21 “Most Wanted Persons” arestado ng PNP Sorsogon

LUNGSOD NG SORSOGON, Agosto 29 (PIA) – Sa loob ng halos ay walong buwan ngayong taon, 21 “Most Wanted Persons” sa Sorsogon kasama na ang Most Wanted Persons sa lalawigan ng Cavite at Samar ang naaresto na ng mga awtoridad dito batay sa listahang ipinalabas ng Sorsogon Police Provincial Office – Provincial Investigation and Detective Management Bureau (SPPO-PIDMB).

Ayon kay PCI Alfredo Nierva, hepe ng SPPO-PIDMB, ito ay bunga ng pinaigting na manhunt operations ng PNP Sorsogon sa mga taong nakagawa ng kriminalidad at nananatiling hinahanap ng batas.

Aniya, ang mga naaresto mula Enero hanggang unang linggo ng Agosto ngayong taon ay may mga kasong mabibigat na naglagay sa kanila sa listahan ng “Top 20 Most Wanted Persons”.

Kabilang sa mga kasong ito ay ang murder, rape, frustrated murder, homicide, robbery, act of lasciviousness, paglabag sa RA 7610 at sa section 5 Article 2 ng RA 9165 at carnapping.

Ayon naman kay PNP Sorsogon Provincial Director John CA Jambora, patuloy ang ginagawa nilang paghahanap sa iba pang nagtatagong mga kriminal alinsunod na rin sa ika-anim sa 10-point action program ni PNP Chief Police Director General Nicanor A. Bartolome bilang hepe ng 140,000 na mga kapulisan sa bansa.

Malaking tulong din umano ang ipinatutupad ngayon na nationwide electronic network ng PNP kung saan naka-kawing sa national database ang mga taong wanted at arestadong kriminal sa lahat ng sulok ng bansa.

Inaasahan ding mas marami pang mga kriminal ang mailuluklok ng PNP sa dapat na kalagyan ng mga ito dahilan na rin sa magandang akses ng mga yunit ng PNP sa e-blotter, e-warrant at e-rouge database network. (BARecebido, PIA Sorsogon)

PNP positibong maitatanim ang target na 50,000 puno hanggang sa 2013

LUNGSOD NG SORSOGON, Agosto 29 (PIA) – Matapos ilunsad noong Pebrero ngayong taon ang proyektong “Pulis Makakalikasan: Sampung Milyong Puno, Pamana sa Kinabukasan” ng Philippine National Police (PNP) umabot na sa 19,470 mga pananim na puno ang naitanim na ng PNP Sorsogon hanggang nitong buwan ng Hunyo.

Sa ilalim ng programang ito ng PNP, dapat na magtanim ang bawat kasapi ng PNP ng anim na puno bawat buwan sa loob ng isang taon o kabuuang 72 puno bawat pulis sa loob ng isang taon bilang suporta sa National Greening Program (NGP) ng kasalukuyang administrasyon,

Ayon kay PO3 Ronnie V. Sanchez of Police Community Relations Office (PCRO), naging mas agresibo sa pagtatanim ng mga puno ang PNP sa pagdiriwang ng ika-17 taon ng Police Community Relations Month (PCR) ngayong taon.

Tiniyak din ng PNP Sorsogon sa atas ni Provincial Director PSSupt. John CA Jambora ang kaukulang koordinasyon ng tanggapan ng kanilang PCR sa Department of Environment and Natural Resources (DENR) at sa iba pang mga local government unit (LGU) sa pagtukoy ng mga lugar na dapat pagtamnan ng mga puno.

Target umano ng PNP Sorsogon na makapagtanim ng 50,832 mga puno ang 17 yunit o istasyon ng pulis sa buong lalawigan.

Positibo ang PNP Sorsogon na maaabot nila ang aabot pa sa animnapung porsyentong kakulangan sa naitanim nilang mga puno bago ang Pebrero 2013.

Ang PNP Sorsogon ay mayroong kabuuang bilang na 696 uniformed personnel at 10 non-uniformed personnel.

Matatandaang isang Memorandum of Agreement (MOA) ang pinirmahan sa pagitan ni PNP Director General Nicanor Bartolome at DENR Secretary Ramon Paje noong Enero ngayong taon. Sa ilalim ng MOA, kailangang maglagay din ng nursery ng mga puno sa loob ng kampo ang PNP kung saan ang DENR ang tutulong sa pagtukoy sa mga uri ng kahoy na maaring itanim base sa uri ng klima at lupa sa pagtatamnang lugar.

Ayon kay PNP Dir. Gen. Bartolome, ang “10 Million Trees for 7,000 Islands Project” ng PNP ay suporta din sa National Climate Change Action Plan of the Climate Change Commission.

Ayon naman sa DENR, target ng NGP na matamnang muli ng mga puno ang aabot sa 200,000 ektaryang lupain at makalikom ng aabot sa 114 milyong mga pananim ngayong taon. (BARecebido, PIA Sorsogon)

NGCP Statement on the Acquisition of Transmission Assets

QUEZON CITY – The National Grid Corporation of the Philippines (NGCP) has reiterated its position that acquiring assets that are performing transmission functions, but are currently under the control of other entities, will be beneficial to electric power consumers in the long run.

Some groups have opposed NGCP’s planned acquisition, saying that the purchase will be a violation of the Electric Power Industry Reform Act (EPIRA) or RA 9136.

On the contrary, NGCP said that it has the legal basis to acquire at fair market price the said assets. NGCP – the power transmission service provider and grid operator – made the clarification as it looks to acquire power facilities classified as transmission assets in a move to better manage and uphold the security and integrity of the nationwide power grid.

Among PEDC’s transmission assets are a switchyard, transformers, power circuit breakers, transmission line, SCADA and microwave system, and the lot where the switchyard is constructed.

“While Section 9 of the EPIRA allows a generator to own, operate and maintain a dedicated point-to-point limited transmission facility, this is only on the condition that said facility is solely used by the generator to connect to the grid and that it will not be used to connect other users. Distribution utilities and/or other generators and large customers are not allowed to connect to the facility,” said Atty. Cynthia P. Alabanza, NGCP Spokesperson and Adviser for External Affairs.

Section 21 of the EPIRA mandates that NGCP, as TransCo’s concessionaire, is the entity solely responsible for the improvement, expansion, operation, and/or maintenance of the nation’s transmission assets. It is the only entity which possesses the required technical expertise to maintain and operate the nationwide power grid. “No other entity is legally authorized to operate transmission assets, and NGCP is the only company technically competent to do so,” stressed Alabanza.

NGCP had earlier filed an application with the Energy Regulatory Commission (ERC) to seek approval of its capital expenditure for the acquisition of power facilities classified as transmission assets, including those under the control of Panay Energy Development Corporation’s (PEDC). PEDC, a generation company, is connected and currently supplying power to the grid through NGCP’s Sta. Barbara Substation. 

“In the case of the PEDC assets subject of NGCP’s application with the ERC, the assets are not only used to connect PEDC to the grid, but are also used to directly supply power distributor Panay Electric Company Inc. (PECO). The assets are also used by another generator Panay Power Corporation. Therefore, the facility is not a ‘dedicated point-to-point limited transmission facility’ and must be turned over to NGCP,” Alabanza said.

Acquisition by NGCP of the transmission assets currently under the control of other entities will revert the operation and maintenance of the same to NGCP, enabling it to better discharge its mandate under EPIRA and its franchise of managing and upholding the security and integrity of the nationwide power grid. 

Once NGCP has acquired the PEDC assets, NGCP will be able to connect these assets to the grid. “The most important consequence of NGCP’s acquisition of these transmission assets is that consumers of power distributor PECO will then have the option of sourcing electricity supply with lower generation charge from sources other than PEDC, including the wholesale electricity spot market (WESM),” Alabanza added.

PECO is the only distribution utility in Panay island that is not connected to the grid.

It should be noted that compared with other distribution utilities in Panay island, PECO consumers are paying the highest generation charge. Based on data provided by the distribution utilities themselves, PECO charged its residential customers a generation rate of Php8.2637/kWh for the month of May 2012. By comparison, ANTECO, which sources its supply from the WESM, billed a generation rate of Php5.8160/kWh to its residential customers for the same period.

For the other distribution utilities like ILECO I, GUIMELCO, AKELCO, ILECO II, ANTECO, and ILECO III, the combined generation and transmission charge per distribution utility is still lower compared to the generation charge alone of PECO.

“The application was filed with adherence to EPIRA in mind. NGCP will faithfully discharge its responsibility as mandated by the law. That responsibility entails making sure that all assets performing transmission functions are under its operational control and maintenance. Mahigit P2-M halaga ng mga piniratang CD, DVD at VCD nakumpiska

LUNGSOD NG SORSOGON, Agosto 23 (PIA) – Matapos ang isinagawang inspeksyon ng pinagsanib na pwersa ng Provincial Intelligence Section ng Sorsogon Police Provincial Office (SPPO), Sorsogon Provincial Public Safety Company at ng Matnog at Bulan Municipal Police Station sa pakikipagtulungan sa Optical Media Board noong Martes, Agosto 21, 2012, siyam na mga establisimyento at maliliit na tindahan sa bayan ng Bulan at Matnog ang nadakip na positibong nagbebenta ng mga piniratang CD, DVD at VCD.

Sa impormasyong ipinaabot sa PIA Sorsogon ni PCInsp Rosalito Gapan, Police Community Relations Public Information Officer ng SPPO, 5,455 na pirasong mga piniratang CD, DVD at VCD ang nakumpiska ng mga awtoridad na nagkakahalaga ng P2,727,500.

Pito sa mga establisimyento at maliiit na tindahang ito ay nakabase sa Bulan, Sorsogon habang dalawa naman sa bayan ng Matnog.

Ang mga may-ari ng tindahang ito ay sasampahan ng rekalamong paglabag sa Republic Act 9239 o mas kilala sa tawag na Optical Media Act of 2003.

Muli namang nakiusap ang mga awtoridad sa publiko na iwasan ang pagtangkilik sa mga piniratang produkto sapagkat malaki ang epektong dinadala nito sa ekonomiya ng bansa. DAR pinalawak pa ang pagpapaabot ng impormasyon sa ARBs

LUNGSOD NG SORSOGON, Agosto 23 (PIA) – Puspusan ang ginagawang information dissemination ng Department of Agrarian Reform upang maipaabot nito ang mga kaukulang impormasyon sa mga magsasaka partikular sa mga benepisyaryo ng Agrarian Reform at mga enrollees nito.

Sa pamamagitan ng Radyo Agraryo, isang programa sa radyo, naipaaabot ng DAR ang mga impormasyon, kaganapan at iba pang mga mahahalagang kaalamang dapat maintindihan ng publiko particular ng mga benepisyaryo ng Agrarian Reform.

Ayon kay Provincial Agrarian Reform Officer Roseller Olayres, ang “long-distance education” program na ito sa radyo ay naglalayon ding mabenipisyuhan ang kanilang mga Agrarian Reform Beneficiaries (ARBs) ng natatanging mga kaalamang magagamit nila sa hinaharap.

Maliban umano sa regular at napapanahong mga impormasyong pang-agraryo, nagbibigay din ito ng pagsusulit o quiz para sa mga tagapakinig na ARB-enrollees kung saan binibigyan ng insentibo mula sa DAR ang sinumang makakakuha ng perfect score.

Ang Radyo Agraryo ay maririnig sa buong lalawigan tuwing Linggo sa 102.3 DZGN-FM, alas-syete hanggang alas-otso ng gabi at tumatayong anchor dito si CARPO Lucy Vitug.

Sorsogon PPO salutes the late Cong. Salvador “Sonny” H. Escudero III

SORSOGON CITY, August 22 – Personnel of Sorsogon Police Provincial Office (SPPO) led by PSSUPT JOHN CA JAMBORA who was represented by the Deputy Provincial Director for Administration PSUPT ROBERT AA MORICO II, accompanied the remains of the late Hon. Salvador “Sonny” H. Escudero III, Congressman of the 1^st District of Sorsogon after a two-day funeral wake at his residence at Brgy Buhatan, Sorsogon City towards Legaspi City Airport, 4:00 A.M. of August 19, 2012, wherein regional staff officers of Police Regional Office 5 awaited to meet the late Congressman Salvador “Sonny” H. Escudero III. Prior to leaving the late Congressman’s residence in Buhatan, Sorsogon City, personnel of SPPO rendered appropriate burial honors’ befitting a legislative official. Kumpirmasyong patay na si Sec. Robredo ikinalungkot ng mga Sorsoganon

LUNGSOD NG SORSOGON, Agosto 22 (PIA) – Nakikidalamhati ang buong lalawigan ng Sorsogon sa sinapit at wala sa panahong pagpanaw ni Department of Interior and Local Government (DILG) Secretary Jesse Robredo.

Ang halos ay tatlong araw na aandap-andap na pag-asang buhay pa ang kalihim at ang dalawa pang kasamahan nito ay tuluyan nang natuldukan matapos na kumalat ang balita at kumpirmahin ni Department of Transportation and Communication (DoTC) Secretary Mar Roxas na natagpuan na ang bangkay ni Sec. Robredo alas-otso kinse ng umaga kahapon, may 800 metro ang layo mula sa baybayin ng Masbate.

Sa naging pahayag ni Sorsogon Governor Raul R. Lee, sinabi nitong nakikiisa ang pamahalaang lalawigan ng Sorsogon sampu ng mga Sorsoganon sa pagpapa-abot ng pakikidalamhati sa pamilyang naulila ng pinakamamahal at kapwa Uragon na si Sec. Jesse Manalastas Robredo.

Aniya, ipinakita ni Sec. Jesse sa lahat ang tunay na kahulugan ng serbisyo publiko sa kabila ng popularidad nito. Dagdag pa ng gobernador na malaking kawalan sa pamahalaan si Sec. Jesse na tumayong haligi ng Katapatan, Integridad at Dedikadong Serbisyo Publiko at Kababaang-loob.

Hiniling din nito na ipagdasal ang pamilya at ang kapayapaan ng kaluluwa ni Sec. Robredo.

Sa ipinadala namang mensahe sa text ni Provincial Prosecutor Regina Coeli Gabito, inihayag nito ang kanyang panalangin para sa mahal na anak ng Lungsod ng Naga at Camarines Sur. Ipinaabot din niya ang kanyang pakikidalamhati sa mga taong nagmamahal at nagbibigay ng mataas na respeto sa kalihim. Nakalulungkot umanong muli na namang nawalan ng totoong lingkod-bayan ang bansa. Subalit sinabi din nito na naniniwala siyang payapa na ang kalihim kasama ng Panginoon.

Ayon naman sa ilang mga residente, hindi man nila personal na kilala si Sec. Robredo, naging mabuting halimbawa ito para sa kanila base na rin sa naririnig nilang mga papuri mula sa iba’t-ibang mga sektor saan mang dako sa bansa, sa malinis na track record at sa magagandang nagawa nito lalo na sa paglaban sa korapsyon, sugal at droga at sa pagsunod sa matuwid na daan na siyang isinusulong ng kasalukuyang administrasyon.

Sinabi naman ni DILG Provincial Director Ruben Baldeo na nagkaroon sila ng pagpupulong kanina sa regional office 5 at inihayag niyang nakatakdang pumunta ng Naga City ang mga opisyal at ilang mga tauhan ng DILG Bicol upang magbigay ng huling pagpupugay sa yumaong kalihim at dumalo sa misa mamayang alas-singko ng hapon, at sa prayer vigil hanggang alas-kwatro ng umaga bukas. May mga kani-kaniya rin umanong plano ang tri-bureau ng DILG tulad ng Philippine National Police (PNP), Bureau of Jail Management and Penology (BJMP) at Bureau of Fire Protection (BFP) alinsunod na rin sa kautusan ng kani-kanilang mga regional director.

Samantala, matapos na ilagay sa half-mast ang bandila ng iba’t-ibang mga ahensya ng pamahalaan sa buong lalawigan dahilan sa pagpanaw ni 1^st District Congressman Salvador Escudero III, mananatili itong nasa half-mast bilang pagpupugay at pagkilala kay Kalihim Jesse Robredo.
