SORSOGON PROVINCE – Mahigpit ang panawagan ni Provincial Election Supervisor Atty. Calixto Aquino ng Comelec Sorsogon sa mga pulitiko na huwag dudungisan ng anumang karahasan at pamumulitika ang gagawing halalan sa Barangay at Sangguniang Kabataan sa darating na Oktubre beynte-singko.
Ayon kay Aquino, non-partisan ang Barangay at SK elections kung kayat hindi ito dapat na pinakikialaman ng mga pulitiko lalo na yaong gumagamit ng pera at maruruming mga taktika.
Aminado ang opisyal na may mga nakararating na balita sa kanilang tanggapan ukol sa ilang mga pulitiko na sumasagot sa mga gastos ng mga kandidatong tumatakbo sa halalan sa barangay, subalit wala naman diumanong pormal na reklamong inihahain sa kanilang opisina kung kaya’t hindi rin sila makagawa ng kaukulang aksyon ukol sa ganitong sistema.
Kaugnay nito, umapela si Aquino sa mga residente sa barangay na pakinggan ang kanilang konsensya sa pagboto, makailang ulit na pag-isipan ang kandidatong paglalaanan nila ng sagrado nilang boto at huwag padadala sa sulsol ng mga pulitiko.
Ipinaliwanag ni Aquino na kahit pa nga kunsideradong pinakamaliit na political unit ang barangay, ito pa rin diumano ang pinakamahalagang teritoryong pulitikal sapagkat dito magsisimula ang ikasusulong o ikasisira ng komunidad.
Hiningi din niya ang kooperasyon ng bawat isa na sumunod sa ipinatutupad na gun ban upang maiwasan ang anumang karahasan at suliraning maaaring idulot ng paglabag dito.
Samantala, matapos na tuluyan nang ipatupad ang election ban noong nakaraang Sabado, malaki ang kumpyansa ni Aquino na wala nang urungan pa ang election sa Oct. 25 ayon na rin sa nakasaad sa Republic Act 9430 kung kaya’t puspusan na rin ang ginagawa nilang paghahanda upang matiyak na magiging mapayapa at matagumpay ito lalo pa’t nakatakda na ring simulan bukas ang filing of certificate of candidacy para sa mga tatakbong kandidato sa barangay at SK election. DENR to probe stabbing incident in Bicol National Park

The Department of Environment and Natural Resources (DENR) will look further into the stabbing of forest ranger Crispulo Santiago by CAFGU Active Auxiliary Sismundo Aldeza in Bicol National Park, Brgy. Tuaca, Basud Camarines Norte.
Santiago was manning a DENR checkpoint at 22nd IB CAA/Army detachment when he was attacked and stabbed by Aldeza at around 12:30 a.m., September 19, 2010. Aldeza’s knife thrust hit the forest ranger’s back, rendering the latter shocked but conscious.
After gaining his senses, Santiago managed to flee the detachment and sought the help of Brgy. Kagawad Zapanta who confronted the assailant that took flight in the darkness. Minutes later, other CAFGUs turned up at the local official’s residence and took the forest ranger to the Camarines Norte Provincial Hospital for treatment of his wound.
Meanwhile, the detachment’s commanding officer Staff Sergeant Millo turned over Aldeza to the Basud Police for inquest and filing of appropriate charges. The assailant is presently in the custody of the Bureau of Jail Management and Penology for a frustrated murder charge.
In a report to DENR Regional Executive Director Joselin Marcus Fragada from Ponciano Mabeza Jr., Community Environment and Natural Resources Officer (CENRO) of Daet, Camarines Norte, it was gathered that rumors surrounding the involvement of some probable suspects from other government offices are coddlers of illegal logging operations at the BNP spurred the stabbing incident.
The DENR will take action to resolve the issue to prevent the worsening of the situation in the BNP.

Thousands join International Coastal Cleanup Day in Bicol

LEGAZPI CITY - The 25th International Coastal Cleanup Day Celebration in Bicol Region last weekend (September 25) was marked with success as thousands of Bicolano volunteers cleared several miles of coastlines with marine debris to show solidarity with the world that cleaning up beaches and waterways is the key in safeguarding the ocean’s biodiversity.
The Department of Environment and Natural Resources (DENR) through its Coastal and Marine Management Division and Environmental Management Bureau revealed as of press time, an estimated 1,300 kilograms of trash were hauled out from the beaches and waterways of Legazpi City alone, since the data cards collected from other DENR field units all over the region have not been accounted for.
DENR-CMMD/EMB and the Rotary Club of Legazpi Central spearheaded the ICC Day last Saturday in the Albay Gulf. Alongside the cleaning up of beaches and waterways, the Bicol Scuba Divers Foundation Inc. cleared identified coral reefs off the shores of Albay Gulf.
Last year, 13,000 kilograms of trash were cleared by 2,000 volunteers in Bicol Region. According to the 2010 Annual Marine Debris Report by the Ocean Conservancy, the lead organization for the ICC, the Philippines ranked 2nd next only to the United States, likewise, was able to mobilize in 2009 a total of 74,493 volunteers who collected from a cleanup area of 2,427 kilometers a total of more than 327,000 kilograms of debris. Of these, there were 24,751 pieces of plastic bags.
Information on the number of volunteers and type and number of waste gathered are indicated on data cards which are filled in on-site and later summarized and reported to Ocean Conservancy. These cards show that most of the debris or pieces of trash polluting our waterways and oceans are from everyday human consumption and activities, such as cigarette butts, food wrappers, cans, bottles, and plastic bags.
ICC Day is organized by Ocean Conservancy as a global effort to remove trash and debris from beaches and waterways, and aims to change human behaviors that allow them to reach the ocean in the first place. To date the ICC is acknowledged as the world’s largest one-day volunteer effort to clean up the marine environment.
In the Philippines, the observance is in consonance with Proclamation No. 470 dated September 15, 2003 which declared every third Saturday of September each year as the International Coastal Cleanup Day, consistent with Presidential Proclamation No. 244 declaring September as National Cleanup Month. This year’s observance is focused on the theme: “Trash Travels – From our Hands to the Sea, round the Globe, and Through Time”, complemented with the national theme “Basurang Pinabayaan, Problema Hanggang Ibang Bayan”. Kalahok sa aktibididad ang mga local chief executives, municipal legislators, mga kinatawan ng ahensya ng pamahalaan, mga non-government organizations kasama na ang people’s organizations sa buong lalawigan.
Naisakatuparan ito sa pangunguna ng Provincial Government sa pamamagitan ng Sorsogon Provincial Disaster Risk Management Office sa pakikipagkawing nito sa Coastal Community Resources (Coastal CORE) and Livelihood Development, Inc., isang non-government organization na nakabase dito sa lalawigan.
Ayon kay Maila E. Quiring, Disaster Risk Reduction Officer ng Coastal CORE layunin ng aktibidad na mabigyan ng kaukulang impormasyon ukol sa mahahalagang probisyong nakasaad sa Climate Change Act of 2009 at sa DRR Management sa Pilipinas ang mga key personalities sa lalawigan nang sa gayon ay maipatupad nang maayos ang mga batas na ito sa local level.

GOBERNADOR NG SORSOGON UMAPELA NG SUPORTA SA GLOBAL ALLIANCE FOR RABIES CONTROL

SORSOGON PROVINCE (Sept 28) – Upang paigtingin pa ang kampanya ng pamahalaang probinsyal ng Sorsogon laban sa bagsik ng rabis, umapela ng suportang pinansyal si Sorsogon Governor Raul Lee sa Global Alliance for Rabies Control, isang non-government organization na nakabase sa United Kingdom.
Sa sulat ni Gov. Lee kay Dr. Deborah J. Briggs ng Global Alliance for Rabies Control, inihayag nito ang kanyang pagnanais na masustinihan at mapaigting pa ang rabies elimination program ng lalawigan sa pamamagitan ng pakikipag-alyansa sa mga organisasyong tulad ng GARC nang sa gayon ay tuluyan nang matuldukan ang nakamamatay na sakit na ito.
Nakahanda din diumano ang kanyang tanggapan na magbigay ng kaukulang counterpart kung sakali, na kukunin mula sa Provincial Development Fund.
Sa panayam naman kay Provincial Veterinarian Dr. Enrique Espiritu, sinabi nitong dalawampung milyong piso ang pondong hinihiling nila sa GARC para maipatupad ang isang taong anti-rabies program dito sa lalawigan.
“May kanya-kanyang mga anti-rabies ordinances na rin ang bawat LGU sa Sorsogon kung saan ang iba nito ay amended na, subalit hindi maipatupad ng tuluyan dahilan na rin sa kakulangan ng pondo,” ayon kay Espiritu.
Sa pamamagitan diumano ng pakikipag-alyansa sa GARC, umaasa silang tuluyan nang masusugpo ang anumang suliranin dito na may kaugnayan sa rabis.
Sa kasalukuyan, ang Sorsogon ay may apat na animal bite center na matatagpuan sa Dr. Fernando Duran Sr. Memorial Hospital o mas bantog bilang Provincial Hospital, mayroon din sa Irosin District Hospital, Gubat District Hospital at Donsol District Hospital habang pinoproseso naman ang kaukulang mga rekisitos upang magkaroon din ng animal bite center ang Sorsogon City.
”Sa ngayon ay contained na rin ang mga kaso ng rabis dito sa lalawigan, at sa ilang mga kasong naitala, hindi dito sa Sorsogon aktwal na nakagat ng aso ang ilang mga biktima kundi sa ibang lugar subalit, dito na lamang sila inatake ng bagsik ng rabis,” pahayag pa ni Espiritu.

OKB RTF – the longest running DTI organized trade fair in RP

LEGAZPI CITY (Sept 27)- The Orgullo kan Bikol - Regional Trade Fair (OKB-RTF), now on its 14th year, is the longest running DTI organized trade fair in the Philippines.
To be held on October 7-10, 2010, at Megatrade Hall 2, 5th Level, Bldg. B, SM Megamall, Mandaluyong City, the OKB-RTF is an annual marketing event where Bicol’s homegrown entrepreneurs are afforded valuable market exposure. It showcases the distinct products, ethnic foods, and delicacies of the Bicol Region.
Department of Trade and Industry (DTI)-Bicol Regional Director Jocelyn L.B. Blanco said, “DTI remains committed to provide its clients – the micro, small, and medium enterprises (MSMEs) – better avenues to promote their fine products. By way of this trade fair, we enjoin domestic and foreign buyers to take a closer look and become more aware of what our homegrown MSMEs produce. We also encourage our MSMEs to continuously improve and become more globally competitive despite difficult times”.
With the theme “Weaving Opportunities”, the OKB-RTF 2010 will unite opportunities in pursuit of fresh markets for these entrepreneurs.
For this year, a total of 103 manufacturers/exhibitors will join the event – 32 will come from Albay, 22 from Camarines Sur, 10 from Catanduanes, 18 from Sorsogon, 5 from Masbate, 10 from Camarines Norte, and 8 are Comprehensive Agrarian Reform Program (CARP) beneficiaries. It will feature 20 new participants, who will now be given full marketing assistance by the DTI via this trade fair.
The Department of Tourism (DOT) will also join as an institutional exhibitor.
In tandem with the event is the Bicol Investment Conference (BICon), which is slated on October 8, 2010 at 1:00 PM at the SM Megamall Conference Center.

Toxic and Hazardous Waste Briefing. DENR – Environmental Management Bureau V Regional Director Gilbert C. Gonzales emphasizes the significant compliance by the region’s major industrial facilities to the guidelines and requirements of Republic Act 6969 or the Toxic and Hazardous Waste Management Act during a media briefing at the DENR Multi-purpose Hall in Rawis, Legazpi City on September 23, 2010. He said no major incident with regards to hazardous waste has transpired in Bicol, except for some incidental spillages which were promptly addressed thus, eliminating further threat to the environment. Seminar on 2010 Investments Priorities Plan set Sept. 27

DTI Region V - The Board of Investments in coordination with the Department of Trade and Industry Regional Office V is holding an Orientation Seminar on the 2010 Investments Priorities Plan (IPP) on September 27, 2010, Monday, at Avenue Plaza hotel, Magsaysay Avenue, Naga City.
The 2010 IPP shall unveil the approved investment priority areas by which the government seeks to grant tax and fiscal incentives to such investments that would take advantage of the expected global and domestic economic rebound.
Dubbed as "Maximizing Opportunities of a Stronger Phil. Economy”, the 2010 IPP seeks to generate more investments and more jobs in the agriculture, industry and services sector that are geared up to optimize the opportunities from the global economic recovery. Regional Director Jocelyn Blanco disclosed that this seminar will be conducted primarily to promote and encourage investments in Region 5 in order to attract more business ventures. She further said that this one day activity will also involve the conduct of investment counseling or one-on-one consultations for prospective proponents.
BOI Governor Oliver B. Butalid will be the guest speaker. A total of one hundred fifty (150) participants coming from the Chamber of Commerce/Business Associations, Local Chief Executives, Regional Directors from other line agencies and Media Personalities are expected to attend the seminar.
