ang everyday problems ng mamamayan
Allan S. Cayetano (ASC): Well,
napaka-importante na i-discuss at napaka-importante yung corruption issues lalo
na yung pork barrel scam at Malampaya Scam. Lumabas lahat ng ito.
Pero habang lumalabas
ang lahat ng issues, (naiiwan) yung pang-araw-araw na buhay ng ating kababayan at
yung kakainin nila at pang matrikula . Halimbawa itong palengke, ang problema
nila ay yung mga naglalakihang mall, so humihina ang kita nila.
So kailangang maipakita natin na inaasikaso natin ito at dapat
ipakita natin na ang gobyerno ay pwede pa rin nilang pagkatiwalaan kahit
maraming corruption issues.
Isa sa pinakamalaking
mga issues na hinaharap ng ating mga kababayan ay yung “5-6” o kawalan ng
kapital.
Kaya ni-launch
natin ito today, malaki na rin ang halaga na ito sa atin. P250,000.
Pero malaking bagay
kasi 20% ang interest ng 5-6 per month. Malaki ito para sa mga maliliit nating
mga kababayan samantalang ang mga malalaking negosyo, napakababa ng mga interes
sa mga bangko.
Isa itong paraan para
ipakita natin sa mga kababayan natin na mamayan man, o kagawad, o senador ay
natutugunan ang pangangailangan sa Presyo, Trabaho, Kita (PTK) o sa
pang-araw-araw nilang pangangailangan.
Pagtulong possible pa
rin kahit walang pork
ASC: Yes. None of these came
from the pork barrel. This is not from the government.
Ang gusto nating
patunayan na kahit walang pork barrel, kung may tiwala ang tao, may mga
proyektong magagawa ang mga pulitiko.
We don't need
discretionary funds or pork barrel for projects.
People will help kapag
nakita nilang sincere o gumagana ang programa.
Si Ate Liway, natanggap
nila ay 100,000 noon. Pinakita nila kaagad yung logbook nila para maipakita
kung saan napupunta at tayo naman gusto nating mabuo ang tiwala ng donors.
Donation through text
ASC : That's one reason
why I'm pushing for the donations through text.
Hinihiling ko na
mag-meeting ang Globe, Smart, at Bangko Sentral para ang mga lugar na apektado
ng kalamidad at direktang makatanggap ng tulong sa pamamgitan ng mga donasyon
gamit ang text messaging.
Kung ito ay magwo-work,
hindi lang ito gagana sa mga kalamidad kung hindi na rin sa iba pang proyekto
tulad ng livelihood.
So imaginin mo, kung
may kababayan tayong nanonood ngayon o abroad, pwede nang mag-donate.
Yung spirit ng
bayanihan, nasa Pinoy 'yan. Pero kadalasan, ang donation ay napupunta sa bulsa
ng pulitiko.

ASC: Unang una, ang focus ay
yung hearing kay Napoles.
Ako ay 100% against na
bigyan siya ng kahit anong immunity dahil wala na itong magiging silbi.
Unang una, kumpleto ang gobyerno ng ebidensya laban sa kanya.
Pangalawa, it will send a wrong message para sa mga whistleblowers. Pangatlo,
wala na tayong makukuhang bagong ebidensya sa kaniya na hindi pa natin nakukuha.
I still advice her to
tell all. I still advice her para sa kanyang konsensya, para sa kanyang
pamilya, para sa katahimikan ng kanyang puso't isipan, magsabi siya ng
katotohanan.
Pero huwag na siyang
humingi ng kapalit na immunity. Dahil sa tingin ko, hindi ito magiging

Bagamat nakapokus tayo
kay Napoles, mga bogus NGO at pondong napunta sa kanya, tandaan natin na 10%
lamang ito ng mga fake NGO's na napunta kay Ms. Napoles.

naiimbestigahan.

rin na napunta Dept. of Agriculture na sa tingin niya ay may problema kasi

Sana maipakita natin sa
mamayan na patuloy ang pagsisiwalat para lumabas ang katotohanan.

nawalan ng tiwala sa Senado. Pero naniniwala ako na may mga nagbalik tiwala sa
Senado sapagkat maraming naisisiwalat at kahit nagaaway-away ang mga senador,
may mga taong lumalaban pa rin para sa kapakanan ninyo.
Mga kaso dapat i-file
na
ASC: Nakikita ko yung legal
basis ng Justice (Secretary) sapagkat madalas nating sabihin sa gobyerno na
aanhin pa ang damo kung patay na ang kabayo?
Pag hahabulin na ang
pera, na-withdraw na sa bangko.
Pag hahabulin ang
properties, naibenta na sa iba.
Kapag hahanapin na yung
tao, nakatakas na.
So yung sinasabi niyang
may threat sa national security dahil may kinalaman ito sa korapsyon,
naiintindihan ko iyon.
Ang problema ay yung
safeguards o guidelines na di popular at hindi pwedeng i-apply lang ito sa iba.
Kailangan ang batas ay
laging applicable sa lahat. At hindi pa handa ang gobyerno na sabihing ang
lahat ng may kaso sa graft ay dapat kanselahin ang passport.
So dapat pag-aralan ng
kongreso kung paano habang pinag-aaralan pa lang ang kaso ay mapigilan nang
umalis ng bansa.
Kung hindi, balewala
rin. May mga batas nga tayong pinoprotektahan ang taong ma-harass pero yung may
kaso, makakaalis kaagad.
Di ba yung mga
Chief-of-Staff ng ibang senador, nakaalis na ng bansa.
Unawain natin na
kailangan may proactive na paraan ang gobyerno.
So tanungin natin ang
DOJ at ang DFA sa legal basis ng kanilang balak gawin. ###

Cayetano files “e-Bayanihan”
measure for calamity victims
Senate Majority Leader Alan Peter S. Cayetano is asking two Senate
panels to determine the viability of establishing a more permanent mechanism of
enabling millions of Filipinos to send donations to calamity victims using the
country’s text-messaging system.
Following up on his earlier proposal, Cayetano filed Resolution
No. 319 which urges the Senate Committees on National Defense and Security and
on Public Services to conduct such an inquiry, with the end view of
institutionalizing a national donation transfer system for cellphone users.
“I believe that such a mechanism will allow every Filipino with a
cellphone in hand to directly contribute and be a bayani to
those affected by disasters and calamities. Imagine how much we can raise for
those who need help by simply sending a text message,” the Senate leader said.
“This new sense of empowerment will also stir up the bayanihan spirit
in all of us. I know most of us want to help. All we need is an easier way to
do so.”
As most congressional inquiries are in aid of legislation,
Cayetano said the Senate panels can also determine if legislation is needed to
effect such a proposal.
“There is also a need to ensure that this system of making
micro-donations continues to be convenient, reliable, and available at all
times to all willing donors, whether based here or abroad, regardless of the
size of operations and/or donations, without causing undue burden to the
service providers,” he said in the resolution.
He recalled that within a span of a month, three
natural and man-made disasters have affected a significant number of Filipinos
all over the country, citing the just-concluded Zamboanga City crisis, the
destruction brought about by typhoon Santi and the recent earthquake that
devastated Bohol and Cebu.
“We should enable those who offered prayers for the calamity
victims to reinforce their compassion with action,” Cayetano expressed.
He also disclosed that he has already written to Commissioner
Gamaliel Cordoba of the National Telecommunications Commission (NTC), urging
the official to jumpstart discussions with the Bangko Sentral and mobile
service money providers on how a text-based donations system can be established
as soon as possible.
“The NTC and the BSP as regulators of mobile money service
providers are in the best position to ensure that the system of sending
micro-donations via text messages is institutionalized and that the necessary
framework, regulations and incentives to promote the use of mobile money for
charitable purposes are put in place,” Cayetano explained.
“In a country where mobile phones outnumber the population, every
texter is a potentialbayani. It would empower every Filipino whose heart
goes out to the calamity victims to actually make a difference even with their
P1,” the senator earlier said.
He said with 100 million text messages – a small portion of the
SMS traffic sent out by Filipinos on a daily basis – some P100 million can be
raised through a “text-to-donate” type of system.
Aside from the simple SMS-based system of donating, Cayetano said
telcos Smart and Globe have Smart Money and G-Cash, respectively, to facilitate
fund transfers easily from one subscriber to another, thereby making donations
easier and faster. ###
