2 dead, several injured in a vehicular accident in Sorsogon; PA renders assistance


CASTILLA, SORSOGON, January 26, (PIA) – An Elavil bus with plate number TXY 891 and body Number 5648 accidentally bumped the parked dump truck with plate number EBD 278 and body number CBJ-CAS-03 at 2013 along Maharlika Highway, Bgy San Isidro, Castilla, Sorsogon, 3:20 AM yesterday, Jan 25, the latter having engine problem.

The passenger Bus was driven by Reymundo Olivia y Lapso, 46 years old, married, with PDL No. E01-94015760 and a resident of Poblacion Capalonga, Camarines Norte while the Dump truck was driven by Barry Michael Buen y Fegason, 29 years old, married, and a resident of Bgy Buhatan, Sorsogon City possessor of PDL No. N02-01-456628.

Initial investigation conducted by Castilla Municipal Police Station disclosed that while said passenger bus was heading towards Rawis, Catubig, Northern Samar from Metro Manila, upon reaching the aforementioned place of incident accidentally bumped/hit the dump truck which was parked at the side of the road.

Driver of Elavil bus and a certain Clodualdo Recel, 64 years old and a resident of Bgy Bibincahan, Sorsogon City were pronounced dead on the spot, and the injury of the following passengers namely:

26. Christine Robles y Tanqueza, 13 years old, (Tulay, Casiguran, Sor);and
27. Rommel Marquita y Paller, 36 years old (Mondragon, N. Samar)

Said injured passengers were immediately brought to Sorsogon Provincial Hospital in Sorsogon City for medical treatment while the vehicles involved incurred undetermined amount of damages.

The remaining unharmed passengers remained at the site of incident and waited for another bus to transport them going to Bulan port for Masbate.

Meanwhile, troops of 903rd Infantry Brigade, while conducting Comelec checkpoint with the PNP- Cumadcad, immediately proceeded to assist in the said vehicular accident. Led by Cpl Glen Martirez, the soldiers retrieved the injured passengers who were inside the bus and removed the remains of the dead bodies.

While PNP-Cumadcad conducts investigation on the cause of the accident, the 903rd Bde conducted assistance in transporting the victims of said incident.

PNP RSOTG Masbate & 9IB Implemented Application of Search Warrants Against Masbate PAGS



CASTILLA, SORSOGON, January 26, (PIA) – Combined PNP of the Regional Special Operations Task Group (RSOTG) Masbate under C/Supt Arnold L Albis and troops of 9th Infantry Battalion under LTC Julian Pacatan INF (GSC) PA together with the elements of Milagros Municipal Police Station; Masbate Provincial Police Station-PIS; and 21st SAC, SAF conducted application of search warrants against suspected private armed groups (PAGS) in Brgy Cayabon, Milagros, Masbate early morning on Thursday, Jan 24.
  
The joint forces searched the residential houses of Jeremias N Malana @ Toto thru Search Warrant Nr 2013-14 and recovered one (1) cal .38, one (1) cal .22 air gun rifle, and three (3) home-made guns locally known as BOGA;  thru Search Warrant Nr 2013-15, the house of Dulcizimo G De la Cruz  was searched at about 6am, with the recovery of one (1) cal .38 revolver Armscor, ten (10) live ammos for cal .38, and one (1) pouch bag (red) marked Guess.

At about 7am of the same day, the houses of Domingo A. Malunes thru Search Warrant Nr Nr 2013-13 and Isagani A Adrias thru Search Warrant Nr 2013-16 were also searched but with no recovered firearms.  

All search warrants were issued by Hon Judge Maximino R Ables of Regional Trial Court Branch 47.

C/Supt Albis underscored that Masbate province has been considered one of the top ten hot spots during elections and the persistent combine operations of the PNP and Army troops to hunt down these suspected armed groups have precluded them from conducting nefarious activities and political violence in the province.

According to LTC Julian Pacatan, the activation of the combined (Philippine National Police (PNP) and Army RSOTG Masbate has prevented political violence. There were no reported killings and harassment of any political candidates in Masbate since the start of the election campaign period effective January 13, 2013.

Similarly, Colonel Joselito E Kakilala, Commander, 903rd Brigade stressed that the Philippine Army will continue to perform its mandated task to assist the PNP and COMELEC to go after the PAGS during the election campaign period to ensure free, orderly, honest, peaceful and credible conduct of the May 13, 2013 automated national and local elections. LUNGSOD NG SORSOGON, Enero 25 – Upang mas epektibo pang maipatupad ang Rabies Free Program sa lungsod ng Sorsogon, malawakang information dissemination campaign ang patuloy na ginagawa ng mga kawani ng City Veterinary Offfice (CVO) sa mga may alaga ng aso at pusa na kadalasan ay nagdadala ng sakit na rabis sa tao.

Ang pagsasagawa ng IEC ay pinangungunahan ni Dr. Ederlinda Esquillo, isa sa mga beterinaryo ng syudad.

Matatandaang  kahapon  ay  naglibot  ang kanilang mga personahe sa mga pangunahing lansangan ng lungsod kasabay ang distrito ng Bacon, at umpisa Enero 29 hanggang Enero 31 ng kasalukuyang taon, isasagawa ang libreng pagbabakuna sa mga alagang aso at pusa.

Ayon kay Dr. Esquillo  napili ang Sorsogon City bilang Pilot  City Testing Area ng GARC o Global Alliance on Rabies Control- Bantay Rabis sa loob ng tatlong taon.

Ang GARC ay isang US-based Non-Government Organization na nangunguna sa pagpapatupad ng mga programa ng anti-rabies bago pa man maging lungsod ang Sorsogon.

Ang kanilang sangay sa Sta. Rosa, Laguna ang siyang nagpapatibay ng taunan nang kampanya ng mga Local Government Units (LGUs) upang maibsan ang pagkalat ng sakit na rabis.

Ang malawakang kampanya laban sa rabis ay nag-umpisa sa Sorsogon sa pangangasiwa ng Provincial Veterinary Office hanggang maipaabot ito sa buong probinsya kasama na ang lungsod ng Sorsogon.
“Sa gagawing tatlong araw na anti-rabies vaccination, ang GARC ang siyang sasagot sa mga gagamiting gamot,” ayon pa kay Dr.Esquillo.

Maliban sa pagbabakuna, nakatakda ding magsagawa ang CVO ng Orientation Training for Vaccinators and Organization of Barangay Bantay Rabies Committee sa mga barangay ng lungsod sa darating na Enero 30. Inaasahang dadalo ang 400 na mga kasapi at opisyal ng Sangguniang Kabataan.

Sa tala naman ng CVO noong taong 2011, umaabot na sa mahigit 7,000 ang populasyon ng mga aso sa syudad at patuloy pa ito sa pagdami.

Positibo si Esquillo na maabot nila ang 70 porsyentong target na babakunahang mga aso sa loob ng tatlong araw. (FBTumalad, PIA Sorsogon)

31IB clashes with NPA in Sorsogon: 2 NPAs dead, 2 soldiers WIA

GUBAT, SORSOGON, Jan 24 (PIA) – Troops of 31st Infantry Battalion under LTC Teody Toribio INF (GSC) PA clash with New Peoples Army (NPAs) at vicinity Centro 2, Barangay Carriedo, Gubat in Sorsogon today at around 09:05 am. The troops led by Sgt Rolando R Cruzado encountered more or less 7 NPAs, armed with short and high powered firearms believed to be SPARU members of Larangan 1 of the Komiteng Probinsya Sorsogon (KOMPROB-Sorsogon).

The firefight lasted for about ten minutes, after which, the enemy withdrew towards Southeast direction leaving behind their two (2) dead comrades, while two were wounded on the government side. The troops recovered from the scene of encounter site one (1) cal .45 with 2 magazines loaded with 20 rounds ammunition. The wounded troops namely Cpl Alfredo  Durana and Pfc Louie Lumbang, who were wounded in the right stomach and right thigh, respectively, were immediately rushed to the Hospital for immediate treatment and now on stable condition.

According to LTC Teody Toribio, one of the NPA’s casualties is identified as AKA BILOG, whose true name is Ritchie Espineda. He is the brother-in-law of Elmer Osila @ Gomer, former Secretary of Front Committee (FC) - 79 and later Secretary, FC-75 of Camarines Sur, who was killed in an encounter with government troops in Camarines Sur last CY 2010. AKA Bilog was known to be a ruthless NPA collector in Gubat, Sorsogon. Then later he joined the armed group of Larangan 1 of the Komiteng Probinsya Sorsogon (KOMPROB Sorsogon). The other casualty was identified as William Jarella of Brgy. Bato, Bacon District, Sorsogon City.

LTC Toribio stressed that the residents in Gubat got fed up with the exorbitant extortions of the NPA and they reported the presence of AKA Bilog and the six (6) other NPAs in Barangay Carriedo. This led to the successful conduct of the surgical combat operations by 31IB against AKA Bilog’s group.
Colonel Joselito E Kakilala, Commander, 903rd Brigade underscores that the government forces will conduct relentless combat operations against the NPAs so that they will not have space and time to organize, plan, train and recruit innocent youths to join their ranks. Colonel Kakilala reiterates his call to the NPA rebels to go back to the folds of the law rather than prolonging their hardships in the mountains or meet the tragic deaths similar to AKA Bilog and the other NPA. LUNGSOD NG SORSOGON, Enero 24 (PIA) – Inaasahan ang pagdating ni Department of Health (DOH) Secretary Enrique Ona sa lalawigan ng Sorsogon ngayong araw.

Ito ang inihayag ni Public Information Officer Jim Guerrero ng DOH Center for Health Development Bicol at kinumpirma naman ng tanggapan ni Sorsogon Governor Raul R. Lee.

Sa inisyal na ulat ni Guerrero, sinabi nitong nakatakdang mag-ikot si Sec. Ona sa mga munisipyo sa Sorsogon partikular sa mga lugar kung saan may mga pasilidad pangkalusugan na ipinatupad sa ilalim ng DOH Health Facility Enhancement Program (HFEP).

Sa ilalim ng Aquino Health Agenda (AHA) o mas kilala sa terminolohiyang Kalusugang Pangkalahatan (KP), ipinatupad ng DOH ang HFEP upang maisaayos ang implementasyon ng mga mahahalaga at pangunahing serbisyong pangkalusugan sa komunidad.

Kabilang na dito ang pagpapaganda pa ng pasilidad ng mga Rural Health Unit, Barangay Health Station, at mga ospital sa lahat ng lalawigan sa buong bansa; komprehensibong pangangalaga sa mga buntis at mga ipinanganak na sanggol nang sa gayon ay maiwasan na ang mga insidente ng pagkamatay ng mga sanggol at nanganganak na mga ina; pagbawas ng mga nagsisiksikang mga pasyente sa ospital; at pag-angat ng akreditasyon sa Philhealth ng mga ospital mula sa first at secondary patungo sa tertiary level.

Ayon naman kay Provincial Health Officer Dr. Edgar Garcia, sa lalawigan ng Sorsogon, benepisyaryo ng Health Facility Enhancement Program ng DOH ang mga bayan ng Bulan, Matnog, Irosin, Gubat, Sorsogon City, Castilla, Magallanes at Donsol.

Matatandaang naipamahagi noong Nobyembre ng nakaraang taon ang halos ay P8.7-M halaga ng mga kagamitan sa iba’t–ibang mga bayan sa Sorsogon. Bahagi ito ng P14.2-M halaga ng mga kagamitang inilaan para sa Sorsogon sa ilalim ng DOH-HFEP para sa taong 2012.

Nakatanggap din ng P180-M halaga ng mga proyektong pang-imprastruktura ang lalawigan noong nakaraang taon para sa pagsasaayos ng serbisyong pangkalusugan at pagpapaganda pa ng mga pasilidad sa kalusugan dito maliban pa ito sa mga proyektong natanggap ng lalawigan mula sa HFEP noong taong 2011 at 2010.
