAGASA), Philippine Institute of Volcanology and Seismology (PHIVOLCS), Philippine Information Agency (PIA), and media practitioners based in Sorsogon.

Cadac-an River - Juban part

The Cadac-an River passing through Irosin and Juban are the sites where telemetered rain and river water pressure gauges, and data centers will be installed.  When there is extreme rainfall, the swelling of the river occurs.  This results to flooding in the low lying areas in the two municipalities, making the affected households evacuate their houses, and destroy their houses and mobile properties and damage their agricultural crops. 

Ms. Gemma O. Ocon, the Senior Advisor of GIZ, emphasized that one practical tool to monitor and predict flooding is the community-based LFEWS which will reduce the vulnerability of the communities affected by flooding in the Cadacan River. 

According to her, the LFEWS effectively contributes to disaster preparedness, response and early warning.  The transmission of data generated from the telemetered gauges is done through a radio frequency which is cost efficient and reliable. 

She explained that a Participatory Disaster Risk Assessment will be conducted for the beneficiary-communities to identify the hazards in their areas, the kind of disasters they experience, their present capacities, as well as their coping mechanisms during flooding.  Trainings on the security and maintenance of the LFEWS will be done, and the moment the LFEWS is established, dry run and drills will also be conducted. Communication protocols will also be agreed upon.

Sorsogon Province, Irosin and Juban and GIZ recognize the need for full cooperation to improve the capacities of the province and two LGUs in the establishment and maintenance of LFEWS. 

PAGASA is assisting in the conduct of hydrological survey of the Cadacan River to ensure the proper siting of the gauges.  The LFEWS also complements the efforts of PAGASA, World Food Programme, national line agencies and local government units in Sorsogon in reducing the damages brought about by flooding in the two municipalities.

The LFEWS is under the “Improvement of Disaster Risk Management Integration into Local Development Initiatives in the Philippines” Project.  It is funded by the Disaster Preparedness Program European Commission Humanitarian Aid (DIPECHO) and Germany’s Federal Ministry for Economic Cooperation and Development, and is being implemented by the GIZ through the Environment and Rural Development Program- Disaster Risk Management Sector. The Disaster Risk Management Sector is headed by Mr. Olaf Neussner. 

  

Cadac-an River is abundant of fish catch.

The project aims to assist provinces, cities, and municipalities in reducing their vulnerabilities to flooding. The assistance focuses on simple and inexpensive preparatory measures, being implemented sustainably by the communities, which are effective in saving lives and reducing damages to properties and livelihood. The assistance covers capacity-building, awareness-raising, early-warning systems, planning and forecasting measures. The pilot areas are selected on their potential to achieve concrete results and their ability to spread knowledge on disaster preparedness and generate learning.

The first LFEWS was put up by GIZ and its partner local government units in Leyte.  The first generation of LFEWS was done in the Binahaan Watershed in 2008.  At present, the LFEWS are being implemented in eight small watersheds in Region VIII. 

The Province of Sorsogon is one of the pilot sites in Luzon.  The other provinces are Albay, Oriental Mindoro and Isabela. (PIA Sorsogon)

During the typhoon Milenyo, the river permanently separated one sitio in Brgy. Binauahan, Juban, Sorsogon isolating at least 56 households from easy access to Juban proper.

Students, workers and the residents from the isolated households need a boat to transfer them to the other side and get access to Juban proper and other municipalities.

DSWD Municipal Convergence Caravan isasagawa sa bayan ng Pto. Diaz

LUNGSOD NG SORSOGON, April 11 (PIA) – Kasabay ng isasagawang panlalawigang paglulunsad ng kampanyang “Bawal ang Epal Dito” ng Department of Social Welfare and Development (DSWD) bukas sa lungsod ng Sorsogon, isang convergence caravan din ang gaganapin sa bayan ng Pto Diaz sa pangunguna naman ng Pantawid Pamilya Program (4Ps), Kapit-Bisig Laban sa Kahirapan – Comprehensive Integrated Delivery of Social Service (Kalahi-CIDDS) at Self-Employment Assistance – Kaunlaran (SEA-K) ng DSWD.

Ayon kay Janette Bellen, in-charge ng Kalahi-CIDDS program ng DSWD sa Pto. Diaz, tinaguriang “Pagkakapit-bisig ng ‘Tatsulo’ Laban sa Kahirapan” Convergence Caravan layunin nilang maipakilala ang programang “Tatsulo” ng DSWD o ang 4Ps, Kalahi-CIDDS at SEA-K ng Pto. Diaz.

Aniya, ang nasabing caravan ay isang paraan ng pagpapaintindi ng kanilang adbokasiya at Information, Education, and Communication (IEC) campaign na rin sa publiko.

Nais din nila umanong maipakita ang iba’t-ibang abilidad ng mga benepisyaryo ng tatsulo sa pamamagitan ng slogan at mga larawang gawa at kuha ng mga ito na ipaparada sa isang motorcade.

Ginawa din nila umanong patimpalak ito nang sa gayon ay mabigyan pa ng mas malaking inspirasyon ang mga benepisyaryo na lumahok.

Maliban sa gagawing banal na misa, motorcade at pambungad na programa, ilalahad din ang mga tampok na nagawa na ng programang “Tatsulo”.

Naglagay din ng mga munting kubol o booth ang 23 barangay ng Pto. Diaz upang ipakita ang kanilang mga aning produktong agrikultural.

PNP magsasagawa ng Security Sector and Civil Society Forum

LUNGSOD NG SORSOGON, Abril 10 (PIA) – Isang dayalogo sa pagitan ng Philippine National Police (PNP) at ng mga lider at kinatawan ng Civil Society Organization at non-partisan group ang nakatakdang pangunahan ng Sorsogon Police Provincial Office bukas, Abril 11, sa Villa Isabel, lungsod ng Sorsogon.

Sa ipinadalang impormasyon sa tanggapan ng PIA Sorsogon, layunin ng aktibidad na tinagurian nilang “Security Sector and Civil Society Forum” na mapaigting at masustinihan ang pagpapatupad ng mga batas pangseguridad at operasyong magsusulong ng kaligtasan ng publiko.

Sa pamamagitan din ng forum ay inaasahang higit pang mapapaigting ang relasyon at ugnayan sa pagitan ng mga nasa security sector, civil society group at ahensya ng pamahalaan nang sa gayon ay makamit ang mapayapa at patas na halalan o ang tinatawag na Secure And Fair Elections (SAFE) sa darating na ika-13 ng Mayo, 2013.

Matapos ang gagawing briefing presentation ay magkakaroon ng Open Forum upang mapag-usapan ang mga mahahalagang isyung may kaugnayan sa SAFE.

Mga political billboards ipinatatanggal ng DPWH

LUNGSOD NG SORSOGON, Abril 9 (PIA) – Mahigpit ang kautusang ipinalabas ni Department of Public Works and Highways (DPWH) Undersecretary Romeo S. Momo sa mga regional director ng DPWH ukol sa pagtanggal ng mga political billboard malapit sa mga proyekto ng DPWH.

Ayon kay DPWH Asst. Regional Director Engr. Jesus E. Salmo, napakarami nang mga reklamo ang natatanggap ng DPWH Central Office na nagkalat ang mga political billboard na inilalagay ng mga kandidato at suportador nito malapit sa mga proyektong ipinatutupad ng DPWH.

Kaugnay nito, nagpalabas din ng Memorandum Order No 4086 si Engr. Salmo sa lahat ng mga District Engineer sa buong rehiyon ng Bicol na tanggalin ang mga political billboard na inilagay 100 metro malapit sa mga proyekto ng DPWH at yaong mga nasa road right-of way.

Ang kautusan ay alinsunod din sa ipinalabas na Department Order ng DPWH Bilang 30 na may petsang Mayo 7, 2012.

Samantala, muli namang ipinaalala ni Sorsogon 1^st District Engineer Romeo Doloiras sa mga kinauukulan na alinsunod din sa nakasaad sa karagdagang panuntunan ng ipinalabas na Department Order ng DPWH ukol sa paghahanda at paglalagay ng mga project billboard na dapat na sumunod sa standard na sukat na 1200mm x 2400mm o di kaya’y 4ft x 8 ft.

Wala din umanong political billboard na papayagang mailagay malapit sa mga proyekto ng DPWH at sa mga itinalagang road right-of way, at walang sinumang kontraktor ang maaaring maglagay ng mga pangalan ng pulitiko o anumang political billboard sa mga kagamitang ginagamit sa pagpapa-trabaho.

Ayon pa kay Engr. Doloiras, maari din umanong maging mapanganib sa mga dumadaan at mga motorista hindi lamang ang mga political billboard kundi maging ang mga poster, tarpaulin at iba pang mga ilalagay na campaign material sa kalsada lalo pa’t may mga pagkakataong natatakpan din ang mga directional sign na inilagay  ng DPWH.

Hinikayat din niya ang publiko na magsumbong sa kanilang tanggapan sakaling may mga nakikita ang mga ito na paglabag sa mga itinatakdang tuntunin ng DPWH. (BARecebido, PIA Sorsogon)

LUNGSOD NG SORSOGON, Abril 9 (PIA) – Pangungunahan ng Philippine National Police (PNP) Sorsogon Police Provincial Office Police Community Relations bukas, Abril 9, ang isang simpleng aktibidad bilang paggunita sa Araw ng Kagitingan.

Alas otso sisimulan ang panalangin na susundan ng pag-awit ng Lupang Hinirang, ang Pambansang Awit ng Pilipinas.

Si Governor Raul R. Lee ang magbibigay ng welcome remarks habang naatasan namang magbigay ng closing remarks si Col. Joselito E. Kakilala, ang Brigade Commander ng 903^rd Philippine Army.

Nakatakdang magbigay ng mensahe si PNP Sorsogon Police OIC Provincial Director Ramon S. Ranara upang pukawin ang kamalayan ng publiko ukol sa ginawang kabayanihan ng mga magigiting na sundalo at sibilyang Pilipino sa Corrigedor, Bataan noong panahon ng Hapon na nakipaglaban at nag-alay ng kanilang sarili para sa kalayaan at demokrasya ng bansang Pilipinas.

Ang Araw ng Kagitingan na kilala din sa tawag na “Bataan Day” o “Bataan and Corrigedor Day” ay ginugunita taon-taon tuwing ika-9 ng Abril bilang pambansang aktibidad.

Taong 1961 nang ipasa ng Kongreso ang Republic Act 3022 na nagdedeklara ng ika-9 ng Abril taon-taon bilang Araw ng Bataan o “Bataan Day”. Subalit noong taong 1987, sa bisa ng Executive Order 203, narebisa ang lahat ng national holiday sa bansa at napalitan ang “Bataan Day” at naging “Araw ng Kagitingan”. (BARecebido, PIA Sorsogon)
