LUNGSOD NG SORSOGON, Abril 26 (PIA) – Pasado alas singko na ng hapon nang bigla na lamang umalingawngaw ang sirena ng mga bumbero dito sa lunsod ng Sorsogon kahapon, Abril 25, 2013 patungo sa direksyon ng sunog sa Purok 7 brgy Bitan-o Sorsogon City.

Ayon kay SF01 Mendoza, Central Fire Station Commander ng Bureau of Fire Protection, Sorsogon City(BFP) nagsimula ang sunog sa isang bahay na magluluto sana gamit ang gasolina, matapos buhusan ang kalan at magsindi ng posporo ay bigla na lamang lumagablab ang bubong nitong anahaw at tuluyang kinain nang apoy ang mga kabahayang kalapit at pawang gawa sa mga light material.

Dahilan sa makipot ang kalsada nito at traysikel lamang ang maaring makapasok sa lugar ay kinailangan pa ng fire truck ng City BFP na umikot para makalapit lamang sa mga nasusunog na kabahayan.

Ayon pa kay Mendoza, gumamit na sila ng 8 fire hose na umaabot sa 400 feet ang haba para iapula ang apoy subalit kulang pa rin ito upang tuluyang mapatay ang nasusunog na mga kabahayan.

Sumaklolo din ang limang fire truck ng BFP mula sa iba’t-ibang fire sub-station sa Sorsogon pati na ang Fil-Chinese Volunteer na nagbigay ng karagdagang fire hose at suplay ng tubig.

Bandang alas syete kinse na ng gabi nang ideneklara ng City BFP na fire out na ang sunog sa lugarf.

Ayon pa kay Mendoza, sa inisyal na pagtatasa, umaabot sa 52 pamilyang nabubuhay sa pangingisda ang naapektuhan ng sunog.

Agad namang rumisponde sa lugar ang kapitan ng barangay at ilang lokal na opisyal nang pamahalaan upang alamin ang mga pangangailangan nito at bigyan ng tulong ang mga residenteng nawalan ng tirahan.

Ang ibang pamilyang nasunugan ay naglatag na lamang ng mga tolda sa basketball court at ang iba naman ay pansamantalang sumilong sa paaralang elementarya ng Brgy Bitan-o. Patuloy pang iniimbistigahan ng BFP ang naganap na insidente. (FB Tumalad-PIA Sorsogon)

Sorsogon State College, isinusulong na maging isang Unibersidad

LUNGSOD NG SORSOGON, Abril 25 (PIA) – Upang higit pang mapataas ang antas ng kalidad nito at makahikayat ng maraming mag-aaral ang Sorsogon State College (SSC) isinusulong ng Sangguniang Panlalawigan ang pagiging unibersidad nito.

Matatandaang una nang naghain ng isang resolusyon kamakailan sa Department of Education at Commission on Higher Education (CHED) si 2^nd District Provincial Board Member at Committee on Culture Chairman Benito Doma na humihiling na gawing unibersidad ang SSC.

Nagsagawa na rin ito ng Committee Hearing at base sa resulta ng mga napagkasunduan at rekomendasyon hinggil sa upgrading ng Sorsogon State College na inerekomenda ni Doma ang agarang pagpasa sa isang resolusyon ng konseho.

Maging ang mga tumatakbong kandidato sa pagkakongresista ng una at ikalawang distrito ay pumapabor din na maging unibersidad na ang SSC.

Ayon naman sa pamunuan ng SSC, sa oras na maging unibersidad na sila ay maari na silang mag- alok ng mga advance courses at iba pang mga kurikulum.

Sa kasalukuyan ang mga kurso na maaring kunin sa SSC ay Education, Technology, Engineering, Architecture, Public Administration, Accountancy, Economics and Finance, Agriculture, Forestry and Fishery at ang Arts and Sciences.

Nitong tumalikod na pasukan umabot sa 8,605 ang populasyon ng mga mag-aaral sa SSC.

Nagbigay din ng katiyakan si SSC President Antonio Fuentes sa pamamagitan ng tagapagsalita nito na si Vice-president Ritselda Deri na hindi sila magtataas ng tuition fee sa oras na ma-upgrade ang paaralan at tuluyan itong maging isang university. (FB Tumalad, PIA Sorsogon)

Political Forum para sa Gobernador at Bise Gobernador, at “Harapan” ng dalawang kandidatong Mayor sa Sorsogon inaabangan na

LUNGSOD NG SORSOGON, Abril 26 (PIA) – Inaabangan at excited na ang mga Sorsoganon sa gagawing paghaharap ng mga tumatakbong kandidato sa pagka-gobernador at bise gobernador ng Sorsogon.

Ito ay magaganap sa darating na Sabado, Abril 27, alas nueve hanggang alas-onse ng umaga sa Laboure Hall ng St. Louise de Marillac College of Sorsogon.

Tinaguriang “Meeting of Leaders: Changing Sorsogon”, a Political Forum, layunin nitong pukawin ang kamalayan ng mga Sorsoganon at maipaabot ang mga platapormang dinadala ng mga kandidato.

Matatandaang una nang nagharap-harap ang mga tumatakbong Kongresista sa unang distrito at ikalawang distrito ng Sorsogon kung saan dalawang kongresista sa ikalawang distrito lamang ang hindi nakarating.

Ilan sa mga naging katanungan sa mga kandidato ay may kaugnayan sa korapsyon, pag-aalis ng Priority Development Assistance Fund (PDAF), good governance at public health, pagmimina, bilihan ng boto, 4Ps at iba pa.

Tiniyak naman ng pamunuan ng Parish Pastoral Council on Responsible Voting (PPCRV) na darating ang lahat na mga kandidatong inimbita nila.

Ang nasabing Political Forum ay pinangungunahan ng PPCRV ng Diocese of Sorsogon at ng Rotary Club Metro, Sorsogon sa pakikipag-ugnayan sa Comelec Sorsogon.

Naka-iskedyul naman ang political forum para sa mga kumakandidatong Alkalde at Bise-Alkalde ng Sorsogon City sa darating na Mayo 4, 2013.

Samantala, nagiging usap-usapan at inaabangan na rin ang gagawing “Harapan sa Aemilianum College” ni dating Gobernador at City Mayor Sally A. Lee at incumbent City Mayor Leovic R. Dioneda na kapwa tumatakbong kandidato para sa pagka-alkalde ng lungsod sa Sabado, Abril 27, 2013, alas-otso ng gabi sa Bro. Mike Paulete’s Auditorium, sa Aemilianum College campus, Piot, Sorsogon City. Live itong mapapanood sa AITV Cable Channel 5 at maririnig sa DWAM-FM 94.3MHz sa pihitan ng mga radyo.

Ayon sa pamunuan ng Aemilianum College, minabuti nilang magsagawa ng ganitong aktibidad upang mabigyang impormasyon at kaalaman ang mga taga lungsod ukol sa mga kandidato sa pagka-alkalde ng Sorsogon City at ang kanilang mga plano sa hinaharap para sa pag-unlad ng lungsod. Ex-cop commits more law enforcement-enhancing legislative efforts

MANILA, April 25 (PNA) -- Pangasinan province 2nd District Rep. and former police general Leopoldo Bataoil (Nationalist People's Coalition party) will further push for enactment of law enforcement-enhancing bills, if elected this year to his second House term, to help promote better security and more development nationwide.

He noted one of his target proposed bills will cover the latest re-organization bid of Philippine National Police (PNP) so this agency can meet its goal of evolving into a truly professional organization that'll more effectively maintain peace and order across the country.

"We also need additional courts so I'll re-file my bill on this matter as well," he said during State-run PTV 4's 'Paghahanda para sa Hatol ng Bayan' program for the 2013 mid-term polls.

He's optimistic such courts' establishment will help fast-track resolution of environment-related cases and boost efforts for promoting ecological balance amidst climate change threats.

PNP earlier targeted transforming itself in 20 years to be more effective in carrying out its mandate.

RA 6975 created PNP in 1990 in line with the State's policy "to promote peace and order, ensure public safety and further strengthen local government capability aimed towards the effective delivery of the basic services to the citizenry through the establishment of a highly efficient and competent police force that is national in scope and civilian in character."

RA 8551 (Philippine National Police Reform and Reorganization Act of 1998) amended RA 6975.

In 2009, government amended both laws by enacting RA 9708 (An Act Extending for Five Years the Reglementary Period for Complying with the Minimum Educational Qualification for Appointment to PNP and Adjusting the Promotion System Thereof).

Bataoil said he and PNP already commenced discussing this agency's ideas for its re-organization.

"PNP plans instituting more change for the better and sought my help to realize this," he said.

He noted one of PNP's ideas for the re-organization is streamlining its structure so the agency can operate more efficiently.

"PNP's aiming for better management and control of areas," he said.

Final plans for PNP's re-organization will be spelled out in Bataoil's proposed bill on this matter.

"The uniformed service needs partners to institutionalize its priorities," he noted.

This year, Bataoil is running against Ma. Blanca Kim Bernardo-Lokin (Liberal Party) in Pangasinan's 2nd District.

"My program for action is aligned with the provincial government's vision to make Pangasinan the best place to work and live in," Bataoil said.

He described Pangasinan as 'generally peaceful."

Pangasinan is also the country's fourth top sports contender and Region 1's leading province in terms of health service delivery, he continued.

Bataoil acknowledged Pangasinan still has its share of peace and order problems, poverty concerns and other burdens despite this province's progress, however.

"We're already looking into those problems," he assured.

Generating education and livelihood opportunities are among his priorities for further improving conditions in Pangasinan.

Bataoil said his 2013 election campaign is funded by supporters' poll contributions for him.

"I'm making up for my meager campaign funds by directly approaching people to explain my platform," he said.

He reported campaigning without bodyguards, believing his constituents themselves will protect him from possible elements opposing his re-election bid.

Despite running against a candidate from the administration's party, Bataoil is optimistic about his poll chances this year.

Group to seek charter for the poor's institutionalization

MANILA, April 24 (PNA) - Neophyte 1-Abilidad party list group committed to push for institutionalization of a charter promoting marginalized people's access to basic rights and government services to help alleviate their plight and improve their lives.

"We'll sponsor a bill on the matter if we win in this year's elections," 1-Abilidad's Manny Luna said during State-run PTV 4's ' Paghahanda para sa Hatol ng Bayan' program for the 2013 mid-term polls.  

The group sees urgency in enacting legislation instituting the target charter as National Statistical Coordination Board reported the country's poverty situation "remained unchanged" with no "statistically significant" computed difference in poverty incidence among population nationwide during the first semesters of 2012 (27.9 percent), 2009 (28.6 percent) and 2006 (28.8 percent).  

Luna gave the assurance after Malacanang vetoed last month the proposed Magna Carta of the Poor after finding several of this proposed law's provisions unrealistic for requiring resources government can't meet.

Such charter seeks guaranteeing, as a matter of right, the poor's access to food, employment, livelihood, education, shelter and other basic health services.

Social welfare chief Corazon Soliman justified the veto by saying Malacanang can't give the poor false hope since government lacks resources to support the proposed charter.

Reports earlier pointed out the vetoed proposal's shelter provisions alone already require funds exceeding government's PhP2 trillion total budget for 2013.

Luna said 1-Abilidad is sad about the veto since this group supported the proposed charter's development and passage.

"We understand reasoning behind Malacanang's move, however," he clarified.

He said 1-Abilidad will push for funding to support provisions under its proposed version of the vetoed Magna Carta.

Earlier, Malacanang ordered the Cabinet's human and social development clusters to develop a substitute Magna Carta of the Poor bill for endorsement to the 16th Congress.

Soliman said Malacanang tasked Department of Social Welfare and Development as well as National Economic Development Authority with spearheading the work.

"The proposed measure will clearly define progressive implementation of the Magna Carta as well as the fund sources," she said.

1-Abilidad is backing Malacanang's thrust towards progressive implementation of the measure.

"Such strategy's correct since the measure will require significant funds," Luna said.

Malacanang aims filing the substitute bill during the forthcoming 16th Congress' first week.

The 16th Congress will commence this July.

Luna said urban poor representatives formed 1-Abilidad, a Metro Manila-based group, to help enhance their sector's capability for breaking out of poverty.

Aside from pushing for the proposed Magna Carta law's enactment, he said 1-Abilidad earlier decided working on other legislation that'll generate more jobs and other life-enhancing opportunities for the poor.

"We'll complement what government is doing for the sector," he said.

He said 1-Abilidad also decided sponsoring a bill covering protocols for demolishing informal settlements to avoid violence during such activities.

"We support government's thrust towards clearing such settlements but also believe in people's right to decent living," he noted.

For its 2013 election campaign, Luna said 1-Abilidad depends on contributions from this group's members and supporters.

He acknowledged campaigning is difficult since 1-Abilidad isn't loaded with funds for the purpose.

"There's no turning back, however," he said. "What we're conducting is a national campaign needing big funding. We already realized this from the start but Filipinos are naturally talented and this trait must be enhanced. Our hope is to help make this happen by being given a chance to serve in Congress."
