NON-COMMISIONED OFFICER NG SORSOGON POLICE PROVINCIAL OFFICE PINARANGALANG OUTSTANDING POLICEWOMAN OF THE YEAR
SORSOGON PROVINCE (January 21) – Isa na namang malaking karangalan sa mga kapulisan ng Sorsogon Police Provincial Command ang hatid ng pagkakahirang kay PO3 Judith Daria Olbes bilang isa sa Ten Outstanding Policewomen of the Philippines ng taong 2009.
Mismong si Pangulong Gloria Macapagal-Arroyo ang nagbigay ng parangal sa sampung nahirang na mga outstanding policewomen of the year noong nakaraang Miyerkules, ika-13 ng Enero sa Rizal Hall sa Malakanyang.
Si Olbes ang kauna-unahang babaeng pulis sa lalawigan ng Sorsogon na nakatanggap ng ganitong parangal kung saan lahat ng mga nahirang ay nakatanggap ng gift certificate mula sa Arms Corporation Philippines (ARMSCOR), Outstanding Achievement Medal mula sa Philippine National Police at Ten Outstanding Police Women of the Philippines Kabalikat trophy at iba pang insentibo mula naman sa ZONTA Club ng Makati Paseo de Roxas Foundation.
Ayon kay PNP Provincial Director PSSupt. Heriberto Olitoquit, sa daan-daang nagsumite ng kanilang mga dokumento sa buong bansa, dalawampu’t-walo lamang ang napili bilang mga finalists at mula dito ay pinili na ang top ten policewomen.
Sa rehiyon ng Bikol, dalawa ang mapalad na nahirang kung saan nakasama din si PO3 Lilybeth Pascual, ang Women and Children’s Police Desk Police Non-Commissioned Officer ng Camarines Sur Police Provincial Office.
Sinabi ni Olitoquit na karapat-dapat si Olbes na makatanggap ng ganitong mataas na pagkilala dahilan sa natatangi nitong dedikasyon at pagmamahal sa serbisyo.
Matatandaang bahagi si Olbes sa matagumpay na pagpapatupad ng mga programang nagpaigting sa relasyon ng mga kapulisan sa komunidad tulad ng Expanded Community Orienting Polishing System (ECOPS) kung saan tinutukan nito ang kalusugan ng komunidad, ang pagmamantini ng seguridad sa Sorsogon Baywalk at ang “Kampo ng Bayan sa Lawasnon” na tumutok naman sa isports.
Sa tulong naman ni dating PNP Provincial Director PSSupt. Henry Rañola, pinangunahan naman ni Olbes ang “Malusog na Bata, Malusog na Bansa” program kung saan naging target ng kanilang feeding program ang mga malalayong lugar sa lalawigan.
Pinangunahan din niya ang “Konting Tulong ni Mama at Aleng Pulis” kung saan mula sa pag-aambag-ambagan ng mga pulis mula sa kani-kanilang mga bulsa ay naisakatuparan ang “Kaarawang Handog ni Mama at Aleng Pulis” at ang pamamahagi nila ng mga tsinelas, pagkain at kagamitan sa mga mag-aaral.
Naging aktibong opisyal at kasapi din si Olbes ng Sorsogon Women’s Network and Development (SWND) at ng Visayan Forum Foundation na kapwa nakatuon sa kapakanan ng mga kababaihan at mga bata.
Si Olbes ang kasalukuyang Family Juvenile and Gender and Development Police Non-Commissioned Officer ng Sorsogon Police Provincial Office kung saan nagsilbi siyang magandang halimbawa ng pagiging isang lider at tagasunod.
Malaki naman ang naging pasasalamat niya sa mga naging provincial director ng SPPO tulad nina PSSupt Joel Regondola, PSSupt Henry Rañola at PSSupt Heriberto Olitoquit, pati na rin kay PSupt Edgardo Ardales, Deputy Prov’l Director PSupt Elmer Ferreras at sa mga kasamahan niyang Non-Uniformed Personnel at ang mga Police Non-Commissioned at Commissioned officers ng SPPO.
Ang Ten Outstanding Policewomen of the Philippines (TOPWP) 2009 Award ay nasa ikawalong taon na ng pagbibigay parangal sa mga babaeng pulis na nagbibigay ng mga natatanging kontribusyon sa pagkamit ng kaayusan at kapayapaan sa komunidad.

PGMA fetes ten outstanding policewomen
(Manila, January 13, 2010) – President Gloria Macapagal-Arroyo honored ten policewomen for their dedication and exemplary work in simple ceremonies at Malacañang, this morning.
The lady law enforcers make up this year’s Ten Outstanding Policewomen of the Philippines (TOPWP), chosen for the honor by the ZONTA Club of Makati Paseo de Roxas Foundation and the Philippine National Police.
Now on its eighth year, TOPWP was established to extend community recognition to policewomen who have contributed to the cause of peace and order.
This year’s awardees are:

EDC awarded patent for homegrown on-line steam purity monitoring system
The Bureau of Patents of the Intellectual Property Office has awarded a patent to geothermal leader Energy Development Corporation (EDC) for its on-line Steam Purity Monitoring system. The system, developed by EDC’s geoscientists and technical services engineers, and installed in all the company’s project sites since 1996, provides quick, reliable and continuous real time data of geothermal steam supplied during normal plant operations for immediate response to system upsets.
“We are proud of this very first patented invention of the company because it proves the world-class ingenuity and expertise of EDC in geothermal production. The on-line steam purity monitoring system is another EDC innovation that makes our operations more efficient, cost-effective and safe,” EDC President and COO Richard Tantoco said.
Before the technology was developed, EDC relied on the manual method involving a five-man shifting crew to conduct the sampling of steam condensate. The data would be available only after 24 hours. Since EDC implemented the on-line steam purity monitoring system, it has displaced between PhP31 million to PhP52 million in annual operating expenses and realized gross savings of up to PhP 314 million from Y1996 up to Y2005.
Tantoco added that EDC has pending patent applications for four other technologies it has developed through the years. “These are the results of our long-term commitment to make our operations truly world-class. We have been developing and applying practical technologies to improve resource management in our geothermal sites. Our experience in managing five geothermal project sites for the past 34 years has enabled us to study various situations and problems related to resource management and invent technologies to address them. This is an achievement that fortifies EDC’s leadership and expertise in the geothermal industry.”
EDC owns and operates geothermal steamfields in Leyte, Negros Oriental, Negros Occidental, Sorsogon and North Cotabato with a combined capacity of 1,199 MW, as well as the 701.5-MW Unified Leyte, 192.5-MW Palinpinon, 106-MW Mindanao and 49-MW Northern Negros geothermal power plants.
