Kaso ng Meningococcemia naitala sa Sorsogon City

LUNGSOD NG SORSOGON, Agosto 22 (PIA) – Nakabantay at mahigpit na nakasubaybay ang mga awtoridad sa kalusugan sa Sorsogon matapos na makapagtala ng kaso ng meningococcemia sa lungsod ng Sorsogon kahapon.

Kinilala ang biktima na si Nenita Latosa Delfina, 53 taong gulang, may-asawa at residente ng Sitio Baribag, Brgy. Bibincahan, Sorsogon City.

Ayon sa ina ng biktima, nagkaroon ng rashes at mataas na lagnat ang kanyang anak kung kaya’t isinugod nila ito sa isang pribadong ospital sa lungsod at doon na ito binawian ng buhay. Ayon dito, meningococcemia ang sinabing dahilan ng pagkamatay ng kanyang anak.

Agad namang inalarma ni Provincial Administrator Robert Rodrigueza si Bibincahan Brgy. Captain Renato Jaylo na asikasuhin ang bangkay ng biktima at gawin ang nararapat na disposisyon sa pakikipag-ugnayan na rin sa mga tamang awtoridad.

Kinumpirma din ng pamunuan ng pinagdalhang punerarya ng bangkay na positibo sa meningococcemia ang biktima ayon na rin umano sa sinabi ng doktor na sumuri dito at inabisuhan silang huwag nang embalsamuhin pa kundi agaran nang ilibing ito, kung kaya’t hindi na nila inimbalsamo pa ito at tiniyak na naiselyo nila ng mabuti ang bangkay ng biktima.

Inirekomenda naman ni Dr. Andrew De castro, isa sa mga awtoridad sa kalusugan ng Dr. Fernando B. Duran, Sr. Memorial Hospital o mas kilala bilang Provincial Hospital, sa mga kapamilya ng biktima na huwag nang dalhin pa sa kanilang tahanan at iburol ang namatay sapagkat nakatitiyak siyang hindi rin naman mapipigilang usyusuhin ang bangkay, bagkus ay agaran na itong ipalibing nang sa gayon ay maiwasan ang posibleng pagkahawa pa ng iba.

Ganito din ang rekomendasyon ni Brgy. Captain Jaylo at sinabi nitong nawa’y maintindihan ng mga kapamilya at nagmamahal sa namatay na hindi ordinaryo ang sanhi ng pagkamatay nito kundi isang nakahahawang sakit kung kaya’t dapat na maisa-alang-alang ang kapakanan ng nakararami.

Samantala, hindi ito ang unang kaso ng meningococcemia na naitala sa lalawigan ng Sorsogon. Matatandaang isang apat na taong bata ang hinihinalaang tinamaan din ng ganitong sakit sa Bulan, Sorsogon noong Hunyo ngayong taon, habang isang bata din ang sinasabing nabiktima din kahapon sa bayan ng Sta. Magdalena, Sorsogon.

Ang meningococcemia ay impeksyon sa dugo na sanhi ng bakteryang Neisseria meningitidis. Isa itong seryosong sakit na madaling makahawa lalo na sa mga siksikang lugar at mahihina ang resistensya ng mga residente.  Kung maaagapan at malakas ang resistensya ng may sakit ay maiiwasan ang mga komplikasyon at maaaring hindi ito mamatay. Nagagamot ang meningococcemia sa pamamagitan ng mga intravenous antibiotic. Dapat na mabigyan ng antibiotic o prophylaxis ang isang taong nalantad sa taong may meningococcemia sa loob ng dalawang linggong pagkakalantad sa may sakit. (BARecebido, PIA-5/Sorsogon)

Participatory Budgeting in Gubat, Sorsogon Launched

Municipal Participatory launching in Gubat

GUBAT, SORSOGON, August 20 (PIA) – The Philippine Center for Civic Education and Democracy (PCCED) and the Municipal government of Gubat, Sorsogon launched the first ever Municipal Participatory Budgeting Project in simple ceremonies held last August 8, 2013 at the Andaya Gymnasium in Gubat town.

Participatory Budgeting is one of the two components of PCCED’s program in Gubat town dubbed as “Promoting Democratic Values in the Barangays of Gubat”. It aims to make the Municipal Budgeting Process more inclusive and participatory by allowing ordinary citizens to deliberate and propose spending ideas to the Local Government Unit (LGU) so that the Municipal Budget reflects the real need of the community.

PCCED Executive Director Reynald Trillana emphasized the need to provide the citizens with civic education to be able to meaningfully participate in political processes like in Government Budgeting.

“While there are other models of participatory budgeting, what we are doing here in Sorsogon is a program that is as close as possible to direct democracy. Here the people themselves decide how to spend their money,” he said. He added that the program also hopes to educate people on the intricacies of public budgeting and make them meaningful participants in governance.

Addressing the Barangay Captains and leaders from various sectors, Gubat Municipal Mayor Roderick “Nonong” Co said that they aspire to become a model and center of Participatory Democracy in the Philippines. “We aim to inspire the people to work together for the community, especially those who, in one way or another, faced obstacles to participation and disillusioned by politics,” he said.

Sorsogon CityMayor Sally Lee delivers her message

Mayor Sally Lee of Sorsogon City, during her inspirational message, said that it is the whole community that benefits when governance is shared with the people by making it more democratic and participatory.

“Investing in the capacities of people is a key to making our democratic institutions more effective and responsive to the needs of the community,” she further added.

Participatory budgeting is a program developed in Porto Alegre, Spain that has been adopted by many local governments all over the world including New York, Chicago, New Zealand, Senegal, and South Korea.

The program is supported by the Spanish Agency for International Development Cooperation (AECID) through Asociacion Zabalketa, a Spain based NGO. Over the past years, AECID has been supporting projects that would strengthen democracy and its institutions in the Philippines.

Globe distributes communication equipment

On the same event, Globe Telecom Inc. distributed communication equipment and insurance to the barangays as part of its program to strengthen local government’s “Sagot Ka ni Kap!”.

“Sagot Ka Ni Kap!” is part of Globe BridgeCom's nationwide initiative to help communities prevent crime in their areas by providing communication and relevant law enforcement equipment including mobile phones and SIMs, hand-held radios, uniform shirts, tear gas, boots, flashlights, raincoats, and handcuffs to the local community police auxiliary units or barangay tanods.

PCCED and Globe Bridging Communities have partnered for Barangay Rule of Law Program and Project Citizen.

The Barangay Rule of Law Program of PCCED is anchored on the belief that the barangay, the basic political component in the country, should function as a “school for citizenship” incorporating democratic values, skills, habits and dispositions as they perform their task as peacekeepers of the community.

Project Citizen teaches young people how democracy actually works by training high school students in seeking public policy interventions to solve community problems. It is an international program for increasing the democratic participation, political efficacy, and civic engagement levels of students at the middle and high school levels. DTI Awards BUB Funds to Matnog & Prieto Diaz towns

SORSOGON CITY, August 20 (PIA) – Department of Trade and Industry (DTI) Bicol Regional Director Jocelyn L.B. Blanco together with DTI-Sorsogon Provincial Director Leah A. Pagao awarded a total of Php1.5 million Bottom-Up-Budgeting (BUB) Project Funds to the municipalities of Matnog and Prieto Diaz, simultaneously last August 7, 2013.

Prov’l. Dir. Pagao said that the BUB Project Fund is intended to sustain the poverty reduction strategy of the government. The BUB is the government’s new approach to the preparation of the national budget to trim down poverty and achieve the country’s Millennium Development Targets (MDG). It was first introduced in the 2012 budget process and is now on its second budget cycle.

Mayor Emilio G. Ubaldo of Matnog received the check in the amount of Php1,000,000.00 while Mayor Benito L. Doma of Prieto Diaz received the amount of Php500,000.00.

DTI Sorsogon Senior Trade Industry Development Specialist (STIDS) and Information Officer Senen Malaya said the Local Government Unit (LGU) of Matnog aims to improve the Eco-Tourism service providers in the food and handicraft industries of the municipality.

On the other hand, Prieto Diaz focuses on the development of its processed food that includes coconut and its by-products, “danggit” and other marine products, and other related processed food products.

Mr. Malaya said that the two LGUs aim to improve their food and handicraft industries thru the conduct of skills and entrepreneurship training programs that will prepare the local producers and processors to be competitive.

He further said that assistance will also be provided along product development where existing products will be improved in terms of functionality, quality, design and visual impact.

“To complete the package of interventions, marketing support programs are also scheduled for the beneficiaries,” he said. (BARecebido, PIA-5/Sorsogon)

Small Unit Operation Training ng Philippine Army at PNP nagsimula na

Lungsod ng Sorsogon, Agosto 15 (PIA) – Sinimulan na noong Lunes, Agosto 12, 2013, ang unang araw ng Small Unit Operation Training Class-01-13 ng 54 na mga kasapi ng Philippine Army at Philippine National Police (PNP) sa mismong kampo ng 903^rd sa Bgy. Poblacion bayan ng Castilla, Sorsogon.

Ayon kay 903^rd Brigade Commander Joselito E. Kakilala, ang pinagsanib na pagsasanay na ito ng mga sundalo at pulis ay upang mas mahasa pa ang inter-operability o capability ng mga kasapi ng Philippine Army at Philippine National Police (PNP) sa pagsugpo ng mga armadong grupo at masasamang elementong nagdadala ng kaguluhan sa Sorsogon.

Sinabi pa ni Col. Kakilala na nais nilang palawakin pa ng husto ang pagkatuto at kasanayan ng mga kasundaluhan at kapulisan na palaging nakasuong sa panganib ang mga buhay.

Ito umano ang kauna-unahang joint training ng Philippine Army at PNP na isinagawa ng 903^rd Brigade.

Labing-anim (16) na mga pulis mula sa PNP Sorsogon, 24 na sundalo mula sa 31^st Infantry Brigade na nakabase sa Rangas, Juban, at 14 na sundalo mula sa 903^rd Brigade ang isinailalim sa nasabing pagsasanay.

Bahagi ng training ang pagbibigay sa kanila ng refresher lecture na una na nilang pinagdaanan ng mag-umpisa silang pumasok sa ganitong propesyon tulad ng General Information Module, Military Courtesy and Discipline, Bayanihan Best Practices, Individual Skills Development Module, Small Unit Leadership, Troop Leading Procedure, Map Reading at Land Navigation.

Sasailalim din sila sa Squad Tactics, Immediate Action Drill at iba pang Field Training Exercises para mas mapapalim pa ang kanilang kakayahan bilang mga sundalo, lalo na pagdating sa mga combat operation.

Magtatagal ng isang buwan Small Unit Operation Training ng mga ito kung saan magiging taga-pagsanay nila dito ang mga batikang instructor ng Scout Rangers at Special Forces mula sa Battalion at 903^rd Brigade.

Samantala, nagpaabot din ng mensahe ng inspirasyon si Police Supirentendent Edgar Ardales, Deputy Director ng Police Provincial Office sa mga sinasanay na pulis at sundalo at sinabi din niyang bahagi lamang ng kanilang propesyon ang pagsasanay na ito na tiyak na makakatulong sa kanila sa lahat ng mga gagawin nilang operasyon. 20 “Casko” naipamahagi na sa Pto. Diaz

LUNGSOD NG SORSOGON, Agosto 20 (PIA) – Labis na ikinatuwa ng mga mangingisda sa Brgy Diamante, Prieto Diaz, Sorsogon ang isinagawang inagurasyon at turn-over ceremony kamakailan ng 20 bilang ng “Casko” o bangkang pangisda sa mga kasapi ng Samahan ng Maliliit na Mangingisda sa Diamante (SAMAMADIA)

May mga angkla at lubid din silang natanggap kasama ng 20 mga “Casco”.

Ayon sa ilang miyembro ng samahan, matagal na panahon din nilang hinintay ang pagkakataong ito na magkaroon ng sariling bangka, kung kaya’t lubos ang kanilang pasasalamat sa ibinigay na pagkakataong ito.

Naging bahagi ng ginawang aktibidad na may temang “Proyektong Inaasam, Aming Nakamtan” ang pagbigay ng pagkilala sa mga kasapi at mga indibidwal na nasa likod ng matagumpay at matatag nilang samahan, ang SAMAMADIA.

Inihayag naman ni Pto. Diaz Mayor Benito Doma ang labis niyang kasiyahan sa oportunidad na ibinigay na ito sa mga kasapi ng SAMAMADIA na naisakatuparan sa pagtutulungan ng KALAHI-CIDDS ng Deparment of Social Welfare and Development (DSWD), LGU-Prieto Diaz, mga opisyal ng barangay at residente ng Bgy. Diamante.

Hinimok din ni Mayor Doma ang mga mangingisda na gamitin ang anumang biyayang natatanggap sa tamang paraan at gawing daan ito sa pagkamit sa kanilang mga pangarap.

Naging panauhing pandangal naman si Sorsogon Provincial Administrator Robert Lee Rodrigueza sa nasabing okasyon. Sa mensahe ni Administrator Rodrigueza, sinabi nitong marapat lamang na ingatan ng makakatanggap ng mga “Casco” dahil ito umano ang magsisilbing katulong nila sa pang-araw-araw na paghahanap-buhay.

Dagdag pa ni Administrator Rodrigueza, na hindi rin magsasawa ang pamahalaang probinsyal ng Sorsogon sa pamumuno ni Gov. Raul R. Lee, na magbigay ng tulong sa mga residente ng Pto. Diaz lalo na kung para sa ikakabuti ng mga ito.

Dumalo din sa okasyon ang kinatawan ng DSWD Regional Office V na si Engr. Armand Michael Timplada na nagbigay din ng mensahe sa SAMAMADIA na ingatan ang mga gamit pangisdang matatanggap at nangakong may mga darating pang karagdagang “Casco” para sa iba pang mga kasapi ng samahan. Itinayong Seed Production Area ng DENR ERDS mahigpit na binabantayan

LUNGSOD NG SORSOGON, Agosto 20 (PIA) – Mahigpit na binabantayan ng Department of Environment and Natural Resources (DENR) Bicol sa pamamagitan ng Ecosystem Research and Development Service (ERDS) ang kalagayan ng mga bagong tayong Seed Production Areas (SPA) sa Kabikolan.

Ang Seed Production Areas ang nagsisilbing lugar patubuan ng mga primera klaseng uri ng binhi ng matatas na uri ng punong kahoy.

Ayon kay Bicol Regional Executive Director Gilbert Gonzales, sa pakikipagtulungan ng Ecosystem Research and Development Bureau (ERDB), isinasagawa ng mga tauhan ng ERDS ang mahigpit na pagbabantay upang malaman kung ano na ang nangyari sa mga SPA makalipas ang dalawang linggo matapos na maitayo ito.

Layunin umano ng hakbang na ito na lubos na mabantayan ang prosesong ginagawa sa SPA pati na rin ang mga tinatawag na plus trees o pangunahing uri ng puno ng kahoy na siya ring pagkukunan ng pangunahing uri ng binhi sa mga darating na araw.

Ang mahigpit na pagsubaybay ay upang matiyak rin na mataas ang magiging tsansa na mabubuhay ang mga ito.

Apat na mga SPA site sa buong Kabikulan ang kabilang sa sinusubaybayan at binisita na ng mga taga-ERDS kamakailan lamang. Ito ay ang Damacan, sa Bacacay, Albay; Prieto Diaz sa Sorsogon; Olas sa Lagonoy, Camarines Sur; at Dangan Guisican sa Labo, Camarines Norte.

Kasabay sa ginagawang pagbabantay ay ang pagsasadokumento rin ng mga tauhan ng ERDS ng mga plus trees sa apat na SPA site na ito. (BARecebido, PIA Sorsogon/DENR V)
